The next meeting of the Bicycle Mobility Advisory Committee (BMAC) is scheduled for
                       Wednesday,January 14, 2009 at 8:00 a.m.

     Meeting Minutes


     Issue

     The December 10, 2008 BMAC meeting minutes are presented for the
     committee’s review.


     Action Requested

     A motion to approve the December 10, 2008 BMAC meeting minutes is
     requested.

4.   Discussion and Appropriate Action on Update of the Linear
     Creekway Parks Advisory Board


     Issue

     This is an opportunity for a monthly update on the progress of the Linear
     Creekway Parks Advisory Board. Greg Hammer, as a San Antonio City
     Council district representative, will continue to update BMAC on the
     progress of the projects.


     Action Requested

     No action is being requested this month.

5.   Discussion and Appropriate Action on Update to the Alternate for the
     Rotating Bicycle Organization vacancy

     Issue

     This is an opportunity to announce the applications received and to
     identify the subcommittee to review the candidates for recommendation at
     the February meeting.


     Action Requested

     Action to identify a subcommittee for review of the candidates is
     requested.

6.   Discussion and Appropriate Action on Update of BMAC’s Bicycle
     Safety Program


     Issue

     This is a continuation of the discussion of incorporating safety into
     committee action.

     1. BMAC, through the MPO, will submit a safety grant application in 2009
        to Texas Department of Transportation. The grant is to be used to
        expand our safety program.

     2. The By-Laws refers to a BMAC Speaker’s Bureau. Attached is a draft
        document supporting Citizen Outreach. This is an opportunity for the
        committee to review and discuss the opportunities for the Speaker’s
        Bureau.

     3. This is an opportunity to discuss how to recognize companies that
        encourage driver safety.

     4. This is an opportunity to continue discussion to encourage the police
        departments in the MPO study area to enforce traffic violations
        committed by cyclists and motorists.



     Action Requested

     Action to approve efforts that encourage and support safety education in
     the region is requested.
                      Bicycle Mobility Advisory Committee
                               Citizen Outreach

Purpose: to assist citizen representatives on the Bicycle Mobility Advisory Committee
(BMAC) in promoting the vision and goals of the San Antonio-Bexar County
Metropolitan Planning Organization’s (MPO) BMAC.

1.    When opportunities present themselves, discuss the purpose and goals of BMAC
      and the MPO with your riding group and with other organizations such as
      Parent/Teacher Association meetings, Rotary Club meetings, church socials, and
      other events when appropriate. If there is interest after an initial discussion, the
      MPO Bicycle/Pedestrian Transportation Planner is available to provide additional
      support and outreach.

      a.     Discuss the purpose of BMAC:

             The Bicycle Mobility Advisory Committee (BMAC) is established by the
             San Antonio-Bexar County Metropolitan Planning Organization (MPO)
             Transportation Policy Board to improve bicycle mobility within the San
             Antonio-Bexar County MPO Study Area.

      b.     Communicate the adopted vision statement to others:

                San Antonio and Bexar County recognize bicycling as a clean,
                 healthy and affordable form of transportation and recreation.
             A comprehensive on-road and off-road bicycle network will make our
              community a place where bicycling will be desirable for trips of all
                           kinds by all segments of the population.

      c.     Communicate the adopted goals to others:

             Goal 1        Institutionalize bicycling: recognize and incorporate bicycling
                           as a significant and required element for all transportation,
                           land use, and economic development planning for the San
                           Antonio-Bexar County region.
             Goal 2        Build the network to increase ridership: create a
                           comprehensive on-road and off-road bicycle network
                           throughout the San Antonio-Bexar County region.

             Goal 3        Find the funding: identify and secure local, state, federal and
                           private funding to expand and improve bicycle transportation
                           facilities and programs in the San Antonio-Bexar County
                           region.
            Goal 4        Make bicycling safer through education and enforcement:
                          develop a program to educate elected officials and the
                          general public concerning the opportunities, benefits, and
                          safety aspects of bicycling in the San Antonio-Bexar County
                          region.

2.   At the events you attend, please consider distributing the “Bicycle Safety”,
     “Walkable Community Program” and “Walk & Roll event” brochures to the public
     and promoting these activities and events.

3.   Provide brief explanations of the initiatives BMAC is involved with:

        •   Walkable Community Program includes walkable/safe routes to
            school workshops, bicycle and pedestrian safety classes and bike
            rodeos with bicycle helmet distribution

        •   Proactively support the safety program by distributing lights along
            with the bicycle safety brochure

        •   Walk & Roll events include the Individual and Corporate
            Challenges, Fest and Rally. Consider leading a ride from your
            business or other location in support of the Rally and/or Fest in May
            2009

4.   Participate in public involvement opportunities sponsored by the San Antonio
     Bexar County Metropolitan Planning Organization and its partners as
     representatives of the cycling community. Upcoming opportunities in 2009
     include three Bike Night meetings and input into the MPO’s long range
     transportation plan.

5.   Consider participating in MPO sponsored bike rodeos and safety classes to
     assist with the technical aspects of the program and share your riding
     experiences with others.

Dear Mr. Knowlton:

The Bicycle Mobility Advisory Committee (BMAC) was established by the San Antonio-
Bexar County Metropolitan Planning Organization (MPO) Transportation Policy Board to
improve bicycle mobility within the MPO study area. The goals of BMAC are based on the
understanding that bicycles are an integral part of our region’s transportation system. As
such, they are required to drive on the same roads, obey the same rules and deserve the
same respect as individuals navigating motorized vehicles.

With higher gas prices, increased environmental consciousness and the desire for improved
physical health, more and more individuals are choosing healthy alternatives to driving such
as bicycling. Every day there are more cyclists on the road. Cyclists notice companies who
demonstrate an understanding of the term “Share the Road”: same roads, same rules and
same rights.

Your drivers were recently recognized for their attention to safety by Mr. John Mayfield. He
is a cyclist who has numerous opportunities to ride on Nacogdoches and Loop 1604 within
the City of Bracken vicinity. He feels your company’s attention to safety is worthy of public
recognition. He has found your drivers are always patient and wait for a safe place and
time to pass. Mr. Mayfield noticed this when driving his motor vehicle, as well. He also
commented that even when your drivers are the oncoming traffic they move as far to the
right as safe when they realize cars are passing him on his bicycle. This allows ample
space for everyone and contributes to his safety.

BMAC members, and the cycling community, would like to take this opportunity to thank you
and your employees for Sharing the Road with cyclists by presenting you with the attached
Certificate of Appreciation.
