Absent: None
At 8:30 a.m. Bev Juhl, Chairman, called the meeting to order. Moved by Smith, seconded by Madden to
approve the revised minutes as of the last meeting. All ayes, motion carried.
Frank Johnson, Secure Benefits, addressed the Board regarding Emmet County’s group health insurance
renewal. Johnson reviewed the proposed Iowa Group Health Care Plan (IGHCP) renewal and after comparing
other quoted plans the 2011-12 IGHCP renewal was recommended with a premium increase of eight percent.
Motion by Martyr, seconded by Schumacher to accept the IGHCP renewal. All ayes, motion carried.
Roger Patocka, County Engineer, reported that crews have been winging and pushing snow back and doing sign
repair. Discussion included selling the D6 Cat dozer on a worldwide online auction site in the next two weeks.
Moved by Martyr, seconded by Schumacher to reduce the Compensation Board’s recommendation for elected
officials by 50%. Salaries for Auditor, Attorney, Recorder and Treasurer will increase 1.5% and Sheriff 2%.
Supervisors’ salaries will increase 0%.
Roll call vote: Aye: Smith, Martyr, Schumacher, Madden and Juhl. Nay: none. Motion carried.
Moved by Martyr, seconded by Madden to set the Conservation Board’s tax asking at $140,000 for FY 2011-
12. All ayes, motion carried.
Moved by Smith, seconded by Madden to approve the Community Service Block Grant Resolution as requested
by Upper Des Moines. All ayes, motion carried.
                                             Resolution #11-04
WHEREAS, UDMO has been a community action agency for over 32 years; and
WHEREAS, UDMO is governed by a local board of directors consisting of elected officials, private sector
representatives, and low-income individuals; and
WHEREAS, UDMO operates outreach offices in 12 counties, including Emmet; and
WHEREAS, more than 1,791 individuals in Emmet County, (708 households) received services from UDMO
funded through the Community Service Block Grant (CSBG) program; and
WHEREAS, more than 35% of the persons served in Emmet County by UDMO are elderly and/or disabled; and
WHEREAS, federal and state funding for UDMO helps generate $166.15 for every dollar received from Emmet
County; and
WHEREAS, CSBG funding for UDMO helps generate $1,244,224.16 in in-kind goods and services and
donated items within Emmet County; and
WHEREAS, UDMO receives $444,164 in CSBG funds to operate 12 outreach offices and those funds are the”
glue” that enable UDMO to administer state and federally funded programs; and
WHEREAS, President Obama has proposed a 50% reduction of the CSBG funding and made the remaining
funds competitive instead of continuing the current allocation formula; and
WHEREAS, the Emmet County Board of Supervisors is supportive of the Congress reducing the federal deficit;
THEREFORE, BE IT RESOLVED, that the Emmet County Board of Supervisors supports the positive
impact of CSBG in Emmet County and the State of Iowa and opposes action by Congress or the
President to reduce CSBG funding disproportionately compared to the rest of the federal domestic
discretionary budget.

Seana Godbold, Emmet County Soil & Water Conservation District, reported that they have been awarded a
$154,350 Water Shed Improvement Grant to fund a capital asset. The grant also includes $600 for seeding of
filter strips on the southwest corner of Tuttle Lake.
