 OTHER PUBLICLY-FUNDED PROGRAMS FOR LOW-INCOME RESIDENTS



California Children Services

California Children’s Services (CCS) is a state program for children who are
California residents with certain diseases or health problems. Through this
program, children up to 21 years old can get the health care and services they
need if their family income is less than $40,000, or if the family’s medical
expenses are expected to exceed 20 percent of the household income. CCS
covers care for serious disorders such as congenital heart disease, cancers,
hemophilia, cleft palate, spina bifida, cerebral palsy, muscular dystrophy, and
broken bones. Care includes provider visits, hospital stays, surgery, diagnostics,
orthopedic appliances, and medical equipment.

Child Health and Disability Program

Child Health and Disability Prevention (CHDP) implements the Federal Medicaid
Early and Periodic Screening (EPSDT) mandates in California. Over the years,
the program has expanded to assure that all low-income children and youth in
California have access to preventive health care services. The program has
been financed by State funds, drawing from the General Fund and Tobacco
Settlement Fund, to provide non-Medi-Cal eligible children and youth younger
than 19 years of age with the same services as those available to Medi-Cal
recipients younger than 21 years of age.

Family PACT

Family PACT is a program that provides no-cost family planning services to low-
income men and women, including teens. Many doctors and clinics all over
California are part of the Family PACT program. Women, men, and teens able to
become pregnant or cause a pregnancy can get Family PACT services if they
are low-income California residents and have:

        No insurance, but can’t get Medi-Cal.
        Insurance, but it doesn’t cover family planning or birth control methods.
        Insurance, but haven’t met the annual deductible.
        Medi-Cal with Share of Cost but have not met the Share of Cost.
        Medi-Cal but it doesn’t cover family planning.
        Insurance or Medi-Cal, but need to keep family planning services
           confidential.
