                                       BLOCK 1, SECTION 102, FRANKLIN, ACT
                                           SITE CLASSIFICATION REPORT


ACT Geotechnical Engineers carried out a geotechnical site classification of Block 1, Section 102, Franklin, as part
of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with the
guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009, but that no significant cut/fill works have been undertaken in Block 1.The
block is about 20m long and 17.5m wide, dips west at about 3o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 1, Section 102, ACT Geotech. excavated a backhoe test pit 31T at
the SW corner of the block in September 2007 prior to development of the estate. An excavation log of the pit
is attached to this report.

Pit 31T found loose topsoil to 0.1m depth, slopewash of medium dense gravelly silty sand to 0.3m depth, then
residual soil of very stiff low/medium plasticity sandy silty clay to 0.6m depth and very stiff medium/high plasticity
sandy clay to 1.2m depth, underlain by weathered siltstone bedrock. As a result of subsequent earthworks,
including the removal of fill stockpiles held temporarily in Section 102, a dressing of topsoil fill, and/or some minor
general fill, may now be present over the natural strata.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 2, Section 102, Franklin, as part
of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with the
guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in

and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 2, Section 102, ACT Geotech. excavated a backhoe test pit S32 at
the NE front corner of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. An excavation log of the pit is attached to this report.

Pit S32 encountered a 0.4m thickness of loose stockpiled fill, which was still to be removed, overlying the natural
strata. The natural strata included a 0.7m thick zone of slopewash soils, a 0.6m thick layer of residual soil, all
underlain by weathered siltstone bedrock. The slopewash included 0.1m of medium dense low plasticity gravelly
clayey sand and 0.6m of hard medium/high plasticity gravelly sandy clay. The residual stratum was a hard high
plasticity clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 4, Section 102, Franklin, as part
of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with the
guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009, but that no significant cut/fill works have been undertaken in Block 4. The
block is about 30m long and 18.25m wide, dips west at about 3o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 4, Section 102, ACT Geotech. excavated a backhoe test pit S33
about 15m outside the rear of the block in March 2009 some months after cut/fill earthworks in the estate had
been completed. At this time, a large, high stockpile of construction fill was still present centrally E-W through
Section 102 which was why our test pit S33 had to be dug outside the rear of Block 4. An excavation log of the
pit is attached to this report.

Pit S33 encountered the edge of the loose stockpiled fill which was 0.5m high at the pit location. Underlying this
was the natural subsurface profile which included a 1.1m thick zone of slopewash soils, then a 0.9m thick layer
of residual soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity
sandy clay, 0.4m of medium dense sandy clayey gravel, and 0.5m of hard high plasticity gravelly sandy clay. The
residual stratum was a hard high plasticity clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

midway on the east side boundary of the block in March 2009 some months after cut/fill earthworks in the estate
had been completed. At this time, a large, high stockpile of construction fill was still present centrally E-W through
Section 102 which was why our test pit S34 had to be dug midway on the side boundary rather than at the rear
boundary as originally intended. An excavation log of the pit is attached to this report.

Pit S34 encountered the edge of the stockpiled fill which was 0.5m high at the pit location. Underlying this was the
natural subsurface profile which included a 0.1m thick topsoil, 0.8m thick slopewash soils, then a 0.5m thick layer
of residual soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity
gravelly sandy clay and then 0.6m of hard medium/high plasticity gravelly sandy clay. The underlying residual
stratum was a hard high plasticity clay/silty clay.

                                           SITE CLASSIFICATION REPORT


ACT Geotechnical Engineers carried out a geotechnical site classification of Block 7, Section 102, Franklin, as part
of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with the
guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009 . Based on cut/fill plans provided by BMD, depth of cut in Block 7 ranges
from about 0.0m at the west side of the block, to about 0.5m at the east side. The block is about 30m long and
18m wide, dips gently west, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 7, Section 102, ACT Geotech. excavated a backhoe test pit 32T at
the NE front corner of the block in September 2007 prior to development of the estate. An excavation log of the
pit is attached to this report.

Pit 32T found loose topsoil to 0.1m depth, slopewash of medium dense silty sand to 0.2m depth, then residual soil
of very stiff/hard low plasticity sandy silty clay to 0.5m depth, then very stiff/hard medium plasticity sandy clay
to 1.1m depth and then very stiff/hard medium/high plasticity sandy clay to 1.7m depth, all underlain by
weathered siltstone bedrock. As a result of subsequent earthworks, including the removal of fill stockpiles held
temporarily in Section102, a dressing of topsoil fill, and/or some minor general fill, may now be present over the
natural strata.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

between about 0.5m and 1.2m. The block is about 20m long and 12.5m wide, dips west at about 4o, and is
stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 9, Section 102, ACT Geotech. excavated a backhoe test pit 32T
about 16m north of the NW corner of the block in September 2007 prior to development of the estate, and a pit
S36 about 12m south of the SE corner of the block in March 2009 several months of cut/fill earthworks in the estate
had been completed. Excavation logs of the pits are attached to this report.

Pit 32T found loose topsoil to 0.1m depth, slopewash of medium dense silty sand to 0.2m depth, then residual soil
of very stiff/hard low plasticity sandy silty clay to 0.5m depth, then very stiff/hard medium plasticity sandy clay
to 1.1m depth and then very stiff/hard medium/high plasticity sandy clay to 1.7m depth, all underlain by
weathered siltstone bedrock. As a result of subsequent earthworks, including the removal of fill stockpiles held
temporarily in Section102, a dressing of topsoil fill, and/or some minor general fill, may now be present over the

Pit S36 encountered natural residual soil exposed at the surface in shallow cut. The residual stratum consisted of
hard high plasticity clay/silty clay and extended to 0.6m depth, where it was underlain by weathered siltstone
bedrock.

                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 10, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009 . Based on cut/fill plans provided by BMD, depth of cut in Block 10 ranges
between about 0.5m and 1.2m. The block is about 20m long and 12.5m wide, dips NW at about 4o, and is stripped
of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 10, Section 102, ACT Geotech. excavated a backhoe test pit S36
at the SE front corner of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. An excavation log of the pit is attached to this report.

Pit S36 encountered natural residual soil exposed at the surface in shallow cut. The residual stratum consisted of
hard high plasticity clay/silty clay and extended to 0.6m depth, where it was underlain by weathered siltstone
bedrock. It is expected that a greater thickness of residual soils will be present in the western rear of the block
where the ground has not been cut, and possibly overlain by shallow slopewash sandy/gravelly/clayey soils.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

between about 0.0m at the NW corner of the block to about 1.3m at the SE corner. The block is about 30m long
and 18m wide, dips gently W/NW, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 12, Section 102, ACT Geotech. excavated a backhoe test pit S35
at the SW front corner of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. An excavation log of the pit is attached to this report. At the time, a large, high stockpile of
construction fill was still present, extending longitudinally E-W centrally through Section102.

Pit S35 encountered the fringe of the central stockpile fill. It was 0.2m thick at the pit location. Underlying this
was the natural subsurface profile which included slopewash soils to 1.2m depth, residual soil to 1.75m depth, then
weathered siltstone bedrock. The slopewash included hard medium plasticity gravelly sandy clay from 0.2m to
0.4m depth and hard medium/high plasticity gravelly sandy clay from 0.4m to 1.2m depth. The underlying residual
stratum was a hard high plasticity clay/sandy clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 13, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009 . Based on cut/fill plans provided by BMD, depth of cut in Block 13 ranges
from about 0.0m at the rear of the block to about 0.5m/1m at the front. The block is about 30m long and 18m
wide, dips gently W/NW , and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 13, Section 102, ACT Geotech. excavated a backhoe test pit S35
at the SE front corner of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. An excavation log of the pit is attached to this report. At the time, a large, high stockpile of
construction fill was still present, extending longitudinally E-W centrally through Section102.

Pit S35 encountered the fringe of the central stockpile fill. It was 0.2m thick at the pit location. Underlying this
was the natural subsurface profile which included slopewash soils to 1.2m depth, residual soil to 1.75m depth, then
weathered siltstone bedrock. The slopewash included hard medium plasticity gravelly sandy clay from 0.2m to
0.4m depth and hard medium/high plasticity gravelly sandy clay from 0.4m to 1.2m depth. The underlying residual
stratum was a hard high plasticity clay/sandy clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 15, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in

The block is about 30m long and 14.5m wide, dips NW at about 4o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 15, Section 102, ACT Geotech. excavated a backhoe test pit S33
midway on the west side boundary of the block in March 2009 some months after cut/fill earthworks in the estate
had been completed. At this time, a large, high stockpile of construction fill extended longitudinally centrally E-W
through Section 102 and is why our test pit S33 was positioned midway on the side boundary rather than on the
rear boundary as originally intended. An excavation log of the pit is attached to this report.

Pit S33 encountered the edge of the stockpiled fill which was 0.5m high at the pit location. Underlying this was the
natural subsurface profile which included a 1.1m thickness of slopewash soils, then a 0.9m thick layer of residual
soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity sandy clay,
0.4m of medium dense sandy clayey gravel and 0.5m of hard medium/high plasticity gravelly sandy clay. The
underlying residual stratum was a hard high plasticity clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

                                       BLOCK 16, SECTION 102, FRANKLIN, ACT
                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 16, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009, but that no significant cut/fill works have been undertaken in Block 16.
The block is about 30m long and 13.5m wide, dips NW at about 4o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 16, Section 102, ACT Geotech. excavated a backhoe test pit 33T
at the SW front corner of the block in September 2007 prior to development of the estate, and a pit S33 midway
on the east side boundary of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. At the latter time, a large, high stockpile of construction fill extended longitudinally centrally E-W
through Section 102 and lead to our positioning of pit S33 midway on the side boundary rather than at the rear
as originally intended. Excavation logs of the pits are attached to this report.

Pit 33T found topsoil to 0.1m depth, slopewash of medium dense silty sand to 0.3m depth, then residual soils
including very stiff, low/medium plasticity sandy silty clay to 0.6m depth and very stiff medium/high plasticity
sandy clay to 1.9m depth, all underlain by weathered siltstone bedrock.

Pit S33 encountered the edge of the stockpile fill which was 0.5m high at the pit location. Underlying this was the
natural subsurface profile which included a 1.1m thickness of slopewash soils, then a 0.9m thick layer of residual
soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity sandy clay,
0.4m of medium dense sandy clayey gravel and 0.5m of hard medium/high plasticity gravelly sandy clay. The
underlying residual stratum was a hard high plasticity clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.


3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m/0.75m from existing levels may be required. This can be checked on site by a geotechnical engineer
to ensure a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 19, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

I It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009, but that no significant cut/fill works have been undertaken in Block 19.
The block is about 20m long and 17.5m wide, dips NW at about 3o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 19, Section 102, ACT Geotech. excavated a backhoe test pit S31
at the NE rear corner of the block in March 2009 some months after cut/fill earthworks in the estate had been
completed. An excavation log of the pit is attached to this report.

Pit S31 encountered the southern edge of a large construction fill stockpile that lay longitudinally centrally E-W
through Section 102. The stockpiled fill was 0.4m thick at the pit location. Underlying this was the natural
subsurface profile which included a 0.5m thickness of slopewash soils, then a 0.6m thick layer of residual soil, all
underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity gravelly sandy clay
and 0.3m of hard medium/high plasticity clay/silty clay. The underlying residual stratum was a hard high plasticity
clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

Pit 31T found loose topsoil to 0.1m depth, slopewash of medium dense gravelly silty sand to 0.3m depth, then
residual soil of very stiff low/medium plasticity sandy silty clay to 0.6m depth and very stiff medium/high plasticity
sandy clay to 1.2m depth, underlain by weathered siltstone bedrock. As a result of subsequent earthworks,
including the removal of fill stockpiles held temporarily in Section 102, a dressing of topsoil fill, and/or some minor
general fill, may now be present over the natural strata.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.

3.      Site Classification

Based on the expected thicknesses and shrink-swell properties of the various natural soils, we estimate the
characteristic ground surface movement ys defined by AS2870 for extreme seasonal changes in ground moisture
could exceed 20mm. The block is therefore Class “M” (moderately reactive) in accordance with AS2870
guidelines.

The site classification rating should be reviewed by a geotechnical engineer if further cut or fill modification of
the block for house construction exceeds about 0.5m depth.

4.      House Footings

Suitable “deemed-to-comply” footing designs for a Class “M” site can be found in AS2870 and includes stiffened
rafts, stiffened footing slabs, and strip and/or pad footings supporting above ground floors. Ground slabs should
be structurally tied to the edge and internal footings/beams, i.e. infill (floating) slabs should not be used.

Footings can be founded in the natural soil, but below topsoil and any general fill that may have been left after
services installations and/or final surface regrading/topsoiling works were completed. A minimum footing depth
of 0.5m from existing levels may be required. This can be checked on site by a geotechnical engineer to ensure
a suitable foundation has been reached.

Slabs can be constructed on the natural strata, or on slab thickenings that extend to this strata through any
overlying topsoil and fill.

                                       BLOCK 22, SECTION 102, FRANKLIN, ACT
                                           SITE CLASSIFICATION REPORT

ACT Geotechnical Engineers carried out a geotechnical site classification of Block 22, Section 102, Franklin, as
part of overall classification of Stage 3A-3 of the Franklin 3 Estate, ACT. The classification is in accordance with
the guidelines of AS2870 “Residential Slabs & Footings” code.

1.         Site Location/Description

Franklin 3 Residential Estate is located about 1km east of Gungahlin town centre and 1km north of Mitchell in
North Canberra, ACT. It is bounded by Flemington Road to the east and north, the Mullangarri Grasslands Nature
Reserve to the west and Gungaderra Creek Floodway to the south.

Stage 3A-3 of the estate covers an approximately 7.5ha area on the NW flank of Red Hill, a small hill centred
in the northern half of the Franklin 3 Estate. The ground surface dips W or NW at about 4o - 5o, flattening to less
than 3o in the downslope NW area. The area has been cleared in the past for stock grazing purposes.

It is understood the ground in the eastern half of Section 102 has been lowered in cut as part of infrastructure
earthworks carried out in 2008 and 2009, but that no significant cut/fill works have been undertaken in Block 22.
The block is about 60m long and 10m wide, dips NW at about 3o, and is stripped of vegetation.

2.         Subsurface Conditions

Local geology maps indicate the area to be underlain at shallow depth by sedimentary bedrock of siltstone, shale
and minor sandstone. Typically, slopewash soils (hillwash detritus) then residual soils (completely weathered
bedrock) extend to the bedrock at 1.5m/2m depth.

To investigate subsurface conditions on Block 22, Section 102, ACT Geotech. excavated a backhoe test pit S34
about 20m SE from the NE front corner of the block and a pit S33 about 20m NW from the SW corner of the block
in March 2009 some months after cut/fill earthworks in the estate had been completed. At the time, a large, high
stockpile of construction fill was present centrally E-W in Section 102, running across the centre third of Block 22.
The stockpile was to be removed later. Excavation logs of the two pits are attached to this report.

Pit S33 encountered the edge of the stockpiled fill which was 0.5m high at the pit location. Underlying this was the
natural subsurface profile which included a 1.1m thickness of slopewash soils, then a 0.9m thick layer of residual
soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low plasticity sandy clay,
0.4m of medium dense sandy clayey gravel and 0.5m of hard medium/high plasticity gravelly sandy clay. The
underlying residual stratum was a hard high plasticity clay/silty clay.

Pit S34 also encountered the edge of the stockpiled fill which was 0.5m high at the pit location. Underlying this was
the natural subsurface profile which included a 0.1m thick topsoil, 0.8m thick slopewash soils, then a 0.5m thick
layer of residual soil, all underlain by weathered siltstone bedrock. The slopewash included 0.2m of hard low
plasticity gravelly sandy clay and then 0.6m of hard medium/high plasticity gravelly sandy clay. The underlying
residual stratum was a hard high plasticity clay/silty clay.

Groundwater was not encountered. Seepages can be present in sandy/gravelly slopewash beds and in
fractured upper bedrock after periods of rain.
