COAL HANDLING SYSTEM FOR UNIT-3 OF 1X500 MW AT BTPS BRIEF BID NOTIFICATION Enquiry No:TDBT3/CHS/2595A Date: 02.12.2009 1.0 Karnataka Power Corporation Limited invites sealed Bids in English and in triplicate from the qualified bidders for the “Design, Engineering, Manufacture, Quality surveillance, Testing at manufacturer’s works, Packing, Supply F.O.R Bellary site, Storage, Intrasite transportation, Erection, Testing and commissioning and conducting Performance guarantee tests of coal handling system including all connected Mechanical, Electrical, Instrumentation, Civil and Structural works and Insurance towards transit risk, Storage, Intrasite transportation, Erection, Testing, commissioning and conducting Performance guarantee tests etc., ”for unit-III of 500 MW of Bellary Thermal Power Station, Karnataka, India. 2.0 BRIEF SCOPE OF WORK The scope of this enquiry covers the following: “Design, Engineering, Manufacture, Quality Surveillance, Testing at Manufacturer’s Works, Packing, forwarding, Supply FOR Bellary site, Unloading, Storage , Erection ,Testing , Commissioning and conducting Performance guarantee test and Handing over of complete Coal Handling System for unit-III of 500 MW capacity including all connected Mechanical, Electrical, Instrumentation, Civil and Structural works and Insurance towards transit risk, Storage, Intrasite transportation, Erection, Testing, commissioning and conducting Performance guarantee tests etc.” consisting of the following systems. The scope includes the entire coal handling system consisting of unloading of coal from wagons, Wagon tippler along with static weighing system (one No.), conveying, Junction Tower and bunker feeding system, conveyor weigh scales, magnetic separators, metal detectors etc. All the auxiliaries like dust extraction, dust suppression, ventilation (tunnels/switchgear rooms) and bunker ventilation systems etc. are included. The coal handling system shall consists of two streams with one normally operating and the second stream as stand by. It shall be possible to operate both the streams simultaneously, if required. The coal handling system shall be complete in all respects with all mechanical, civil, structural, electrical and instrumentation, as detailed below briefly. A. Work involved from Wagon Tippler to existing Junction tower. 1. Wagon tippler No.4 (one (1) No.) to be installed along with integral static weighing system, side arm chargers, Apron feeder, dribble feeder, etc, along with auxillaries to feed coal to conveyor BCN 13 B, including Construction of tunnel, Pent house and other civil works. 2. Junction Tower -12 shall be suitably extended to accommodate BCN 13 B to feed the coal to existing conveyor BCN- 14 A/B. The conveyor BCN-14 A/B shall be suitably extended along with upgradation of drive motors and auxillaries suitably to get feed from conveyor BCN-13B. 3. Tunnel ventilation, dust extraction, dust suppression shall be provided for the above system. Construction of MCC-5 in WT area. B Works to be carried out from Junction Tower-05 (existing) to Unit -3 bunkers (Inter connection of Coal handling system from Unit-2 to Unit-3.) 1. Fabrication and erection of Junction towers JT-13 & JT-14, conveyor galleries along with trestles by BHEL. The bidders shall furnish along with the bid, the loads to be considered for the design of above junction towers. 2. Supply, erection and commissioning of new belt conveyors viz., BCN 27 A/B, 28 A/B, 29 A/B & 30 A/B, fixed/traveling trippers etc, feeding to Unit-3 Bunkers i.e. from JT-5(Existing) to JT- 13(New) and JT-13(New) to JT-14(New). 3. BCN 23A/B of unit -2 shall be interconnected to BCN 27A/B using flap gates. 4. Feeding of coal to three bunkers of unit-3 from JT-13, fixed tripper and travelling trippers. 5. Feeding of coal to other 4 bunkers of unit-3 from JT-14 , fixed tripper and travelling trippers (29 A/B to 30 A/B). 6. Feeding of coal to unit-3 starts from 23 A/B to 27A/B, further to 28A/B through fixed tripper and travelling trippers. 29A/B to 30 A/B through fixed tripper and travelling trippers. 7. Dust extraction system and Dust suppression system shall be provided. Construction of MCC-6 near JT-13 area to cater power supply to the above equipment. C Coal handling system shall be complete in all respects with all mechanical, civil, structural, electrical and instrumentation. Existing system The existing coal handling system of unit-1 & 2, consists of unloading of coal from wagons, WT-1,WT-2 &WT-3 , conveying, screening / crushing, stacking, reclaiming and bunker feeding arrangements and auxiliaries like dust extraction, dust suppression, ventilation (tunnels / switchgear rooms) and bunker ventilation systems, In motion wagon weighing system., conveyor weigh scales, magnetic separators, metal detectors, sampling system etc. CHS consists of two streams with one normally operating and the second stream as stand by. It is possible to operate both the streams if required. Coal is fed to bunkers of unit-1 through WT 1 & 2 along with Apron feeders, crusher and other conveyors via stacker reclaimer. Similarly coal is fed to unit -2 bunkers through WT No.3, crusher house, stacker reclaimer and other conveyors. Interconnection facility is available from Unit-1 to Unit-2 and vice versa. A provision has been made for inter connection of coal handling system from Unit-2 to Unit 3. Scope of the work is only indicative. Detailed scope has been described in the bid document, which is binding, on all the bidders. 3. EARNEST MONEY DEPOSIT: The bidders are required to furnish EMD amount of Rs. 70.00 Lakhs (Rupees Seventy lakhs only) either in the form of crossed demand draft drawn in favour of Karnataka Power Corporation Ltd., payable at Bangalore or Bank Guarantee from a Nationalised/Scheduled bank on Rs.100/- stamp paper along with the bids. The EMD shall be kept valid for a period of 210 days from the date of opening of the price bid. In case, the validity of bid is required to be extended, the validity of the BG furnished towards EMD shall be extended upto 30 days beyond such extended bid validity period. Bids not accompanied with EMD will be rejected. The EMD shall be furnished along with second stage of tender. 4.0 MINIMUM QUALIFYING REQUIREMENTS: The intending bidder shall satisfy the following minimum qualifying requirements and produce documentary evidence as indicated below, the fulfillment of which is a pre-requisite for the issue of bid documents. 4.1 The bidder and / or his joint venture partner/collaborator/ shall be a regular manufacture of material handling system for coal/ores in India. 4.2 The bidder and/ or his joint venture partner/collaborator/ parent company shall have successfully designed, manufactured, supplied, erected, tested and commissioned material/coal handling system of conveying capacity 800 TPH, including wagon tippler & associated equipment along with civil and structural works, for thermal power Stations of 210 MW or above capacity for at least one thermal power plant/ Ore mines/steel/cement plant and the same shall have satisfactorily and demonstrably performed continuously for a minimum period of one year during the preceding five years, reckoned from the last date of submission of application for bid document. As proof of the above, the bidder shall furnish the relevant performance certificates signed by an officer not below the rank of Chief Engineer or Station Superintendent/competent authority of respective Thermal Power Station/ Ore Mines, certifying the performance of the equipment supplied and installed by the bidder. 4.3 The intending bidder should have achieved in at least 2(two) financial years a minimum annual financial turn over of Rs. 70.00 Crores (Rupees Seventy crores only) during the preceding 5 (five) completed financial years i.e., 2008-09, 2007-08, 2006-07, 2005-06, 2004-05. The bidder shall furnish balance sheet/Annual report duly certified by a Chartered Accountant to establish annual average turnover requirement stipulated above. Financial turnover of previous years shall be given weightage of 10% per year to bring them to the present price level 4.4 In case of consortium bid, each agency/ firm should have achieved in at least 2 (two) financial years a minimum annual financial turn over of Rs. 35 Crores( Rupees Thirty Five Crores) during the preceding 5 (five) completed financial years i.e., 2008-09, 2007-08, 2006-07, 2005-06, 2004- 05 duly certified by a Chartered Accountant to establish annual average turnover requirement stipulated above. Financial turnover of previous years shall be given weightage of 10% per year to bring them to the present price level 4.5 In case of joint venture partner/collaborator/parent company support the bidder shall also produce a legally enforceable undertaking for joint and several liability as per the KPCL format ( copy enclosed for reference). 4.6 Any agency whose performance in the ongoing projects of KPCL is observed to be not satisfactory such agency shall be liable for rejection. 5.0 The intending bidder shall furnish a copy of Standard Quality Assurance Plan. 6.0 The intending bidder shall quote in Indian Rupees only. 7.0 The intending bidders shall furnish a) The list of equipment owned and proposed to be deployed for the work. b) Provident fund account number allotted by the regional provident fund authorities. c) The copies of registration Certificate of the firm and the license issued by concerned department. 8.0 Bid documents will not be issued to such of the bidders whose EMD has been forfeited or contracts have been terminated or foreclosed on account of their default in KPCL or else where during the past 3 (Three) years. The bidder shall give declaration that EMD has not been forfeited and none of his contracts have been terminated / foreclosed on account of their default in KPCL or else where during the past 3 (Three) years. 9.0 Cost of blank bid documents is Rs 2675/- (inclusive of VAT and CESS), Rs.500 extra, if required by post .This amount is payable in the form of demand draft drawn on any scheduled bank in Bangalore in favour of Karnataka Power Corporation Ltd., Bangalore along with the application for bid documents. The bid documents shall be submitted preferably in person and not through post. All second stage tenders must be accompanied by specified tender Security (EMD). 13.0 Completion period is 28 months from the date of issue of LOA. 14.0 Corporation reserves the right to award whole or part of the work should the situation so warrant. 15.0 Bids with stipulations for settlement of dispute by reference to arbitration shall be rejected. The bids containing conditions whatsoever will be liable for rejection. 16.0 KPCL reserves the right to verify the information / document furnished by the bidder, should the circumstances so warrant in the overall interest of the corporation.
