Reporting Instructions
General
This spreadsheet has been prepared as a reporting format for Tertiary Education Institutions (TEIs) to provide TEIFM with:
(1) Annual Forecasts - the most recent projected 2009 result and three year forecasts (2010, 2011, 2012).
Note: Please use the separate template for half year and year end annual results.

TEC would prefer an electronic copy of the return via email to: tamu.info@tec.govt.nz

Purpose of Return

This return is used to collect forward forecasts of financial performance and position for your institution. The information provided should
accord with theTEIs own management information.
TEC would expect forecasts to be robust. That is the preparation of the material should be based on GAAP, reflect known funding
decisions and other known events, and be the organisation's best estimate of likely outcomes. Where any scenario planning has been
undertaken we would appreciate receiving summary information on the scenarios calculated.
 We have asked that TEIs submit the key assumptions used in the preparation of forecasts with this return (either in the spreadsheet
page provided or mailed to us directly).
We would also ask that TEIs provide us with details of what they see as the key drivers of future performance. A sheet has been added
to this return to capture this information.
ITPs have been asked to provide TEC with a copy of the action plans developed for addressing any financial risks or shortfalls in
operating performance that have been identified through the forecasting exercise.
We also ask that you submit to the TEC a copy of any long term forecast prepared for your instituition. These may be in hard copy form
or electronically.

The template return asks TEIs for their latest 2009 year end financial forecasts. Where this has been previously provided to TEC, and it
is still your most current 2009 reforecast, this column does not need to be completed again. TEC is also only interested in material
changes in 2009 forecasts.
The primary purpose of the return is to provide the crown with information on the resources used in the delivery of the investment plan
and to provide assurance of the institution's planning to provide tertiary education and training in a viable manner. The return is also
used to identify crown risk and may contribute to the formulation of policy.

Completion of Return

Please complete the template by entering your financial and other data in the cells shaded yellow (or green) on the following sheets. Do
not enter formulas in these cells.
Do not enter data in cells other than those shaded yellow (or green) as many of these cells are formula-driven.

You will note that in the Financial Data sheet there are a number of ratios and other performance measures calculated from the data you
provide. This information may be useful to make TEI comparisons or for TEIs to review their own trends over time and against TEC
financial benchmarks (refer TEIFM web site for further information).
The spreadsheet dollar figures are in thousands of dollars so please take this into account when entering data. EFTS and FTE data are
to the nearest whole number.

The return is to include consolidated information on those entities included in the annual consolidated financial statements. Please
provide a list of consolidated entities in the schedule provided (refer "Sign-Offs").
The annual return should provide information which is consistent with the organisation's audited financial statements, e.g. the information
should be GST exclusive.
As far as possible, please do not "net off" revenue against expenses.

Feedback and discussion



Once the material has been submitted to the TEC it will be reviewed and analysed by Investment Managers and TEIFM. The TEC may
contact your organisation to discuss the returns. Any contact will be arranged through your institiution's designated Investment Manager.

Confidentiality

The TEC holds all template data, as well as the resulting risk analyses, in commercial confidence. Data is only released to persons
within the TEC with a proper interest in the information.
The TEC is required to adhere to the Official Information Act. Any information requests received for publicly available information (such
as that produced in the annual report) are likely to be met by the TEC.
Where OIA requests are received for TEI submitted information on individual institution performance (which are not publicly available)
these request will, as far as possible, be refered to the institution concerned as the originator of the information.

TEC Income Breakdown
This sheet provides further detail and breakdown of TEC provided income.
As TEIs currently account for TEC income in different parts of the template, this sheet has been developed to assist with a common treatment of TEC funding items.
TEIs are asked to fill out this worksheet or alternatively provide us with details of what items of TEC income feature in which parts of the main Financial Data worksheet.
The figures below should be calculated on an accounting accrual basis and align to the income statement in your forecasts, rather than on a cash basis.
It is important for us to be able to clearly see the assumptions underlying the calculation of TEC funding in the forecasts provided.
Figures provided here should be consistent with known TEC funding as at the date of the preparation of this return.
TEC acknowledges that some TEC funding has not been allocated for out years and an estimation is required for some items.
The format below follows the breakdown provided in funding sheets previously provided by the TEC.
That information should translate across into the standard Income Statement provided in the Financial Data worksheet of this workbook.
TEC income is included in the TEI FM template in four different parts. These are: "EFTS Student Component - Vote Education", "PBRF Income", "Other Government Tuition Funding" and "Other Government Funding (excluding Tuition and research contracts)".
