As the AT performs handover execution

procedure as in A.S0022-0, the MME will
use the S101 tunnel with eAN2 (S101-2) to                                        MME
tunnel CR+RU message
When the AT moves toward left as shown
in the figure on the right side, the eHRPD
                                                                                AT
eAN2’ signal fades in the same time as
EUTRAN’ signal fades. However eAN1’
signal gets better and is qualified to provide
                                                 eHRPD(eAN1)

Problem Statement

   The MME will use the tunnel with eAN2 (S101-2) to transmits the
    tunneled CR+RU message based on static pre-configuration of
    SectorID
   eAN2 finds out qualified target sector belongs to eAN1 and eAN2
    can not allocate radio resource for the AT
   In this case, E-UTRAN to eHRPD Optimized Active Handover will
    fail

Suggest Remedy

    Add a forwarding mechanism in A13 interface to tunnel S101
     message transparently between eANs
    S101 Protocol Stack is similar with A13 Protocol Stack, which
     makes encapsulation of S101 message over A13 message easy

Benefits of the remedy

   No impact to MME routing mechanism of S101 messages.
   Minimum impact to current HRPD interface
       Add a simple tunnel mechanism to forwarding S101 message
       Reuse A13 procedure to retrieve the AT’s session from the source eAN
        when session transfer happens
