Environmental Resources         Capacity to manage environment and natural resource and energy sectors, to integrate environmental and energy dimensions into poverty
                                reduction strategies and national development frameworks, and to strengthen the role of communities in promoting sustainable development

Globalization / International   Capacity to manage international trade, including country’s level of market competitiveness, the strength of their institutional and regulatory
                                structures, and their negotiating capacity. Also includes leadership and institutional capacities to create, maintain and leverage international
                                partnerships and networks

Crisis Prevention and           Capacities to manage three areas: conflict prevention; economic crisis prevention and management; and natural disaster prevention and
Gender and Development          Capacities in two complementary approaches to achieving gender equality: mainstreaming gender and promoting women’s empowerment

Human Rights                    Capacities regarding advocacy, sensitization of all stakeholders in the broadest sense of the word; institutional development, creation of
                                sustainable institutional systems; implementation, the application of human rights in law and reality; monitoring, effective systems for
                                societal monitoring of human rights enforcement; redress, transparent mechanisms to correct human rights violations; and specific
                                measures for affirmative action for addressing structural issues that perpetuate inequality and discrimination
