					   SCHEME FOR NATIONAL ENERGY CONSERVATION AWARD
                        2010
       (MANUFACTURERS OF BEE STAR LABELED EQUIPMENTS/APPLIANCES)

                 Award for Excellence in selling Energy Efficient Appliances

OBJECTIVE

To give national recognition to the manufacturers, who have made systematic and serious
attempts for creating awareness towards production of energy efficient appliances during
the years 2007-2008, 2008-2009 and 2009-2010.

The Standard & Labeling scheme was launched by the Hon‟ble Minister of Power in May,
2006 and is currently invoked for 10 equipments/ appliances (Room Air Conditioner, Tube
lights, Refrigerators, Distribution Transformers, Induction Motors, Electric Storage Water
Heaters, Ceiling Fans, Colour TVs, Agricultural Pump Sets and LPG Stoves) on voluntary
basis. The labeling programme has been made mandatory for four equipments i.e. ACs,
Tube lights, Refrigerators, Distribution Transformers effective 7th January, 2010. For other
equipments, the scheme is still in the voluntary stage.

The award scheme is open to the following appliances based on the current market data
available, and the scope is limited to the type of the equipment as described in the BEE
schedule of labeling:

Mandatory Labeling:

       Refrigerator: Direct-Cool and Frost Free together
       Air conditioner: Windows and Split together
       Tubular Fluorescent Lamps
       Distribution Transformer up to 200 KVA

Voluntary Labeling:

       Electric Storage Water Heaters
       Ceiling Fans
       Agricultural Pump-sets
       Colour Television

THE AWARDS

The programme for star labeling is mature in case of equipments such as Refrigerator, Air
conditioner, Tubular Fluorescent Lamps, which has been continuing for over three years
now. For other equipments as listed above, the programme is on for two years or less and
therefore, the methodology for giving awards would be different for each
equipment/appliance.

It is proposed that three awards i.e. 1st Prize, 2nd Prize & Certificate of Merit would be
given for Air Conditioner, Refrigerator & TFL. For other equipments only one award
is proposed to be given in the form of 1st Prize for recognizing the effort of the
manufacturer to promote star labeling.

It is not necessary to give first and second prize in each sub-sector. The Award
Committee would take a final decision depending upon the number of entries
received in each sub-sector and other considerations.

The awards can be given in the form of a Trophy/Silver Plaque with appropriate citation on
such awards as may be decided by the Ministry of Power. The performance of the
manufacturers would be judged through the questionnaire (format enclosed), which would
be evaluated by an Award Committee. During the last year only one award was given only
for three product categories i.e. Air conditioners, Refrigerator & Tubular Fluorescent Lamps,
as the scheme was voluntary and many manufacturers were initiating

A manufacturer, whose quantified energy saving is maximum from the production of all
labeled appliances will be eligible for a "Energy Efficiency Super Saver Award" for that
year. This award will be based on the highest avoided capacity in a year by any
manufacturer. There would be only one such award which will be selected covering all the
labeled appliances. It may be possible that a manufacturing company would manufacture
various appliances such as AC, Refrigerator, Tube lights, televisions etc together and
therefore the quantified saving would be calculated from all the equipments put together.

ELIGIBILITY

a) The scheme is open to all manufacturers, who are enrolled in the BEE labeling
   programme and are registered on BEE‟s home page for S&L programme and are also
   registered for the above appliances in the S&L programme.
b) If any manufacturer does not manufacture any of the above specified appliances the unit
   shall not be considered for its nomination under the scheme.
c) For the purpose of the evaluation during the current year, Small Scale Industry will not
   be considered separately for the scheme.
d) The manufacturers should have produced for these equipments during the period of the
   scheme and must have registered with BEE on their home page. The manufacturer
   must have produced at least one such labeled product in order to qualify for the scheme.
   Important: The annual production data for the registered product has to be uploaded on
   the BEE‟s webpage for these years in order to qualify for the award. The manufacturers
   are also required to attach a hard copy duly certified by their Chartered Accountant with
   the production and sales detail in the "Award Questionnaire".
e) Certificates to this effect that the company is presently following all the statutory
   requirements pertaining to the safety and pollution control should be attached along with
   the questionnaire.

Criteria for Judging Merit

a)     The Award Committee will decide the recipient of the awards on the basis of
       outstanding achievements and contribution in the field of energy conservation
       through sales of energy efficient appliances.

b)     The Award shall be purely judged on the basis of quantitative achievements by the
       manufacturers towards sales of energy efficient appliances. The evaluation criteria
       also shall judge on the overall improvement in the appliance energy efficiency over
       the previous year. A copy of the Criteria for Evaluating the Award Questionnaire/
       Application is enclosed at Annexure-B for reference. The methodology to calculate
       the savings is enclosed as per Annexure-C.

c)     The members of the Award Committee or their nominees may visit
       participating manufacturers facility for verification of data supplied, if felt
       necessary and it will be obligatory on the part of the participating units to

        provide necessary co-operation. The units shall bear all expenditure in this
        connection.

d)      The committee may invite some of the selected manufacturers for
        presentation in BEE Office, New Delhi before finalizing the list of Award
        winning units. The units have to bear all the expenditure in this connection.

f)      The Committee's decision would be final and no appeal would be entertained.



Instructions for Filling up the „Award Questionnaire‟

a) The Award Questionnaire would be available on line. The data required for the
   questionnaire pertains to the accounting years 2007-2008, 2008-2009 & 2009-2010.
   Since in India, the Financial Year is considered to be a method of accounting year, the
   data should pertain to the years as indicated for April to March only. The format of the
   Awards Questionnaire is as in Annexure –A.

b) The enclosed questionnaire is only a format and thus information sought should
   be separately computer printed or neatly typed or to be downloaded from the
   Bureau‟s Websites: www.bee-india.nic.in and www.energymanagertraining.com.
   Soft copies of the format can be downloaded from the above websites and all
   data in the above format has to be sent in the soft copies to awards@beenet.in

c) The answers to the questions should be precise and specific and should be
   supplied in total compliance with the questionnaire format. The deviations may
   lead to improper evaluation or the rejection of the nomination.

d) The information sought under any head should be highlighted under the same and no
   separate annexure should be attached.

e) Each and every query mentioned in the questionnaire needs to be answered. Even, if
   answer is „NO' or `NOT APPLICABLE' the same may be stated, instead of ignoring it.

f)   The questionnaire should be filled in by a competent and responsible person of the
     company. He/ she should be fully conversant with the energy terms and units,
     conversion / multiplying factors etc. The duly filled-in questionnaire should be signed by
     the Chief Executive of the company / industrial unit.

Process for applying for awards:

Since the awards are applicable to the manufacturers of the equipments as stated in the list
categorize under the head “The Awards”. BEE shall use the existing S&L portal for
compilation of these awards. This shall enable the manufactures to apply the awards on-
line, avoiding errors in filling a wrong data and correct computation of the award.
Manufacturers are requested to take a print out and submit the same information to BEE for
consideration of the award after uploading the data as required. The data should be duly
certified by the Chartered Accountants for enabling manufacturing companies to participate
in the award scheme. In case of discrepancy between the online data and the certified
data by Chartered Accountant, the nomination shall not be considered for the award
scheme. Given below is the process:

      On manufacturer‟s home page, a link shall be provided: “Apply for NECA awards-
       2010”.

      The link shall open the window for companies to confirm the following:

            o   Filled the BEE labeled production data for the year 2007-08.
            o   Filled the BEE labeled production data for the year 2008-09.
            o   Filled the BEE labeled production data for the year 2009-2010.
            o   Read the scheme of awards and confirm agreement for participation.
            o   Confirm having filled up annexure-A in hard copy.

Please note that these data have to be filled under the link “ Upload production data” on
manufacturers home page. Failure to fill the above data in the prescribed format shall
disqualify manufacturers from the awards scheme.

Once you have completed the above, the submit button shall be activated and you should
print the Annexure-A and Annexure-I/II or III. The Annexure-I/II or III, as the case may be,
shall be available for print automatically. The details in the formats shall be taken from the
data base. In case you feel that BEE website has omitted some models, you can add them
in the excel sheet citing clear details.

Please note that the scheme herewith gives the methodology for calculation of the award
as per Annexure-B & C, yet in the excel sheet it shall be tabulated automatically for your
company/equipment.

Submission of nomination

The data is to be uploaded on BEE‟s website for qualification One neatly bound copy of
the questionnaire (including relevant certificates and papers) alongwith company's annual

Note: 1.        You may like to circulate the photocopies of the Questionnaire to your
                sister units to participate in the Energy Conservation Award Scheme.
                The Sister Units must be covered under the BEE‟s S&L program and
                must fulfill the eligibility criteria.

                      Methodology for Calculating the Energy Savings

(i)     Air Conditioners

The number of hours of operation considered for an AC is 8 hours in a day and 150
days in a year as per the findings of the survey. The energy savings calculated is as
follows:
Energy Savings = (∆EERof2.2 *nd*dy* P) /1000 KWh
Wherein
∆EERof2.2: Power Savings of each model of a star rating when compared to the base
case of EER2.2 for the same cooling capacity.

∆EERof2.2 = Rated Input Power of the model - Rated Cooling Capacity of the
            model/ 2.2
 nd     : number of daily hours of operation
 dy     : number of days of operation in a year
 P   : number of labelled products sold in 2009-10 for respective star rating

      (ii)      Refrigerators

Refrigerators are considered to operate during the entire 8760 hours of the year. The
Baseline Energy Consumption is taken as 1 Star product of same adjusted volume

For Tubular Fluorescent Lamps the Luminous Efficacy performance is calculated

(iv)   Distribution Transformer:

The energy saved by the BEE labeling for Distribution Transformers is calculated by
assuming that the transformer is generally loaded at 50%. The base case assumed is to
be 1 star. The energy saving calculated is as follows:

Energy Savings: (Max. Losses @ 50% loading for particular Star rating in Watts –
Max. Losses @ 50% loading for 1 Star rating in Watts) * no. of hours of operation
annually

Following values shall be given:
           Labeled production respective to each model.
           Number of models registered with BEE.

(v)     Color Television:

The operation considered for televisions is considered as annually. The numbers of
hours of operation for a television is considered as 6 hours in active mode and 12
hours in standby mode. The base case assumed is to be 1 star. The energy saving
calculated is as follows:

Energy Savings: Annual Power Consumption Savings of each model when compared
to base case *no. of labeled products sold in 2009-10 for respective star category.

Following values shall be given:
           Labeled production respective to each model.
           Number of models registered with BEE.

(vi) Ceiling Fans:

The number of hours of operation is considered as 12 hours a day. The operation is
considered as annually. Service value of 3.4 is considered as a base case. Following
methodology shall be considered to calculate the energy savings:

Energy Savings: Power Savings of each model when compared to base case*no. of
labeled products sold in 2009-10 for respective star category*no. of hours of
operation*no. of days.
Following values shall be given:
           Labeled production respective to each model.
           Number of models registered with BEE.

(vii) Storage Water Heaters:

The number of hours of operation is considered as 2 hours in a day and the operation
is considered as annually. The power saving is assumed as the savings achieved
through standing loss criteria. 1 star is considered as the base case standing loss
criteria. Energy savings shall be calculated with the following methodology:

Energy Savings: Power Savings in standing loss for each model when compared to
base case*no. of labeled products sold in 2009-10 for respective star
category*no. of hours of operation*no. of days.
Following values shall be given:
           Labeled production respective to each model.
           Number of models registered with BEE.

(viii) Agricultural Pump-set:

The number of hours of operation is considered as 8 hours in a day and the operation
is considered as annually. Overall efficiency of 1 star is considered as the base case.
