     TO:                     Mayor and Councilmembers

     FROM:                   Administration Division, Fire Department

     SUBJECT:                Donations from the Santa Barbara City Firefighters Association and
                             the Insurance Women of Santa Barbara

     RECOMMENDATION:                  That Council:

         A.    Receive donations from the Santa Barbara City Firefighters Association in the
               amount of $1250, and from the Insurance Women of Santa Barbara in the
               amount of $500, for the children’s bicycle helmet distribution program and the car
               seat safety program; and

         B.    Appropriate the funds to the Fire Department, Emergency Services and Public
               Education budget.

     DISCUSSION:

     The donations from the Santa Barbara City Firefighters Association and the Insurance
     Women of Santa Barbara will be used toward the following two public education programs:

     Helmet Distribution Program
     Presented with the statistic that an estimated 75% of bicycle related fatalities among
     children could be prevented with a bicycle helmet, the Santa Barbara City Fire Department
     implemented a bicycle safety program entitled “Lids for Kids” in 2004. Since then, we
     have been able to provide hundreds of helmets to the children in Santa Barbara.

     Car Seat Safety Program
     The Fire Department’s car seat safety program began last year after we recognized the
     community’s need for more certified car seat safety inspection locations. The City has
     recently teamed up with the County of Santa Barbara to coordinate a county-wide
     education and inspection effort. The City currently has 3 staff members who have
     completed the 40 hour training requirements and are certified by the National Highway
     Traffic Safety Administration to conduct inspections and installations.

These generous donations will be used toward training and supplies for both the helmet
distribution program and the car seat safety program.
