        Digital Mobile Broadcast Trial in Malaysia Successfully
                         Conducted by MTSFB



Kuala Lumpur, 28 March 2008 - The Malaysian Technical Standards Forum
Berhad (MTSFB) had successfully concluded a Digital Mobile Broadcast Trial in
Malaysia recently. The MTSFB Mobile TV Working Group which headed by the
Chairman, Dato’ Ismail Osman had conducted the trial under a joint self-
regulation initiatives among the working members. The purpose of the project
was to assess the viability for commercial launch of DSB and digital multimedia
services in Malaysia in the near future. Mobile broadcast television is one of the
services mentioned in the MyICMS 886 blueprint endorsed by Suruhanjaya
Komunikasi dan Multimedia Malaysia (SKMM) which outlined Malaysia’s drive
forward in the delivery of advance information, communication and multimedia
services.


The MTSFB Mobile Working Group, under a joint self-regulation initiatives among
the working members, are comprised of AMPS, PTT Unitrunk Sdn Bhd, RTM,
HotFM, R&S sdn Bhd, DiGi, ON, TM Berhad, ManisFM, Dimensitek (M) Sdn Bhd,
IKIM, NTV7, Radio Wanita, STAR FM, fly FM, Mercantile Gentry, SURIA FM,
ASTRO, MiTV, ADIB, MAXIS, CELCOM and NERA Sdn Bhd. Ir Mohd Jaafar Mohd
Daud of Dimensitek (M) Sdn Bhd was appointed as the project manager heading
the DMB Trial task group.


According to Amirul Ahmad, Senior Manager of MTSFB,” Among the key
objectives of the trial subject are to derive a set of frameworks and policies
together with SKMM in order to regulate the deployment of such services in line
with the MyICMS 886 Strategy, to assess the system capabilities and
performance in local condition, to review the current viability of applications in
order to assist in defining suitable applications, to test the single frequency
network performance, to conduct a user survey in data collection which will be
used to guide the implementation and consumer needs from DSB and digital
multimedia services, to provide assessment of the digital multimedia broadcast
based on T-DMB and DAB for radio, to provide a platform and opportunities for
the industry participants to learn, develop, evaluate and try the products and
services suited for deployment over a digital sound and multimedia broadcast
network, to study other related matters such as usage and management of
multiplexers and applications, to assess usage of various receivers, to initiate
receiver manufacturers so that the receivers will be available at an affordable
price, to identify a measurable “quality of service” baseline for such a service

and to assess the viability for commercial launch of DSB and digital multimedia
services in the near future.”


He added,”The trial commenced in Mid January 2008 and concluded by Mid
March recently. The technical trial involved the technology based on DAB Eureka
147 platform using DAB audio codec and T-DMB technology as both systems
have common equipment. The DAB+ which involved the new audio encoding and
DAB-IP system that has been promoted in Europe for digital multimedia
broadcast were not included in the trial as there were no receivers at MTSFB
disposal. The set up involved one DAB transmitter placed on top of Menara
Kuala Lumpur and the use of a gap-filler placed at SKMM building in Cyberjaya.
The head end equipment which included encoders and multiplexer was placed in
IBC Angkasapuri.”


“The contents for the DMB trial were using both 2 radio channels and 2 TV
channels. The contents for each channel were a simulcast of the free to air (FTA)
channels by local broadcasters and pre-recorded programs. The FTA contributors
were RTM for both TV and radio. In addition to the simulcast of RTM channels, a
pre-recorded playback was also being scheduled for broadcast. The trial was
monitored over 24 hours. The devices used included connected devices like DMB
enabled Hand phone and unconnected devices like PMP (portable multimedia
player) units and USB Dongle. The total number of devices available was about
15 units. The devices were then distributed to pre-assigned recipients that
provided feedback on the reception of the DMB broadcast using a form to be
provided. In addition, the fields were checked to measure the signal strength
and coverage were done and the pattern of coverage was plotted. The purpose
was to correlate the predicted coverage against the measured value. Field check
on mobile reception was also determined to check quality and stability of the
reception. Similarly reception in building was observed as well. These checks
were useful as the DMB is supposed to be viewed while in motion and within
building,” explained Amirul.


The trial had provided good hands on experience to the members and the trial
results and findings will be used to support the preparation of the mobile TV
standard by Mobile TV Working Group. The trial will spur substantial interests
particularly internationally, putting Malaysia in the DAB and T-DMB world map.
The trial experience was an important finding that Malaysia can share with the
rest of the world and in line with the objective set by the MyICMS 886 blueprint.
MTSFB’s Mobile Broadcast TV Working Group will forward the findings to SKMM
as recommendations for national Mobile Broadcast TV technology and taking into
factor the potential Olympic 2008 service offerings over mobile broadcast soon.
