Following is the second corrigendum to the presently available document for
submitting Expression of Interest documents by PR Agency to act as Relationship
Partner and to undertake public Relation Activity for organizing Vibrant Gujarat
Global Summit 2011.

   1. Page 6 - “Presence and participation of serious delegation from at least
      50 countries in the summit” is added in place of “Presence and participation
      of at least 50 countries and dignitaries in the summit.”

   2. Page 6- “Participation from at least 100 different institutes of repute from

I. Objective

The Government of Gujarat intends to appoint a PR Agency to devise and
implement PR strategy for organizing Vibrant Gujarat Summit 2011,
scheduled in January 2011.

In line with the preparatory activities of this summit, the State Government
intends to create awareness across the globe, about Gujarat as an ideal
platform for investors & opinion-makers to forge partnerships by exploring new
ideas and opportunities in emerging sectors and emerging geographies

II. Scope of Work

1. Strategy for Strengthening Brand Gujarat:

•   Undertake activities to create and to strengthen “Vibrant Gujarat” brand as
    a global brand for attracting investments from Indian and International
    community.

•   To create an ideal platform for investors & opinion-makers to forge
    partnerships by exploring new ideas and opportunities in emerging sectors
    and emerging geographies.

•   Develop strategies to develop “Vibrant Gujarat” into Super Brand over next
    2 yrs, by Positioning Gujarat, to opinion makers, international thought
    leaders.

•   Create an online 24 X 7 Press office (web enabled) to address any
    clarifications at any given point of time

•   Propose tools for communication and a strategy for the same.


2. PR Strategy aimed for Global Summit – 2011

•   Define methodologies and activities for Global Summit – 2011 as Pre
    Summit activities/ During the Summit / Post Summit Activities

•   Undertake activities for ensuring participation of at least 50 countries and
    dignitaries in the summit.

•   Ensuring participation from at least 100 different institutes from across the
    globe in the 2011 summit.

•   Undertake activities related to image making seeding in international arena

•   Communicate with the eminent people, opinion makers and thought
    leaders etc on behalf of the Government, on a sustained basis and
    encourage them to participate.

•   Create a series of speaking opportunities to attract attention of target
    group for participating in the summit

•   Support role in implementing the strategies for economic development
    activities such as investment promotion, outreach to corporations, trade
    missions, conferences and market research

•   Facilitating and organizing the meetings of State Government with eminent
    personalities.

3. Participation in the international events

•   The PR consultant would endeavor to ensure participation of the State
    Government and its entities in major international events, where
    achievements of the State can be showcased before the international
    investing community.

•   Agency has to ensure that participation in major global events such as
    WEF etc and organize meetings with leading participants and other similar
    event receives adequate media coverage in international arena.

4. Media Related Activity

    •   Would coordinate with International media to ensure due coverage of
        the summit

    •   Liaison with media at International level for promoting ‘Vibrant Gujarat’.

    •   Conceptualize and develop positive stories of the State and showcase
        them at the appropriate platforms

    •   Disseminate and release news articles and columns on behalf of the
        Government through international media

    •   Facilitate meetings and press conferences, interviews with international
        media during the conference

5. Reputation Management Strategy

    • The agency is also advised to incorporate strategies to design and
      implement proactive reputation management strategies for the State
      Government

    • The agency is expected to undertake reputation audits through
      consultant’s insights (Perception audit, Communication audit,
      Performance audit)

    • Develop an image building strategy

6. Development of Strategy for Crisis Management

    In the event of certain unforeseen occurrences, which may have potential
    of creating negative perception about the State as a preferred investment
    destination, the PR agency will have to take certain proactive and other
    steps to mitigate such crisis.

7. Measurement of Outcome of this exercise:

    In order to measure the level of outcome achieved in this exercise, initial
    benchmark audit and periodic measurement of the fulfillment of the
    objectives /outcome would be carried out by the PR Agency through an
    independent third party.

    No sustained ad campaign would be undertaken under this project.

III. Qualification Criterion, Proposal Preparation and Submission

Qualification Criteria

    •   Should have undertaken PR (Non-media) related activity under single
        client covering at least 10 countries.

    •    Services provided to create/establish/strengthen the brand of particular
        region; province or state government or its body would be desirable.

    •   Should have worked on any event of the government or government
        body of region, province or state would be desirable.

    •   Should have worked for managing Guests/participation of eminent
        persons or any of the major business events of Government,
        Government Bodies, Apex Business Organizations of India and world
        would be given preference.

Proposal Preparation

It is necessary for the interested agencies to attend the pre-bid meeting
organized on 4th September, 2009 at 1500 hrs. Only the agencies having
participated in the pre bid meeting will be eligible to submit the documents. It
is suggested that the agency should submit the proposal covering the
following invariably which would be convenient for further evaluation

•   Phase Wise Approach: The agency is expected to present the proposal
    in line with the above-mentioned Scope of Work in a phase wise manner
    (Pre Summit – During Summit activities – Post Summit activities)


•   Contents: All the phases should cover detail strategies for PR/Media
    strategy for the Global Investors Summit 2011.

•   Dedicated Team Details

    Local Presence: The proposal should cover details of the availability of
    dedicated team in Gandhinagar/ Ahmedabad during the period of the
    assignment and the plan on how the team would be made available e.g.
    Opening offices, local ties up, etc.

    The agency is expected to detail out the project office details for this
    assignment and the details of dedicated team members during entire
    assignment.

    Extent of commitment of International Affiliates: The agency is
    expected to indicate the team members from their international affiliations
    or global offices, who will be part of the dedicated team for this
    assignment. (In case of representation of any international affiliations by
    the agency, it is expected that the legal or other proof documents for such
    affiliations would be enclosed along with the proposal)

    Single point of contact: Please indicate the senior management
    personnel, who would be in regular touch with the State government for
    assignment.

•   Relevant Credentials: The agencies should also cover all the relevant
    credentials in the proposal

•   Key deliverables & timelines:

The consultant is expected to define the deliverables and the timelines in line
with the Summit of 2011.

       o Presence and participation of serious delegations from at least 50
         countries and dignitaries in the summit

       o Participation from at least 100 different institutes of repute from
         across the globe in upcoming summit resulting in signing of at least
         70 cooperation agreements.

       o Liaison with media at international level for promoting ‘Brand
         Gujarat’.

    Timelines for weekly, monthly and Quarterly interactions with the
    entire team should be indicated as well.

•   Financial Quote:

The financial quote should be presented on monthly retainer ship basis, which
should be claimed on Quarterly basis (every 3 months).

•   Payment Schedule & Terms:

The agreed fees would be paid as per the deliverables committed and
successful completion of the same in each phase as per the timelines decided
mutually in the work order / agreement.

       - The fee quoted by the agencies should be exclusive of Service Tax
         and inclusive off all out of pocket expenses (domestic purpose) as
         entitled for Class I officials of Government of Gujarat.

       - The fee quoted would be exclusive of all out station travel,
         accommodation (outside Ahmedabad / Gandhinagar) and for all
         foreign travel. These expenses would be reimbursed on submission
         of actuals.

       - All the decisions related to the foreign travels of the agency
         representatives should be approved by the State Government.

       - No reimbursements would be made with regard to any foreign travel
         undertaken by the agency representatives without prior approval by
         the State Government.

Proposal Submission

The Original Proposal (Technical Proposal and Financial Proposal) shall
contain no interlineations or overwriting, except as necessary to correct errors
made by the official of Agency themselves. The person who signs the
proposal must initial such corrections. Submission letters for both Technical
and Financial Proposals should respectively be in the formats specified in this
document.

The proposals shall be signed and submitted by the Authorized Signatory of
the Agency. The authorization shall be attached in the Technical Proposal and
shall be in the form of a written power of attorney/ board resolution or in any
other form demonstrating that the representative has been dully authorized to
sign.

The Technical Proposal shall be placed in a sealed envelope clearly marked
“Technical Proposal”. Similarly, the Financial Proposal shall be placed in a
sealed envelope clearly marked “Financial Proposal”. The envelopes
containing the Technical and Financial Proposals shall be placed into an outer
envelope clearly marked “PROPOSAL FOR PR AGENCY FOR 2011
SUMMIT” and sealed. This outer envelope shall bear the Name of the
Assignment, submission address, etc. The Proposals must reach iNDEXTb on
or before 22nd September, 2009 at 1700 hours(IST) ( if 22 September, 2009
happens to be a public holiday in Gujarat, then last date will be 23 September,
2009. Any proposal received by iNDEXTb after the deadline for submission
shall be returned unopened. iNDEXTb shall not be responsible for any postal
or courier delays.

All contents of the Proposal should be clearly numbered, indexed and
arranged in a sequence and shall be bound firmly.

•   Instructions to Bidder

        The selection would be on the Quality Cum Cost Based Selection
        (QCBS) based on the final weighted score, subject to fulfilling the
        requirements of the Qualification Criteria. The Proposal will form part
        of the contract with the selected agency.

        The Agencies shall bear all costs associated with the preparation and
        submission of their proposals. iNDEXTb is not bound to accept any or
        all proposals, and reserves the right to annul the selection process at
        any time prior to award of contract, without any liability to iNDEXTb.

        The Technical and Financial Proposal to be submitted by the agency
        should be firm and valid for a period of 90 days from the last date of
        submission of the proposal.

        Clarifications and Amendments to Guiding Documents
        Agencies may seek clarifications on the guiding document, if any, at
        the time of briefing meeting or before 10 calendar days from the due
        date of submission of the Proposals. Any request for clarification
        must be sent in writing or by fax to iNDEXTb.

        At any time before the submission of Proposals, iNDEXTb may
        amend this document by issuing an addendum, which shall be
        binding on the agencies. The agencies shall acknowledge all
        amendments and submit along with their proposals duly signed.

        iNDEXTb will select the Consultant who has scored the highest as
        per the evaluation criteria decided by the committee. The selected
        firm may be invited for negotiations, if felt necessary by iNDEXTb. If
        such negotiations do not result in fulfilment of iNDEXTb’s

        requirements, iNDEXTb shall have the right to invite the next bidder
        (second highest scorer) for negotiations and finalization.
•   Review and Evaluation of Proposal

Opening of Proposal
The Government of Gujarat would endeavour to open the proposals
immediately after the Proposal Due Date and Time for the purpose of review
and discussion.

The Government of Gujarat would subsequently examine and review the
Proposal in accordance with the criteria set out in the TOR/Agreement
document.

iNDEXTb will correct any arithmetical errors in Financial Proposals. While
correcting arithmetical errors, in case of discrepancy between the amounts
mentioned in words and figures, the amount quoted in words shall only be
considered and evaluated.

All the qualifying PR firms will be called for the presentation on suggested
approach and methodology by giving due notice of at least 5 working days.
The financial proposals of all the qualifying firms will be opened in the
presence of the Agency’s representatives who choose to attend on the same
day. The selected Agency will be informed of the decision made by iNDEXTb
through a letter after completion of the evaluation process.

The team submitting the proposals are required to be present (Senior
Management Personnel for final discussions) at on the date as would be
informed subsequently.

Proposal Evaluation
Composite Evaluation of Score for Consultants

The Composite Technical Score and the Composite Price Score would be
multiplied with the weightage (in percentage) to arrive at Composite
Evaluation Score for each bid. The respective weightage for the Composite
Technical Score and the Composite Price Score are set out in the table below:

The final evaluation of proposals shall be on the principle of Quality Cum
Cost Based Selection (QCBS) based on the final weighted score. A
weightage will be assigned by the selection committee to the marks/points
scored in the Technical Proposal and marks/points scored in the Financial
Proposal. The assignment shall be awarded to the bidder scoring the highest
final weighted score as decided by selection committee.

IV. Other Terms & Conditions

•   Validity of the Proposal

The Proposal shall remain valid for the entire period until signing of the final
Agreement with the Preferred PR Agency. The Government of Gujarat
reserves the right to reject Proposals that do not meet this requirement.

•   Extension of Validity of Proposal

In exceptional circumstances, prior to expiry of the original Proposal Validity
Period, the Government of Gujarat may request the Consultant to extend the
Proposal Validity Period for a specified additional period.

•   Disqualification

The following events and circumstances may result in disqualification of the
applicant from the bidding process:

       - Submission of Proposal after the Proposal Due Date

       - If the Proposal contains misleading or false representation in the
         forms, statements and attachments submitted in proof of the
         eligibility requirements

       - If the Proposal contains any conditions subject to the State
         Government

       - If the Proposal submitted is not accompanied by the required
         documentation or is non responsive

       - Consultant is unable/fails to provide clarifications related to its
         Proposal

       - Consultants who attempt to influence the qualification or selection
         process shall be disqualified from the process at any stage

       - Government of Gujarat reserves the right to reject or disqualify the
         proposal, if any detrimental information becomes known after the
         Consultant has been qualified.

       - Government of Gujarat reserves the right to reject the Applicant, at
         the time, or at any time after such information becomes known.

       - In case of such disqualification under any circumstances, the
         decision taken by the Government of Gujarat shall be considered as
         final and binding.

•   Format and Signing of Proposal

The proposal should be short, concise & include all points indicated in
the Document.

The Agency shall submit one original and one copy of the entire Proposal. In
the event of any discrepancy between the original and the copies, the original
shall prevail.

The Proposal shall be typed or written in indelible ink. The pages and volumes
of each part of the Proposal shall be clearly numbered. The Proposal shall
contain all the information required herein and references of previous
submissions shall not be considered.

•   Confidentiality

Information relating to the examination, clarification, and evaluation for the
Agency shall not be disclosed to any person not officially concerned with the
process. The Government of Gujarat representatives including its officials,
directors, employees and advisors will treat all information submitted as part
of Proposal in confidence and would require all those who have access to
such material to treat the same in confidence.

The Government of Gujarat representatives including its officials, directors,
employees and advisors will not divulge any other information related to
financials, background etc. unless it is ordered to do so by any authority
pursuant to applicable law or order of a competent court or tribunal, which
requires its disclosure.

[Technical approach, methodology and work plan are key components of the Technical
Proposal. Agencies are suggested to present the Technical Proposal in brief divided
into the following submissions:

a) Approach and Methodology: In this submission, Agency should explain
understanding of the objectives of the assignment, approach to the services,
methodology for carrying out the activities and obtaining the expected output, and the
degree of detail of such output. Agency should highlight the constraints that are
expected and their importance, and explain the technical approach Consultant would
adopt to address them. Agency should also explain the methodologies propose to adopt
and highlight the compatibility of those methodologies with the proposed approach.
b) Work Plan: In this submission, the firm should propose timeline for proposed
activities and deliverables.
