    Dear Guests and Honorees,

    Welcome to the 12th Annual Awards Dinner of the National Albanian American Council (NAAC).

    This evening we honor Ambassador Frank G. Wisner, Special Envoy of the US Secretary of State to
    the Kosovo Status Talks, with ‘Hands of Hope Award’ – for his historic role and plausible leadership
    toward Kosova’s Independence. The Lifetime Achievement Award is being presented to
    Congressman Eliot L. Engel – for his extraordinary advocacy and legislative work in support of
    Albanian causes at the US House of Representatives and broader international community.

    Ambassador Wisner and Congressman Engel join a reputable list of previous NAAC honorees,
    which includes President Bill Clinton, Secretaries of State James Baker and Madeleine Albright,
    Senator Bob Dole, Assistant Secretary of State James Rubin, Head of UNMIK Soren Jessen Petersen
    and U.S. Army General Wesley K. Clark.

    Moreover, the gala program features a special presentation celebrating the legacy of the renowned
    Albanian, Archbishop Fan S. Noli – an esteemed churchman, poet, composer, author and scholar
    whose achievements spanned two continents. This year marks the 100th Anniversary of the Albanian
    Orthodox Church founded by Fan S. Noli in 1908. Noli also served as Albania’s Foreign Minister
    and Premier in 1924. Moreover, Fan S. Noli represented Albania at the League of Nations, securing
    international recognition in support of the fledgling state for the first time in the 20th century.

    During 2008 Albanian history moved to a new era as Kosova became the world’s newest independent
    state; and Albania became an official member of NATO. These tremendous accomplishments
    provide us unique opportunities to expand our activities, while also continuing to support Albanians
    in Macedonia and Montenegro achieving equal economic, political and social opportunities.

    With your support, WE can build on these milestones to ensure sustainable peace and prosperity in
    the Balkans; hence we invite you to join us in embracing the positive integration of Albanians into

    FRANK G. WISNER, AMBASSADOR




                                  Frank G. Wisner is Vice Chairman, External Affairs, at American
                                  International Group. A career diplomat with the personal rank of
                                  Career Ambassador, he previously served as Ambassador to India
                                  from 1994-1997. Additionally, he held the positions of Ambassa-
                                  dor to Zambia (1979-82), Egypt (1986-91), and the Philippines
                                  (1991-92). Mr. Wisner has served in a number of positions in the
                                  U.S. government, including Undersecretary of Defense for Policy
                                  (1993-94), Undersecretary of State for International Security Af-
                                  fairs (1992-93), Senior Deputy Assistant Secretary for African Af-
                                  fairs (1982-86), and Deputy Executive Secretary of the Department
                                  of State (1977). During the course of his career, Frank Wisner
                                  served in the Middle East and South and East Asia.
                                       On December 19, 2005 US Secretary of State Condoleezza Rice
                                  announced the appointment of Ambassador Frank G. Wisner as her
                                  Special Representative to the Kosovo Status Talks. As a seasoned
                                  diplomat with more than 30 years of international experience Am-
                                  bassador Wisner’s role offered American unbiased support to the
                                  lead international negotiator, UN Special Envoy Martti Ahtisaari,
                                  in his efforts to bring together Serbian and Kosovar leaders for dis-
                                  cussions on Kosovo’s future status – leading to the declaration of
                                  independence on February 17, 2008.
                                       Today Mr. Wisner is a member of the Boards of Directors of
                                  American Life Insurance Company (ALICO), EOG Resources and
                                  Ethan Allen, as well as the boards of numerous non-profit organ-
                                  izations. He is an advisor to Kissinger McClarty Associates.
                                       A native of New York, Mr. Wisner was educated at Princeton
                                  University.

                                                                            ELIOT L. ENGEL, CONGRESSMAN




Congressman Engel serves on the Energy and Commerce Commit-
tee and the International Relations Committee. He is the Ranking
Member on the House International Relations Subcommittee on the
Western Hemisphere and serves as Vice Chair of the Democratic Task
Force on Homeland Security. He is the founder and Co-Chair of
the House Oil and National Security Caucus, which is seeking clean,
energy efficient alternatives to America's over-reliance on oil. He is
also a member of the Democratic Task Force on Health and serves
on the House Caucuses on Human Rights and the Hudson Valley.
     During his political career, Congressman Engel has championed
affordable housing, real healthcare reform and education for all
Americans. He was a leader in passing legislation to protect the High-
lands, millions of acres running through New York, including large
portions of Rockland and Westchester Counties. Congressman Engel
has called for balancing the budget by rolling back the Bush tax cuts
for the wealthy and reforming the Alternative Minimum Tax that is
hurting so many middle class New York families. Congressman Engel
is the author the Syria Accountability and Lebanese Sovereignty
Restoration Act of 2003, which successfully sparked international
pressure on Syria to withdraw from Lebanon, and sponsored a key
resolution recognizing Jerusalem as the undivided capital of Israel.
He has written important laws relating to Albania and Kosova,
Cyprus, Irish affairs, and is co-author of the Harkin-Engel Proto-
col, which addresses the child slave labor in the cocoa fields of Africa.
     Congressman Engel was born in the Bronx on February 18, 1947.
He grew up in a city housing project and attended New York City
public schools. In 1969, he graduated from Hunter-Lehman College
with a B.A. in History and received a Master's Degree in Guidance
and Counseling in 1973 from Herbert H. Lehman College of the
City University of New York. In 1987, he received a law degree from
New York Law School.
     For twelve years prior to his election to Congress, Mr. Engel
served in the New York State Assembly (1977-1988), where he
chaired the Committee on Alcoholism and Substance Abuse, as well
as the Subcommittee on Mitchell-Lama Housing. Prior to that, he
was a teacher and guidance counselor in the New York City public
school system. A lifelong resident of the Bronx, Congressman Engel
is married to Patricia Ennis Engel.
     They have three children, Julia, Jonathan and Philip.
