                                 BID PRICE FORM
        NON-PROCESSIBLE WASTE TRANSPORTATION AND DISPOSAL
                            SERVICES
                     MID-CONNECTICUT PROJECT

If accepted by CRRA, the per ton prices set forth below shall be inclusive of any and all
costs anticipated to be incurred by the Bidder in the performance of the Services required
by the Agreement. Under no circumstances will CRRA entertain any changes to the price
set forth below once the Agreement has been executed between CRRA and the selected
Contractor. Additional fees for such items as fuel surcharges, light loads, wait times, etc.,
shall be considered by the Bidder and incorporated in the price set forth on this Bid Price
Form.

Pursuant to Section 12-412 (88) of the Connecticut General Statutes, the sales of any
services or tangible personal property to be incorporated into or otherwise consumed in
the operation of the Facility is exempt from Connecticut sales and use tax. CRRA is also
exempt from the payment of sales and use tax under Section 22a-270 of the Connecticut
General Statutes. Accordingly, the price set forth on this Bid Price Form shall not
include any such tax in the proposed price or in any calculations thereof.

For an approximately six (6) month period of July 1, 2008 through December 31, 2008 of
Contract Year 1, the selected Contractor shall transport the Reloading Area Waste to the
Hartford Landfill. On or about January 1, 2009 of Contract Year 1 (upon closure of the
Hartford Landfill), Contractor shall transport the Reloading Area Waste to the Contractor
selected and CRRA approved Disposal Site or to the Mid-Connecticut Resources
Recovery Facility in Hartford. Therefore Bidder must provide for the first Contract Year
the following prices:

        Per ton transportation price from the Reloading Area to the Hartford Landfill;
        Per ton transportation and per ton disposal price from the Reloading Area to the
         Contractor selected Disposal Site(s); and
        Per ton transportation price from the Reloading Area to the Mid-Connecticut
         Resources Recovery Facility.

For Contract Year 2 and Contract Year 3 Bidder must provide the following prices:

        Per ton transportation and per ton disposal price from the Reloading Area to the
         Contractor selected Disposal Site(s); and
        Per ton transportation price from the Reloading Area to the Mid-Connecticut
         Resources Recovery Facility.
