Identifying Hazards

The Estill County area is vulnerable to a wide variety of natural hazards that threaten life
and property. These natural hazards include:

                                  •   Floods
                                  •   Earthquakes
                                  •   Tornadoes and Thunderstorms
                                  •   Winter Storms
                                  •   Landslides
                                  •   Wildfires
                                  •   Karst Geology and Sinkholes
                                  •   Drought


The Estill County Hazard Mitigation Plan Development Team identified these hazards
based on the historical evidence gathered from the Kentucky State Climatology Center,
the National Climatic Data Center, FEMA’s Hazard Mapping website, and the Kentucky
Geological Survey.

The appendices contain maps utilized by the Estill County HMPDT in identifying and
profiling potential hazards for the Estill County planning area.

Mitigation Strategy

The Estill County Hazard Mitigation Plan Development Team was initiated to develop a
hazard mitigation plan for the county and its jurisdictions. Committee members include
or represent the county judge-executive, mayors, emergency management, city and
county fire departments, the health department, and others. The committee looked at data
regarding each individual hazard gathered and provided by staff of the Bluegrass Area
Development District (BGADD). ADD staff also developed a risk assessment for each
individual hazard.

Utilizing background hazard information and hazard historical data, the committee
responded with overall goals and objectives relative to the hazard. Upon identification of
these goals and objectives, the committee looked at specific measures aimed at fulfilling
these goals and meeting stated objectives. Various methods are used to identify desirable
hazard mitigation projects such as proven success in other jurisdictions, consultation with
mitigation experts, and suggestions from ADD staff. After inclusion of projects in the
plan, review and approval of the overall plan is required at the local, regional, and state
levels in addition to review and acceptance by FEMA. Implementation of any mitigation
projects will be dealt with when the necessity arises.

Implementation of Mitigation Measures

Prioritization will be based on the following: 1.) Critical need, 2.) Availability of funds,
and/or 3.) Schedule of project (e.g., 0-2 years, 3-10 years, or 11-20 years). Projects
should be, but are not limited to being prioritized based on a cost benefit review,
environmental soundness, and/or technical feasibility. Implementation will be done
through the cooperation of agencies both within Estill County and the cities of Irvine and
Ravenna. Funds should be continuously sought out from various sources, and resources
(i.e. human, technical, and logistical) will be used for implementation of these projects,
given the decision is made to follow through with construction or implementation. With
respect to implementation, projects should be administered by the agency that has applied
for the funds needed to complete the desired mitigation task or project. However, Estill
County officials have the authority to establish administration guidelines, timetables, and
funding allocations with respect to mitigation project implementation. Implementation
efforts are based on project/action plans drafted by the Bluegrass ADD derived from the
input of subcommittees and the Estill County Hazard Mitigation Plan Development
Team. A list of committee members is provided in Appendix J.

Plan Maintenance Procedures

The hazard mitigation plan requires a plan maintenance process. The following sections
address how the Estill County Natural Hazard Mitigation Plan will be updated and
maintained as necessary.

Monitoring, Evaluating, and Updating the Plan

In order to provide monitoring, evaluation, and updates to the mitigation plan every five
years, Estill County and its jurisdictions will use their emergency management personnel
as the primary source for review and maintenance of the hazard mitigation plan. The
document will be reviewed and amended as necessary at least once every five years or
more often if necessary. The use of outside help, such as support from the Bluegrass
Area Development District will be procured as needed.

Implementation Through Existing Programs

Estill County and the cities of Irvine and Ravenna should incorporate mitigation plan
goals and objectives, as well as mitigation actions/projects, into a program currently used,
such as comprehensive plans, transportation plans, and emergency response plans, as is
feasible and practical. This ensures cooperation between agencies with respect to
planning if a mitigation project is constructed or implemented at a later date. This also
creates a broader range of funding sources to seek out for mitigation projects.

Continued Public Involvement

The Estill County Hazard Mitigation Plan Development Team and Bluegrass Regional
Hazard Mitigation Planning Committee have set out the following procedures for
inclusion of public participation in the mitigation plan maintenance process. When
updates are required, whether by five-year cycle or extenuating circumstances, public
input will be solicited primarily via a public notice. A committee (to be chosen at a later
date) will review public input once it is received by a set deadline. Upon review by the
committee, which will include a vote to determine relevance of public comments, public
input will be considered on a case-by-case basis for inclusion in any updates to the hazard
mitigation plan.

Floods
Mitigation Goals & Objectives

The following goals are identified for Estill County and the Cities of Irvine and Ravenna
based upon the risk assessment for the hazard of floods.

   Goal 1:     To minimize the number of deaths and injuries caused by flooding.

       Objective A: Keep people away from flood prone areas.

       Objective B: Educate people on the effects and dangers of
                    flooding.

   Goal 2:     To minimize financial costs due to damage caused by flooding.
       Objective A: Reinforce structures and properties in areas prone to
                    flooding.

   Goal 3:     To lessen the amount of property damage caused by flooding.

       Objective A: Through planning and zoning guidelines assure that future
                    structures are not constructed in flood prone areas.

Multi-Jurisdictional Mitigation Strategy

The Estill County Hazard Mitigation Plan Development Team, based on the risk
assessment for the hazard of flooding and in line with the stated goals and objectives that
were previously noted, derived a number of projects, which are detailed in this section.
These projects were developed based on information presented to the planning committee
by Bluegrass ADD staff. Projects range from education to structural projects to
expansion of existing projects intended to mitigate against flooding. Consideration (to
the greatest extent possible) has been given to feasibility, acceptability, cost
effectiveness, and environmental soundness.

The Estill County Hazard Mitigation Plan Development Team proposes the following
projects for the following hazards:

   Hazard—Floods

       •   Expansion of early warning siren system.

       •   Public education and information (ongoing).

       •   Re-establishment of the floodplain map.

The City of Irvine proposes the following projects for the following hazards.

       Hazard—Floods

           •   Storm sewer and storm drain survey to determine future needs and
               upgrades.

           •   Upgrade of city storm sewer and storm drainage system.

           •   Legislation to disallow residents from building in flood prone areas.

           •   Dredge Chamberlain Branch (or other possible project—permission may
               not be able to be obtained—joint project with City of Ravenna).

           •   Redefinition of floodplain.

           •   Buyout of certain properties already within floodplain.

           •   Public education and information (ongoing).

           •   Expansion of early warning siren system.


The City of Ravenna proposes the following projects for the following hazards.

   Hazard—Floods

       •   Legislation to disallow residents from building within the established
           floodplain.

       •   Dredge Chamberlain Branch (or other possible project to take care of this
           problem—permission may not be able to be obtained—joint project with City
           of Irvine).

       •   Buyout of certain properties already within the floodplain.

       •   Redefinition of floodplain.

       •   Public education and information (ongoing).

Mitigation Goals & Objectives

   Goal 1:     To lessen the number of injuries and deaths caused by earthquakes.

       Objective A: Educate members of the community about the effects and
                    dangers presented by earthquakes.

       Objective B: Possibly introduce legislation that asks new construction
                    projects to take measures to protect against earthquakes.

   Goal 2:     To lessen the amount of property loss and/or damage from earthquakes.

       Objective A: Determine stipulations and enact restrictions on future
                    construction.

       Objective B: Assure that new buildings are built in accordance with
                    earthquake mitigation standards and provisions through planning
                    and zoning guidelines.


Multi-Jurisdictional Mitigation Strategy

The Estill County Hazard Mitigation Plan Development Team, based on the risk
assessment for the following hazards and in line with the stated goals and objectives for
each hazard, proposes the following projects for said hazard to help eliminate loss of life
and property.

   Hazard—Earthquakes

       •   In cooperation with the City of Irvine and the City of Ravenna, enact a public
           information campaign that teaches residents about the hazards of earthquakes
           and the mitigation steps that can be taken for them.

       •   Engage in an earthquake awareness campaign that not only advises the public
           of steps they can take in the event of an earthquake, but also steps they can
           take in advance to protect their homes, property, and lives.

       •   Enact legislation forcing new construction projects to adhere to guidelines that
           will make the new structures safer in the event of an earthquake.

       •   Encourage citizens to, when remodeling an existing structure, adhere to
           guidelines that will make these structures safer in the event of an earthquake.

          •   If practical, enact legislation that will force new construction projects to
              adhere to earthquake safe guidelines.


The City of Irvine proposes the following projects for the following hazard.

   Hazard—Earthquakes

          •   In cooperation with Estill County and the City of Ravenna, enact a public

                    severe thunderstorms are possible or imminent.

       Objective B: Educate people on the effects and dangers of severe
                    thunderstorms.

   Goal 2:     To minimize the number of deaths and injuries caused by tornadoes.

       Objective A: Warn people as soon and as effectively as possible when
                    tornadoes are possible or imminent.

       Objective B: Educate people on the effects and dangers of tornadoes.

                                                   County about 50 homes and a dozen
                                                   businesses sustained flood damage,
                                                   and numerous roads had to be
                                                   closed. The gift shops along Mill
                                                   Creek at Natural Bridge suffered
                                                   heavy flood damage. A car was
                                                   swept off the road on Steam Shovel
                                                   Hill, and the driver suffered a broken
                                                   ankle. In Wolfe county almost all the
                                                   roads except the Mountain Parkway
                                                   had to be closed for a time, and two
                                                   mobile homes were washed away.
                                                   Several businesses in Campton were
                                                   flooded. About 44 vehicles were
                                                   heavily damaged at a car dealership.
                                                   In Estill County the flooding was
                                                   mostly confined to the northern part
                                                   of the county, with northeastern
                                                   sections especially hard hit.
                                                   Numerous roads were damaged in
                                                   Estill County, and a mobile home
                                                   was washed away. In Breathitt
                                                   County, flash flooding was confined
                                                   to the northern part of the county. A
                                                   bridge at Keck was washed out, and
                                                   several roads were flooded.

                                                            with the rest of the county following suit.
                                                            To further complicate matters, an ice
                                                            storm from the same system occurred
                                                            mainly north of the Mountain Parkway.
                                                            Some counties received flooding and ice.
                                                            The large amounts of rain and ice
                                                            produced significant damage to homes,
                                                            cars, churches, schools, trees and power
                                                            lines. No one died as a direct result of this
                                                            event. However, near the onset of
                                                            precipitation, one man died and two were
                                                            injured in Johnson County after driving
                                                            over a patch of ice and falling into a
                                                            creek, which contained water of around 2
                                                            feet deep.
