16. Budget Review 2007/08
The Treasurer reported that:
Income from membership sales is up by 130 on the same time and this also led to
increased sales of the Soaring Australia magazine.
Expenses are down for insurances and most Departments are operating under budget

17.1 A general disappointment was expressed at the lack of reports submitted this year.
Especially the ITC as they had received funding from the GFA and a report into the use of
these funds would have been appreciated.
o President suggested a draft set of guidelines for process of Officers annual
reporting to Board be produced, including whether these reports should be
made to the ABM or to the AGM.
o The completed guidelines are to be included in MOSP 1.
o Executive Officer to prepare a draft for Board consideration.
17.2. After a presentation by the Development Officer, the following business was raised:
The Board strongly support the direction of the Sports' committee presentation on the post
solo culture and its implications for member retention.
The Board requests the operations panel and sports committee to form a working party to
define the project and create an action plan to achieve the aim of developing an inclusive
and comprehensive training syllabus with a newly defined outcome at a point past the
current first solo stage.
The project definition and action plan is to be with the executive (and if necessary the
Board) in sufficient time to launch the project at the start of the 2007 safety seminar
In support of this, the board will include this item in the business plan.

18. Programme for the 2006/2007 AGM/ABM
The Board expressed their appreciation to Gliding Queensland for the success of the 2006
National Gliding Seminar, and the contribution of Al Sim in particular.
The GFA Executive Officer, GFA Secretary and Board Member for Vic/Tas were also thanked
for their contribution.
NSWGA is to consider hosting the 2007 National Gliding Seminar. (NSWGA Treasurer to
The M&D Committee is to provide operational and financial guidelines for future National
Consideration to be given to holding the AGM / ABM on one day and the seminar to be held
separately and to include time for members to ask questions of the Board.

STATE of the FEDERATION
As part of its evolution in recent years GFA has embarked on a program of improving the
efficiency of the mandatory annual meeting process, as well as attempting to make the those meetings
more relevant to the members. On aspect of those changes is the programming of a Seminar which will
occur this afternoon. Another is the presentation of an overall view of the current state of GFA from the
perspective of the President. This is the first such presentation. The views are mine and are informed by
my experience in this position.
In the first part of this presentation I will give an overview of the present. The second part will
address the future.
GFA is a non profit making Federation set up to provide services to its members, and to take
responsibility for the conduct of gliding operations by it members. It has an annual turnover of about a
million dollars, receives income from members, and from interest earned, plus an annual payment by
CASA of about $100,000. Current policy is that a balanced budget be achieved and this is defined as
income should equal expenditure within plus or minus $20,000. This balanced outcome is consistently
achieved with costs and member charges constrained to within cpi inflation. Insurance premiums are
easily the biggest single cost group. Investment policies applying to cash (ie members funds), are
conservative, with around 6.5% interest earnings being achieved in the last 12 months.
I would describe the financial management performance as excellent, and the overall financial
position of GFA as sound.
The re-structured organization now including a Board for policy and political representation plus an
Executive for day to day management, is working well. At the next level the performance of the Regional
structure I would have to say, is mixed. The level of performance from one Region to another does vary,
and while we are getting by, it does mean that some members are better serviced than others. That is a
problem and suggests that this component of the structure may warrant review.
Our relationship with external bodies is important and those we deal with can be broadly split into
those who regulate and those who represent. The main regulator is CASA of course plus the various
groups that have a say in airspace management.
Now clearly society needs some group to decide that we all should drive on the same side of the
road and determine which one, plus we need some group to help us separate the horse drawn sulkies
from the 110kph freeways. Aviation is a tad more complex but the principles are the same. In recent times
the relationship with CASA has improved and we regularly talk. CASA wishes to concentrate on fair
paying passengers and devolve the regulation of sport and recreational aviation as much as possible. The
manifestation of this is seen in Parts 149 and 103, which are documents which will set up GFA as the
body that has the right and the responsibility to manage the day to day gliding activities. This is a far better
situation for us to be in and will replace the present system that relies on exemptions from Regulations.
These documents are out for public consultation now and I would encourage you to have your say and
support the proposals.There are some who wish to retain the old ways.
Airspace is another matter and unfortunately it is a continuous battle to retain access to the
airspace we need, and the freedoms we enjoy. There are a multitude of organizations that have interests
in this and GFA requires good representation to be heard. We do that through membership of the sport
aviation group ASAC as well as maintaining good relations with like minded bodies like RA Aus. RA Aus
looks after the ultra lights and as you know is a strongly growing group. Many aspects of ultralight
operations are similar to ours, and wherever appropriate we should identify opportunities to complement
and support each other. These relationships are very important.
As always the aviation regulatory environment remains fragile and the ripple effect from a disaster
may travel far and wide.
The decline in the number of members of GFA concerns many, as it has continued for more than
ten years. There has been an apparent bottoming out recently but it is too early to say if this is a trend
change or not. While I certainly don‟t wish to make light of the numbers, realistically it is difficult to see a
rapid, large scale increase in the near future. However I do see an opportunity for growth in gliding activity
which may well be worth following.
In many respects society is changing and one of those is a tendency for young people to avoid
making long term commitments before they are ready. The traditional way to take up gliding is to have an
interest in flying and to join a Club. We still seem to be able to find people who want to fly, but we don‟t
seem to be able to lock them in long term. Consistently we conduct at least 10,000 AEF‟s a year – if only
we could keep 5% . Maybe promoting various ways for some of these people to make a shorter
commitment to gliding while still supporting the essential Club system will enable stronger growth for GFA.

There are a number of affiliated operations who are developing this approach and doing well out of it. It
will be more than interesting to see how it pans out.
Safety is a primary concern for us all as we operate in a hazardous activity. We manage those
hazards by rigorous attention to our training, our procedures and our currency and above all our good
airmanship to minimise the risk levels. Constant reminder and attention is necessary and that is my point.
Having said that we had a fatal accident last Saturday and as is every one I am shocked. We have
had six fatalities in just over 12 months. Our Operations Department have been, and continue to study
these accidents both separately, and together to look for trends. It is difficult however to see a causal
connection between most of these accidents.
This Ops review as always is vital and the outcomes will ripple through the system as appropriate.
I wish them well. The question is, is there anything more that can be done, and the answer must be yes,
but identifying what, is not so easy. While this review is going on I would like to issue a challenge to us all
as individual members. Yes the Ops Department is responsible for setting minimum standards but we,
after all, are responsible for our own safety.
I propose :
. to all winch launch pilots request a cable break check as soon as convenient.
. to all other pilots have a private review of your own flying and identify some area that has
not been checked for awhile or you think could do with a little work and pick an Instructor.
. this is totally voluntary but I trust all pilots, including motor glider pilots will treat it
The Airworthiness Department is going through interesting times. On the one hand it is reviewing
its structure with the objective of improving services to members, as well as responding to the challenges
of new and emerging technology. The growth in the number of motor gliders as well as a number of new
motor glider types coming onto the market provide a range of opportunities. Some changes to the
regulatory situation is necessary for some of these and this is being worked through with CASA. The
objective is to remove any imposed regulatory limit and to leave it to GFA to make the technical decisions
for gliders. For the record a glider is an aircraft with empty weight greater than 70 kg. with three axis
control, and capable of sustaining flight without an engine by soaring
Another emerging issue is the number of gliders approaching their airframe maximum life with
limited possibilities of gaining life extension.
The new Marketing and Development Department is established but has yet to really get going.
This area is seen as a key one for the future of gliding and one we will hear a lot more about.
Sporting seems to be on the crest of a wave, or should I say cloud street. Significant growth in
performance coaching and improvement has occurred plus the numbers involved in competitions are
running at all time highs. On the international scene our pilots have achieved notable success in pre world
competitions this year. While it is recognized not all pilots aspire to competition, a vibrant comp sector is
seen as an essential part of GFA‟s overall development.
The key area of Operations continues to strive for improved safety and procedures as we learn
more. Recent changes in low level finish procedures and Instructor Revalidation requirements have been
seen as key improvements. Both have features of realistic responses to pilot needs and a transfer of
responsibility for performance and actions to pilots rather than them just meeting a GFA standard, such as
a minimum number of hours for example.
So in summary the state of this Federation is sound with good credibility at home as well as
overseas. Membership is in slow decline but our activity level is essentially stable. Our environment is
changing continuously at many levels and the way in which our current and future members respond to
those changes will have fundamental impact on the long term survival of gliding as a discreet sport.

WHAT OF THE FUTURE
The GFA Board has identified a large number of challenges and issues for GFA as part of the
normal business planning process. I have selected the following to bring to the attention of you the
As you know the work of GFA is carried out by volunteers. We do also have a small number of
essential part time employees in administration plus one in airworthiness and one in operations. The
volunteers receive no payment for their work plus there is a reasonable out of pocket cost re-imbursement
system. So all the RTO‟s, the Exec., the Board, the Coaches, etc are volunteers.
I have to tell you it is getting more and more difficult to attract volunteers to take on this work.
There are vacant positions currently, there are many vacancies on replacement planning tables, and we
are slipping behind in many areas of work requiring to be done. There obvious things that can be done to
address this and we are so doing, but it is important to understand that we are rapidly approaching the
time where we have to pay for certain work to be done.
There is ultimately only one source of money to pay for this. Please consider.
As many of you will be aware, aerodromes are often valuable pieces of real estate, and owners
may seize chances to realize these assets. We absolutely need airfields for our sport and they need to be
reasonably convenient. Preservation of these vital assets is imperative. A couple of them are presently
under threat and more may follow.
The cost of insurance is around 35% of GFA total expenditure. This is part of the reality of life
these days and is not going to go away. The business is tightly managed, however we are exposed to the
impact of a major claim. By that I mean that the cost of our current provisions is examined each year. If we
have a major, say liability, claim then that will be considered in the next assessment of premiums.
The GFA magazine has always been seen as a major component of contact for GFA members.
The current combined magazine with HGFA enables us to produce half a magazine each every month.
Aside from costs the sourcing of articles of sufficient quality and quantity is always a challenge for the
editors. With the increasing popularity of electronic forms of communication the future of the magazine is
often questioned and will be kept under review.
Recently, and for the first time we sent emails to known members addresses. Of about 2,500
members we had addresses for 2,000, of which about 250 bounced for one reason or another. So a 70%
hit rate at no cost. It is reasonable to expect that rate would only increase. Is this the way of the future ?
As we speak, volunteers are making some changes to the IT hardware at the office to provide
essential upgrades and replacements. One of the spin offs from this is the ability to set up blogs. I have
been persuaded to start a Presidents blog and will do so shortly. Is this another way of the future ?
I know I can rely on you to give frank feedback on these initiatives, and encourage you to do so,
for in some way new communications technology will be part of the future.
Marketing and Development.
I have referred to the changes occurring in society. One manifestation is the need for ideas to be “
promoted “or else they wither, and gliding seems to be caught up in this. This is where M&D come in and
we must support there work in all our interests.
In my view one of the particular challenges for M&D in growing our sport lies in meeting the needs
of the traditional, long term member as well as the needs of those with shorter horizons, and providing for

TO SUM UP
Most of this discussion has looked at particular aspects of our activities and has been designed to
give some insight into how things are going.
In my view those details while important are only a means to an end. That end is the promotion of
safe and efficient cross country soaring and as long as we continue to first and foremost hold and promote
that outcome, then we are in a sound position to successfully achieve it. If we are distracted by the
process and lose sight of the outcome, then who knows ?

Executive Officer/Insurance Officer Report 2006-07
Another busy year for the GFA Board, Executive and Secretariat.
The governance restructure continued to make progress since its start from the Article changes at the 2005
AGM. The Board has met once in April 2007 in this twelve month period since the 2006 ABM.
The major items of the Board at that meeting:
Expressing concern over the four accidents that have occurred this season which have claimed five
Adopted the new versions of the GFA Mission Statement and Business Plan;
Adopted the Member Protection Policy and was finally signed off by the President on 30 May 2007;
Discussed the options of the GFA Office relocation post June 2008;
Debated the future International Teams Committee funding;
Debated the confidentiality of Board & Executive Papers;
Commended the progress of the review of the Ab-initio Instruction Syllabus.
The Executive, in the same period, have met four times, with the agendas of issues for the GFA Departments
and implementing the Board decisions and guidelines. The annual workload peaked in the April meeting which
dealt with over 190 items of business alone, which has placed a high onus on our volunteer Heads of
Minutes of all Board and Executive meetings are available on the GFA website.
The President has set up seven Small Action Groups (SAGs) to action issues in between face to face
meetings, they are:

SAG 2 – 2007-2008 Business Plan Budgeting (Treasurer + TBA)
SAG 3 – 2008-2009 Business Plan Review (WA, CSC + VP)
SAG 4 – Office Accommodation post June 2008 (Pres, Treas, + CDC)
SAG 5 – Board Regulations Review (Pres, VP + CDC)

GFA Officer Appointments
Ian Grant took over the Treasurer‟s role from Beryl Hartley after her retirement at the last AGM.
Owen Jones took over the position of WA Board Member, after the elevation of Graeme Wishart to GFA Vice
President at the last Annual Board Meeting.
During the year, Andy Wall resigned as Chairman Technical Committee (CTC), and was replaced by Edwin
Grech Cumbo, who is reviewing the functioning of the Airworthiness Department. An advertised vacancy of
Technical Development Officer was discontinued as a result of the review.
The vacancy of GFA Airfield & Airspace Officer was filled by John Summers.
Phil McCann took over as Vic/Tas Board Member on the appointment of Maurice Little to Chairman
Development Committee (CDC).
David Conway returned to the Board as SA Board Member, after the resignation of Sean Jorgensen-Day.
HGFA Office Co-location
The HGFA office was co-located of in the GFA building at Essendon Airport after an urgent request at short
notice from the HGFA General Manager and Board, with new staff, office, telephone and computer equipment
successfully installed. To allay any misapprehensions, the two organisations are operating completely
separately, GFA‟s staff involvement was limited to initially providing training and assistance to HGFA, which
was fully costed and paid for by HGFA. GFA has been glad to provide this assistance to a fellow aviation
sports administration in a time of need.

Issues with the Civil Aviation Safety Authority (CASA)
GFA’s Deed of Agreement with CASA
GFA‟s Deed of Agreement with CASA was successfully negotiated and complied with for year 2006/07 where
GFA receives a fee to exercise functions on behalf of CASA. We also have received notification that an extra
3% increase would be added to compensate for CPI increase, which will be gratefully received.
Thanks are to be given to Dr Bob Hall, President of Australian Sports Aviation Confederation for negotiating the
outcome of CASA recognising that the Deed quantum should be adjusted to maintain its real monetary value.
At the time of writing, negotiation for this 2007/08 year has commenced, and the Operations and Airworthiness
Departments are to be tasked with collation of the data so that the compliance report may be prepared.
CASA Rule Change Process
The Notice of Proposed Rule Making (NPRM) for CASRs Part 103 and Part 149 are the result of over ten years
consultation and negotiation by various members of the recreational aviation community including GFA. The
Australian Sport Aviation Confederation, The GFA Board and Executive have put an enormous effort into the
consultation resulting in these NPRMs being released by CASA for comment, Part 103 issued in late 2006, but
Part 149 not issued until late July 2007, both NPRMs having a joint closing date of 24th September 2007.
CASR Part 103 is a major consolidation of the rules applying to people who carry out recreational aviation
private flight operations, maintenance, and training for recreational aviation in the following kinds of aircraft:
Gliders (including sailplanes, hang gliders, paragliders and powered variants thereof meeting
Manned balloons and hot-air airships;
These rules are currently contained in the CAO 95-series of exemptions that relate to activities
administered by named administering organisations. The criteria for the establishment and operation of
these administering organisations are contained in the related CASR Part 149.
CASR Part 149 specifies the requirements for the certification and operation of the aviation administration
organisations applicable to the administration of sport and recreational aircraft activities. This Part allows
existing organisations to continue to administer their own activities provided they meet, and continue to
meet the prescribed standard.
Members are requested to make an individual response to these two NPRMs before the closing date
of 24th September 2007.
CASR Part 99 - Drug and Alcohol Testing Programme for the Aviation Industry
At the time of writing, responses were being prepared to this NPRM, on the basis that GFA supported
CASA random testing, but were not in favour of Sporting Aviation bodies having to set up Drugs and
Alcohol Management Plans, other than compliance with the ASAC anti-doping Policy.
CASA Instrument on Ultralight Tugs
A Legal Instrument was issued during the year by CASA legalizing Ultra-light aircraft administered by RAAus to
tow GFA Gliders
GFA is to approve each type, applying the old JAR 22 performance criteria
The Jabiru 230 and the Evektor SportStar are the only such aircraft approved at present
GFA Procedures and Policies
MoSP Part 1
The Manual of Standard Procedures (MoSP) Part 1 – Administration is still in preparation and SAG 6 has been
assigned the task of bringing it to fruition. Again, acknowledgement of Maurice Little‟s considerable input to this
document is made, and it is anticipated that it will be published in the last quarter of 2007.
The Australian Sports Aviation Confederation (ASAC) Anti-doping Policy was adopted as part of GFA‟s
compliance to the Australian Sports Commission (Ausport) as a National Sport Organisation.
Member Protection Policy
The GFA Board at their April meeting finalised the Member Protection Policy, also as part of GFA‟s compliance
to Ausport. Thanks are given to Rob Moore (Chairman, Sports Committee), Kathy Mumberson from the Ethics

Unit at Ausport and Paul Matthews, GFA Legal Advisor, for their valued assistance in long preparation of this
The complexity arose from the differing legislation on the issues covered by the Policy in each State.
The Executive Officer undertook Ausport accreditation as a Member Protection Information Officer (MPIO) to
fulfill the role in the Policy.
The CSC is now responsible for ensuring the policy is reviewed annually.
SAG 7 is facilitating the implementation of the policy.
GFA has now adopted a policy that as many GFA documents as possible should be available to members on
the internet through the website. The Office can still provide electronic or printed copies of documents on
request at cost, for those members still without internet access.
The Airspace & Radio Procedures Handbook was reviewed this year and is now available on the website.
GFA Insurance Issues
The renewal of the GFA insurance policies was undertaken in March 2007, with OAMPS, GFA‟s Insurance
Broker, obtaining welcome premium reductions of 7.5% on the three Liability policies (Broad Based Liability,
Contingent Liability & General Liability) which resulted in considerable savings to the GFA.
OAMPS also managed to get QBE to agree to a 7.5% rate reduction on the Hull Rates for individual gliders
insured through OAMPS (this decrease does not apply to motor gliders only non-motorized gliders).
A further 20% reduction in hull premiums for Vintage Gliders has been negotiated, Vintage Gliders being
o Wooden and Steel tube/fabric designed prior to 1965.
o All metal prior to 1955
o Rare or significant gliders (as agreed by the Vintage Glider Association)
o All out of production
o Examples of the make, model and construction of the various gliders.

o Vintage Gliders as above qualify for a GFA airworthiness concession fee on basis that the glider is only
flown at the annual vintage rally (6 days event) and no more than an additional 9 days in any one year.
The issue of coverage of “Nervous Shock” was also clarified in that that "Nervous Shock" is not excluded under
the GFA's BBL, Contingent Liability nor under the individual Glider Policies that members may hold.
The background to this issue is that it has largely arisen out of the experience of a parachuting organisation in
Queensland which has widely circulated the fact that they did not have insurance cover for “Nervous Shock”.
The main reason why the GFA and Glider pilots have the cover comes down to the Insuring Clause under the
Policies. Under the BBL, Contingent Liability and Individual Glider Policies the definition includes "Liability for
Bodily Injury, Sickness and Disease" whilst most of the other aircraft policies say Bodily Injury only, without
including sickness and disease. The “Nervous Shock” element comes under the sickness and disease heading.
Australian Parachute Federation (APF) Packing Issue
Was a difficult and complex issue to address, requiring many phone negotiations and emails
Issue identified on 14th March 2007 when APF packer declined a GFA Member‟s repack request in
After consultation with the APF, their Insurance Brokers and OAMPS, the APF Board declined to extend
their risk profile to insuring packers for non APF rigs;
Negotiations through the Australian Sports Aviation Confederation proved fruitless;
After discussion, the Executive decided not to adopt additional liability insurance for packers.
The following are the available options to the issue:
o Clubs find a packer that is willing to pack without insurance cover;
o Clubs get GFA members trained or already are rated in parachute packing, who will be covered by
GFA BBL and Contingent Liability policy (subsequently confirmed by OAMPS and QBE);
o Parachute owners could ship parachutes to Parachutes Australia (PA) in Sydney by Australia Post;
o Other Commercial Packers to be identified.

OAMPS, through Chris Agnew in Sydney has given the Executive Officer/Insurance Officer unstinting and
commendable support and advice over the last twelve months through the above difficult issues. Thanks to
Chris for all his valued help.
OAMPS has continued to post several articles about insurance into the regular Executive Officer Report in
Soaring Australia for the benefit of member education.
The Summary of GFA Insurances has been updated by OAMPS and is available on the GFA Website. Please
note that the summary is just that, a summary, as each policy is a substantial document in itself.
Disclaimer: As the Executive Officer is not a licenced insurance advisor, only information based on the
summary sheets can be provided, anything else has to be referred to OAMPS for advice.
GFA Loan Scheme
Several phone and email inquiries received, with one loan of $20,000 to a WA club instituted during the year,
but not without some legal problems, as WA have recently changed legislation affecting loans in that State.
Arising out of that, GFA now has a template that can be used in subsequent WA loans.
Thanks to Paul Matthews, the GFA Legal Advisor, for his invaluable advice in protecting GFA assets.
At the time of writing, the Executive Officer is handling two more applications, one from Victoria, and one from
Queensland, that should soon be or have been considered by the Executive by the time of the AGM/ABM.
The Board is considering currently a change to the GFA Loans Funding conditions that may see a higher limit
of funding available to clubs.
The Board and Executive have determined not to make national FLARM fitment mandatory, leaving it up to the
Sports Department to decide fitment on an event by event basis.
The Operations Panel decided to “highly recommend” its usage in general operations, leaving it to clubs and
private owners to decide whether to use it or not.

Gliding Club site tenure and legal issues at airfields
This has continued to be a troubling issue in the last twelve months.
A survey of GFA clubs was collated and distributed to the Airfield & Airspace and the Marketing & Development
Departments for follow-up action.
Success with lobbying the Minister of Environment and Multiculturalism in Queensland looks like providing a
good outcome for the Bundaberg Gliding Club in renewing their site lease.
Adelaide Soaring Club received assistance from our Airspace & Airfields Officer, John Summers, in preparing
submissions against a planned Motorway intrusion onto Gawler Airfield.
Beverley Soaring Society is still continuing in legal dispute with a local farmer over resumption of part of one of
the Beverley runways.
Recently, Paul Matthews has also provided legal advice on pilot‟s and aircraft owner rights after outlanding, on
encountering unfriendly reception from the landowner.
Order of Australia
GFA was successful in respect to providing a reference to William (Bill) Riley‟s nomination for an award within
the Order of Australia. Congratulations to Bill on receipt of the honour.
FAI 2006 Lilienthal Gliding Medal
Alan Patching has been awarded the FAI 2006 Lilienthal Gliding Medal and wholehearted congratulations were
sent to Alan.
Future GFA AGM/Seminars
SAGA has offered to host the 2008 AGM/Seminar in Adelaide.
NSWGA has been asked to consider hosting the 2009 AGM/Seminar in Sydney.

GFA Airworthiness Department
Since the last AGM the Airworthiness Department has seen a number of changes. We have
transitioned through a change in Chairperson and CTO/A. This report is the first report submitted by
the new incumbent to the position of Chairman of the Technical Committee (CTC) and CTO/A.
The Technical Committee will meet on the 17 & 18 November 2007 to review a number of issues
that have been frustrating many GFA members. Some of these issues include:
On condition engine maintenance for powered sailplanes;
Dual checks after rigging a sailplane;
Improving the defect reporting process;
Timely production of AD‟s and AN‟s
Form 2 kit and MR to be moved to an e-commerce process;
Currently we have 12 RTO/A‟s serving the entire GFA membership and most of these volunteers have
been doing this job for quiet sometime. I expect that a number of them may retire for one reason or
another. All of the RTO/A‟s have donated their time and the cost of travel without making claims against
the GFA. However, the cost of fuel and family pressures are starting to take their tolls.
Key Pressures and Challenges for the Airw orthiness Department
A review undertaken by the CTC of the Airworthiness Department was completed during late June 2007; it
included a comparison of similar duties and accountabilities in RAA and CASA. The review also considered the
likely outcomes of Parts 103 and 149.
The GFA STO/A is currently employed as a Coach Gd. 4 under the National Sporting Organization Award.
The duties specified in the award bear no resemblance, to the duties conducted by the STO/A. A
recommendation to correct this abnormality of duties and accountabilities for the position has been prepared
and will be discussed at the next Executive meeting. It is proposed that the position will be on a two year
contract basis with specific performance criteria and measures reviewed every six months.
The STO/A is a part time position and the current incumbent works 24 hours per week. At the time of the
review it was apparent that much of the time is spent responding to phone calls and e-mails, many of the
routine queries received can be answered easily and should be placed on the GFA website by introducing a
Frequently Asked Questions Section in the airworthiness section of the website and by producing flowcharts of
all the certification processes that the GFA conducts.
Furthermore the listing of all registration marks reserved for GFA by CASA should be accompanied with
information that would generate an application form and associated fees being paid via a secure tunnel. After
the credit card is cleared a full download of all the documentation should occur.
The GFA President and the CTC are currently negotiating with CASA to delegate powers to register and
administer the various categories Aircraft, and several other motor glider types that GFA is not allowed to
operate. The aerospace Industry has seen major growth in these sport aircraft. CASA has already witnessed a
number of Aero Schools resourcing these types of aircraft to train pilots.
Australian legislation for the certification of Light Sport Aircraft (LSA), based on the US FAR, was made law on
15 December 2005, and took effect on 20 December 2005. Currently, there are no glider or powered sailplane
aircraft of this classification on the Australian register that meet LSA standards.. Any maintenance issues,
AD‟s, AN‟ s and the like are dealt with directly between the manufacturer and the aircraft owner under LSA
The GFA Airworthiness Department is to be restructured and an additional full time position is currently
under investigation. The duties and criteria for this position have been documented. The position will be
advertised on the net and in Soaring Australia.
A review of the inspector‟s register is underway; the work is being done by a volunteer. This work will
integrate all the Airworthiness Inspectors Records with the current GFA database known as IMIS.
The Airworthiness Department has a number of Major Projects program to occur during 2007-2008 and
funds have been made available to start and finish these projects.

The recent upgrade of the GFA server will provide the Airworthiness Department with a range of new
options. The e-trade function will allow the department to introduce several initiatives associated with:

7. Introducing a „disaster recovery‟ and electronic record keeping.
Information Technology draft Briefs have already been produced for items 1 , 3 and 4 above and are currently
being evaluated by the Information Technology Department.
John Ashford has represented the GFA on all the facets of OSTIV activities in the past. The events of late 2006
resulted in a vacuum due to the reports prepared by John seem to have not reach the Executive Committee,
hence there is a degree of uncertainty whether the GFA needs to be involved with OSTIV. Reports submitted to
the previous CTCs recommended that the GFA should attend this conference bi-annually.
Representation on OSTIV has been beneficial for Australian Gliding and the GFA over the years. It is evident
from copies of reports that our representative/s had influenced some of the design criteria and outcomes on
many issues including the maintenance processes.
The GFA needs to evaluate this issue and advise OSTIV on our intentions.
Several courses have been organized in NSW, Vic, Vic, Qld & WA. All the courses were well participated
and it appears that the demand for airworthiness training is still very high. Eugene Blunt and Roger Druce have
combined their resources and will be running an FRP repair course at Bacchus Marsh. Judging by the number
of enquires received to date the course will be oversubscribed. The course is intended for the juniors, however,
we have not heard from them, at the time of writing this report.
Since taking office in November 2006, a number of observations have been made by the new
CTC about the Airworthiness functions within GFA. I believe that some of these observations should
be shared with the membership. The pertinent observations are;
40% of new glider importations in the past two years have been powered sailplanes. The present
demand for engine maintenance courses and powered sailplane inspector ratings is testament to the
fact. The GFA is essentially a sporting organization, not an aircraft maintenance contractor. At
present, the GFA does not have the skilled resources required to meet the demand of motor glider
maintenance courses and inspector ratings, and I don‟t envision this situation changing in the
immediate future. More help is required from the members, owners and operators of motor gliders in
The enactment of the new Civil Aviation Safety Regulations Part 149 and 103 will challenge our
available manpower during the preparation and rollout periods well into 2007 and beyond. The
Airworthiness Office is under resourced. More staff are needed to develop new ideas, implement the
new Part 149/103 regulations that are expected at the end of the year, rewrite MOSP Pt 3 in line with
new regulations. We are striving to ensure that we emerge with an airworthiness system that is
simpler, more adaptable, less expensive and, most importantly, safer for all members.
The new challenges expected of the Airworthiness Department need to be given due consideration, as,
many serving members are retiring and younger volunteers are hard to come by.
I take this opportunity to thank all volunteers that support the GFA and the Airworthiness Department.

Chairman Operations Panel
GFA AGM 2007
The proposed changes to our training system are progressing well, we should have the draft
O/D out for general consultation very shortly, if all are agreed without too many suggested
changes we should be able to implement prior to the soaring season, the rewrite of the
manuals will follow later.
The proposed introduction of a Glider Pilots Certificate seems to be well accepted by most,
we envisage this will replace the level 1 independent operator‟s endorsement.
The Powered Sailplane endorsements O/D has been well accepted by all operators, as has
all the other O/Ds issued in the period.
The last 12 months were not good to us, with another 2 fatalities and a very bad mid air
accident during the Club Class Nationals. This is very disturbing to the Op‟s panel, we have
tried to identify any problems within our system to address this trend, there does not appear
to be any common justification or rationale amongst these, and the previous fatal
The Operations panel has decided to introduce some new initiatives to help address this
situation and further improve our safety culture,
1. We have developed a safety CD to be distributed to all clubs for use at their
morning safety briefing and etc.
2. We will be asking all clubs to do a risk analysis of their operations and complete a
risk management plan, these plans would then be reviewed and revised at each
Op‟s status check (we are developing a generic template for clubs to use for this
All our RTO/Op‟s and their level 3 instructors are to be congratulated in achieving 100
percent completion of Op‟s status checks, I believe this level of compliance is a first for GFA,
lets hope they keep up the good work and maintain this situation in the future.
Kevin has been working closely with RAAus on the use of ultra lights for towing and also for
the training of their pilots for towing endorsements; we now have three of these aircraft
successfully operating around the country with further interest from at least one more club.
The 2007 round of Safety seminars is under way with WA on 18th Aug‟, SA the following
weekend 26th Aug‟, Vic/Tas 29th Sept‟, Qld and NSW during October, all these dates and
venues will be available on the GFA website as soon as they are confirmed. I will be
accompanying Kevin at both the Qld and the NSW seminars at the request of the RTO‟s of

CHAIRMAN OF THE SPORTS COMMITTEE REPORT
GFA Annual Meeting Melbourne September 2007
The Sports Committee met twice during the year. Once again, I must comment on what a dedicated
and professional team are gathered on this committee, to provide our members with a wide variety of
Glider Coaching and Competition events.
We have been involved in the compiling the GFA Strategic Plan and now are working on an action
The GFA board has asked the Sports Committee for a review of the ITC funding policy, so that they
may use the money in the fund for other than team funding.
This does not mean that GFA will stop funding International teams to world championships, as there
is very strong support from the board for this to continue.
Member Protection Policy
As the GFA is now recognised by the Australian Sports Commission as a National Sports
Organisation, all coaches must abide by the guidelines of the coaching section of the GFA MPP,
which includes a Child protection policy, which varies from State to State and also a Coaches‟ Code
of Conduct policy.
The coaching group with Lisa Trotter as its Convenor has, during the past year, continued to grow
the number of coaching events around the country. Each GFA region now has at least one large
coaching event and many smaller events.
These events have attracted over 150 pilots during last year and cater for the pilot wanting to go on
their first cross country to training to fly in International competitions.
Many regions benefited from the visit of Giorgio Galetto, an Italian World Champion glider pilot, to
Australia as our guest National Coach last season.

During the year at the direction of the board a group CTO/o Kevin Olerhead, COP Peter Gray, CSC

Hall met to discuss a whole of training concept.

International Gliding Commission (IGC)
Terry Cubley is the Australian IGC representative and a report on the March meeting appears in the
May 2007 Soaring Australia (p36-38).
The decision to allow non approved IGC loggers for badge claims up to and including the Gold “C”
has been delayed until October 2008, because of a rewrite of the Sporting code.
National Competition Committee
The Convenor of this group is Tim Shirley. The group set the rules and procedures for national
competitions. During the year some fundamental changes have occurred due to suggestions from
various pilots meeting and also the success of the Club Class.
Because of the large numbers of gliders competing in Club Class, a new competition class has been
The Club Class has been defined along the line of the international Club class with gliders of from
Libelle to ASW 20‟s being allowed. Other gliders are to fly in a new class, the Sports Class. It is
envisaged that only pilots flying in Club Class pilots will be eligible for international selection.
The other change is that after representation from pilots‟ meetings, all aircraft competing in National
Championships must have a FLARM unit fitted.
Tim is standing down from the position of Coordinator of the NCC at the GFA AGM. I would like to
thank him for his dedication and hard work over the years he has been in the role. He will still be a
member of the Sports Committee, as he is to be the GFA Trophies Officer.
Joey Glide moves from strength to strength; three of the foreign competitors from the last Joey glide
have competed in this year‟s World Junior Championships, so our Juniors have been flying against
world class pilots.

Decentralised Competition Committee (DCC)
We are now in our third season of using the OLC for the decentralised competition. This has opened
the decentralised competition to may more competitors with over 130 different pilots competing last
Few pilots know that GFA pays a fee of E 4.00 (about AUS$6.50) for each pilot to enter the contest.
For 10 years Chris Stephens has been the convenor of the DCC. He is standing down from that
position after the ABM and new convenor has been nominated for the position. Chris will still be
involved, looking after the administration of the OLC and Barron Hilton Cup.
The Barron Hilton cup was fiercely contended over the last 2 years. Australia was victorious over
South Africa with G. Kurstjens winning the prize of a week or two flying with winners from the other
regions out of Barron Hilton‟s Ranch in the USA.

2007 ABM report - Development
This has been a difficult year for this department with the resignation of 3 RDO‟s with only one
replacement and two relatively new RDO‟s finding their way. The agreed main emphasis on
retention and existing membership is still failing to take hold with clubs, states and RDO‟s alike
drifting readily into easier to understand and identify elements of gliding such as promotion.
Considerably more attention is required to get the focus and effort onto the former more pressing
aspect. It is clear more support is needed from the States and Board to this aspect of our sport.
Statistically the Annual full year period was and is each year, from start August, through to end July
the following year. Figures are reported directly from the iMIS membership database from monies
received against membership classes. That is; the figures are based on actual memberships
purchased. Monthly updates are routinely posted on the web site for RDO‟s and clubs alike to
Since figures are produced on this basis they are entirely dependent on the club Secretaries or
Treasurers paying new memberships in a timely fashion for accurate results. Existing membership
renewals are somewhat more reliable as members must pay within or around the expiry period or
forfeit flying rites and this serves as a useful trigger to get most renewals as and when they fall

This is a mixed result however any arrest in the total decline in memberships we have been
experiencing for many years is a positive outcome which we need to build upon. In reality however
the modest increase could be the skew in payments being late last year and held over to the start
of this period as a new system of renewals was introduced.
In political terms the total of all categories is 10331 members taking into account the intro members
as they flowed through. The total equivalent full members on this basis was 2586.

Regrettably 06/07 was yet another year where the public web site “Soaring.org.au” was not in a
form the department requires to monitor, attract and direct the public through our sport or take
advantage of advertising initiatives. In fact for the last 2 months the site has been inoperative. This
MUST be remedied now, its gone on far too long and our present in house solutions to some
business fundamentals simply isn‟t working or good enough. Further development of the members
web site is also progressing too slowly compared to other businesses and this has an impact on
the service levels to members and our ability especially to gather meaningful data on our
membership demographics. I wish to discuss this further at the ABM.

No progress on taking the magazine to the retail market other than re-affirmation discussions with the
HGFA that they want this to happen sooner rather than later. Alternate uses of magazine print
overruns at present is to stockpile for club and state promotional use as needed for exhibitions. There
are a number of other recommendations to get these surplus publications into the public arena in
particular, education and libraries. A pilot project is underway in this regard.
GFA DVD creation and production is progressing and the plan is to have it available late this year.
Instability in RDO‟s with now four changes makes gaining consistency and application of effort very
difficult. The main task remains one of club liaison, support, education and service. Until this primary
role is fulfilled I suggest GFA is failing to really address the membership issue and sport
development. Hopefully all this is happening and I‟m simply not being told about it. I will offer
alternative solutions at the meeting.
As stated in other reports we have been fortunate to have Jo Davis offer her services to try to get
things going into the future with concentration on women in the sport. I have not heard from Jo
recently in regard to progress on the several ideas discussed, however it is encouraging that through
Lisa and others the women in our sport are arranging specific training and progress programs.
GFA Gliding seminars are continuing, this year by default being in Melbourne. I am hopeful that
SAGA will run next years as advised and that it will serve as one tier in a platform of raising the
GFA‟s profile in this state which suffered the greatest loss of members in 06/07 These events are
particularly difficult to cater for due to the poor membership support, until the day which makes
planning for numbers, catering etc near impossible. A better way of doing this needs to be found.
This year there were 2 magazine adverts, a web site application and advert, 3 email outs to all
Victorian club, It was raised personally to at least 8 clubs and was driven at the VSA AGM and all
VSA members with email addresses received a reminder.
GFA formally signed off on a Memorandum of understanding with “Go Soaring” to become the GFA‟s
official merchandising arm. This has yet to be completed by way of stock transfer and web site
transfer however this will be completed shortly after the ABM.
A number of promotional materials are in planning, including posters, exhibition materials, stickers,
reflectors, better state sport political profiles. With the recent inclusion of Anne Philcox from SAGA I
am hopeful that this can be accelerated.
The GFA calendar production is planned for a regular years dates in desk top form. Significant work
on this is required to progress in the next 2 months and clubs and states and departments are again
requested to forward all meeting event details for 2008 asap for inclusion.

REPORT FROM VINTAGE GLIDERS AUSTRALIA
TO THE 2007 ANNUAL BOARD MEETING OF THE
GLIDING FEDERATION OF AUSTRALIA
The VGA now in its 31 year is still continuing to grow with over 125 members actively bringing gliders back
into flying condition, at least 5 last year, and holding both Regattas and the annual Rally.
The Rally at Bordertown attracted a record 25 gliders, and participants including three overseas members.
Members of the Bordertown-Keith Gliding Club were excellent hosts and we are going back yet again for next
year‟s Rally. Keith Nolan ran another wood repair course for attendees.
A special event was held to provide support to the Wagga Gliding Club with a „Kookaburra Konvention‟ when 8
Kookaburras participated along with their designer and builder – Harry Schneider. The Bendigo Gliding Club
also hosted another Regatta in conjunction with the Coaching Course. Vintage gliders were also present at the
30 birthday of the Mt Beauty Gliding Club.
The International Vintage Rally is to be held a Nitra Slovakia and I have authorised David Goldsmith to attend
the International Council Meeting, since I cannot attend.
Our newsletter „Vintage Times‟ which also covers the Homebuilders now has a worldwide circulation. Thanks
to the efforts of Anne Elliott there is now a VGA website linked to the GFA website and a regular Vintage
Corner in Soaring Australia.
VGA continues to work closely with the Australian Gliding Museum – so much so that the Wood and Fabric
Course held during the year was reported by an attendee from the Antique Aircraft Association in their
newsletter as being run by the VGA!!!
The VGA although not an incorporated body is now a significant group of glider pilots who thanks to the efforts
of our volunteers is promoting both the sport of gliding and the preservation of our gliding heritage.

ANNUAL REPORT TO GFA ANNUAL BOARD MEETING FROM AUSTRALIAN GLIDING
MUSEUM FOR YEAR ENDED
JUNE 30, 2007.
Point Cook: Following the resumption of the Base by the Department of Defence in
November, 2005, as reported in our 2006 Annual Report to the GFA, the Point Cook Trust
Establishment Group was disbanded and in its place a RAAF Heritage Advisory Council was
appointed under the chairmanship of the Deputy Chief of Air Force. In September, 2006, the
Chairman, Air-Vice Marshal John Blackburn (who did his initial flying training with the GCV at
Benalla) invited representatives of a number of volunteer aviation museums, including the
Australian Gliding Museum (AGM), to a meeting in Canberra at which he outlined proposed
plans for the future use of the Base. These proposals included provision for a civilian area in
which the proposed National Aviation Museum could be established. There has been no
further announcement as to the future of the Base, but it is understood that two reports
affecting its future have only recently been presented to the Minister and that an
announcement will be made in the near future.
Irrespective of these delays to the establishment of the National Aviation Museum at Point
Cook, the AGM has continued to make steady progress towards the achievement of its
objectives in the following areas:
Refurbishment program. The AGM‟s major refurbishment project has continued
throughout the year, with most of the work being carried out at our Ferntree Gully
workshop facility with other work being done at members‟ homes. All of this work is being
done on a volunteer basis. Current status of our refurbishment project is as follows :
ES50 – refurbishment complete apart from painting and instrumentation.
T31 –Refurbishment completed. Aircraft to be test flown.
T35 – refurbishment complete apart from painting and instrumentation.
Olympia – refurbishment of fuselage and tailplane structure complete, wings have
been successfully proofloaded and are ready for refabricing.
Dunstable Kestrel – Apart from painting, refurbishment of wings and tailplane
complete and fuselage has been rebuilt.
Rhon Ranger Primary – refurbishment complete apart from painting of wings and
Northrop Primary – refurbishment complete.
Flying Plank – refurbishment complete apart from some minor fabric work, canopy
Coogee – refurbishment complete apart from painting and instrumentation.
LO150 – refurbishment complete apart from painting.
HP14 –some minor cosmetic work to be done to bring aircraft to static display
Skylark 4 – repairs to water damage in rear of fuselage in process, aircraft to be
H17 – refurbishment complete apart from painting.
Lessing Glider – all metal work has been cleaned.
During the year under review some 3,500 hours have been expended by member
volunteers on refurbishment and related projects, bringing the cumulative hours to date to
approximately 16,800 hours. The major effort during the past year has been expended on
the LO150, Olympia, and H17 on which approximately 2,000 hours were spent. The
workshop has operated on a 2 days a week basis during the period under review and we
continue to have good attendance of volunteers on a regular basis.
Lack of access to a suitable spray painting facility continues to be a major impediment to
our achievements. We were fortunate to have the Museum‟s T31 painted on a voluntary

basis at Horsham by Joe Luciano and other helpers, and we wish to record our thanks to
them for their assistance.
We must also again record our appreciation of the keen band of volunteer workers who
are bringing our refurbishment projects to fruition.
Acquisition of aircraft and memorabilia. During the year the Bendigo Gliding Club donated
to the Museum their Schleicher Ka7. Negotiations are currently underway for the
acquisition of a number of other historic gliders, and we have received more memorabilia.
Storage of the Museum‟s historic glider collection. During the year we were required to
relocate all of that part of our collection which had been located at a Sunshine factory for
a number of years following the sale of that business but we were fortunate in obtaining
access to another factory building at Kilsyth. Currently we have relocated most of our
refurbished collection to Kilsyth whilst the badly damaged aircraft and aircraft we are
currently working on are located at our Ferntree Gully workshop. In addition we have
aircraft stored at a number of other locations – Bacchus Marsh, Benalla, Swanpool,
Bonnie Doone and Gisborne. Negotiations for erection of a suitable storage facility at
Bacchus Marsh are currently underway.
Financing of refurbishment program. The total amount spent on refurbishment projects
during the year was $15,200 (of which $12,000 was for workshop rental) bringing the
total cumulative expenditure to $60,700. Financing of this work was almost entirely
dependent on donations from supporters of the Museum, and during the year donations
totalling $17,000 were received. We are very indebted to these supporters for their
assistance. In particular, Aviaquip Holdings Pty Ltd warrants special mention for their
outstanding support of the Museum.
Archiving project. The Museum received a Community Heritage Grant of $6,490 for a
Significance Assessment and Preservation Survey of the Museum‟s collection. This grant
is funded by the Commonwealth Government and managed by the National Library of
Australia to preserve and provide access to nationally significant Australian cultural
heritage material held by community groups across the country. The Significance
Assessment report has been completed whilst the Preservation Survey has still to be
completed. The Significance Assessment report, prepared by a qualified historian who
does not have an aviation background, was very positive in its findings and provides the
basis and direction for further collection of Australian historical gliding material.
Promotion of the Museum. The Museum participated in the International Air Show at
Avalon in March, 2007, with an information stand (in conjunction with the VSA) and the
display of the Grunau Baby, for which we were awarded the trophy for the best glider on
Museum‟s Membership. As at June 30, 2007, we had 127 financial members, an
increase of 9 for the year.

Since taking over the role of GFA Airspace and Airfields Officer in January 2007, I have concentrated on
four pivotally important aspects of the role:
Monitoring the process of Australian Government institutional changes between DOTARS,
CASA and Airservices in respect to the implementation of the new National Airspace System (NAS)
and how GFA will interact with it from 1 July 2007,
Monitoring and commenting on new Rules under the revised NAS,
Empowerment of our regional Airspace and Airfield representatives on airspace and airfield
issues to have meaningful and effective interaction with the public face of the NAS at regular RAPAC
Supporting our Australia wide gliding clubs in dealing with real threats to their “freedom to
I am pleased to report as follows:
1. NAS changes:
The institutional changes have occurred and a new head of the Office of Airspace Regulation
(Peter Cromarty) has been appointed as of 1 July 2007. Please note the attached PowerPoint
depiction of the restructuring.
RAPAC – the open face for GFA interaction is continuing effectively. However, it is not entirely
clear at all levels of DOTARS, CASA and Airservices how full and effective interaction will finally
evolve. This requires further close attention.
The proposed new rules NPRM Pt 103 and Pt 149 are currently in the public arena for
submissions and require the close consideration of the Sports Aviation sector.
Bob Hall has been and remains most effective in leading the representation of GFA’s interests through his
leadership at the Sports Aviation level. His comprehensive experience, ability to dispel the myths and his
skill in refuting false premise with facts has been most supportive to GFA in this arena.

3. Empowering our Regional A&A Officers:
Effective monitoring and identification of threats and issues related to our “freedom to fly”
objective can only occur most effectively at the local club and regional level.
It requires club members, club leaders, gliding members with special skills such as pilots who are
also (or have been) air traffic controllers; to be constantly vigilant for threats that could affect our
member‟s freedom to fly or the airfields they operate from.
Only then can a close connection between these people and our Regional A&A Officers be
instrumental in bringing the concern or issue to our National purview and onto the agenda of the
NAS via the three-monthly regional RAPAC meetings held around Australia.
Over the last six months, our five regional A&A Officers have responded most ably in this respect
and have been instrumental in successfully representing not only critical key issues at club and
regional levels, but also in driving forward our national interests.
Military airspace intrusion/changes, rule changes and radio congestion have all become hot topics
on RAPAC agenda through the efforts of these Officers and I wish to recognise them publicly for a
job well done;

In coming weeks I will be urging the A&A officers to expand and consolidate their network of club
leaders and glider pilots over the coming year so that the eyes and ears of Australia‟s gliding
interests can be leveraged to the fullest extent possible in enabling GFA to best represent and
protect its member‟s interests.
4. Supporting our Clubs:
Whilst it remains critical to maintain a watchful eye on all fronts in protecting our “freedom to fly”,
the most imminent danger to this is coming from two key areas:
Gliding Club airfield tenure and
Airspace changes affecting individual clubs.
Some of Australia‟s oldest and most successful Gliding clubs are under real threat to such an
extent that their ongoing operations at their current airfields could face imminent changes or
These threats are arising from State Government instrumentalities requiring airfield land for
public services, local government realisation of public land for infill housing development and
private developer interest in converting increasingly valuable open space land into more
Whilst the responsibility for dealing with these clear and imminent threats has to remain with the
Gliding Clubs in question and their leaders, as GFA‟s A&A Officer, I have been able to provide
considerable advice and support in assisting several clubs in dealing with their issues.
I believe this type of threat represents the most significant challenge to Australian gliding
and sports aviation and requires our closest attention.

Local Airspace changes:
Two significant instances of airspace threat to long established gliding club operations have
arisen in recent months. Both involve proposed military airspace changes.
One involves an expansion of military airspace and the other results from proposed periodic
handing back of restricted airspace for civil use when not being utilised for military purposes.
The potential impacts on Gliding Clubs in both instances are significant.
They have been initiated at RAPAC by the regional A&A Officer concerned with strong support
from the clubs involved thereby ameliorating imminent impact. Resolution of the issues in the long
term however is not clear and will require close monitoring and possible intervention at whatever
level GFA can bring resources to bear.
In summary, it is clear that GFA has a vitally important role and responsibility in utilising its national and
regional A&A Officers to underpin its business plan and strategic objectives at several levels.
I have witnessed on numerous occasions whilst flying extensively around the world over the last six months and
whilst gliding personally out of busy commercial airports in the US; that we can accommodate an extraordinary
amount of change in Australia if need be and still have a vibrant and successful sports aviation sector.
However, the greatest threats in the short term in Australia will depend on how clubs can secure their tenure for
the long term and how GFA can intercede in negotiating acceptable outcomes for changes being promoted by
major airspace users such as the military.
In the longer term, the NAS systems implementation appears to be proceeding within manageable

IT Group Annual Report
1. New office server and backup system: the current server was reaching its end of life and
staff were experiencing storage limitations. Upgrading storage would also require upgrading
the tape backup system.
A new server/backup system was approved and has been purchased. This will be installed in
early September. Savings were made on the estimated system replacement cost and these
will be utilised to provide needed desktop PC upgrades.
A new broadband router has also been purchased that will allow the use of “voice over IP”.
2. Web site upgrade: the GFA web site is increasingly a major means of communication with
the membership. Departments are placing increasing amounts of information on the web and
this all has to flow through the (volunteer) web master. The web site is currently being moved
to a Content Management System (CMS) that will allow content responsibility to be devolved
to allow departments to create their own content within the overall web site frame work.
The new web site will be online in September 2007 and the CMS will permit a number of
additional features to be added to the web site.
3. Membership database system (iMIS): in association with the new server installation, a
contract to perform system upgrade, data cleaning and reorganisation is being let.
Once complete, this will permit the addition of e-commerce capability, in particular, the online
payment of membership renewals. Full on-line membership renewal requires clarification of a
number of issues (particularly that of the medical declaration) beyond the remit of the IT
Group. These isssues have been raised with the executive.
4. Airworthiness issues: flowing from the December 2006 meeting, a methodology was
suggested to quantify the scope of the document storage/digitisation request from the
Airworthiness department that has yet to be taken up by that department. Also at that
meeting, that department's request to utilise the iMIS database system was discussed and a
recommendation put forward that this be preceeded by a business process review (BPR) with
the assistance of the IT group. This also remains to be taken up by airworthiness.
5. Disaster/business recovery: following the 2005 fire that destroyed unduplicated information
held at an officer's house, the IT group made a number of recommendations to the executive.
Additionally, central back up of officer's laptops on to the GFA main office server is under

to GFA Annual Board Meeting September 2007
As I write this report, I am in the middle of preparing a new server for the Secretariat which will be
installed during the weekend of the Annual Board Meeting.
We have seen good service from the existing server which has been running continuously since it
was installed late 2003. It is now however short on disk space and is running out-of-date software.
The new server will utilise new hardware and run Microsoft Small Business Server 2003 R2. This will
provide some new features with the principle benefit being that of enhanced support and services for

Replacement of ADSL router. The new one will also handle VoIP traffic.
The General Office infrastructure has operated well and I have no major problems to report. The
ADSL service gives us an occasional problem due to Telstra line faults.
Our Anti-Virus software is working well and the Secretariat has remained Virus free. SPAM e-mail
remains a constant annoyance however the change in email addresses was very successful
providing significant relief.

GFA TROPHY CONTESTED AT THE AUSTRALIAN SOARING QUALIFYING GRAND PRIX
Held at GAWLER, January 2007
The first winner of the newly transferred „AUSTRALIAN SOARING GRAND PRIX TROPHY‟ Trophy was Bruce Taylor of
NSW. Peter Trotter also qualified for the next contest to be held in New Zealand
The ‘Austraglide Trophy’ (originally for Benalla in 1984 and then reallocated for League Two Open in 1994)
was reallocated again for the 2006/7 Grand Prix as the “Australian Soaring Grand Prix Trophy Original
plaques have been removed (retained by T.O.) but the „Open League 2‟ names retained on the back.. A new
title plaque has been fixed to the plinth.
The Tim & Joy Shirley Trophy in its new dedication as Club Class Best Female Pilot Trophy has been
refurbished and returned to service
The Renmark Gliding Club Trophy, originally donated by that club for the best performance in a wooden glider
has not been contested since 2003/4. Following a suggestion by Colin Turner of Benalla after the 26th Club
Class Nationals there, I sought Renmark Club‟s opinion on this and they replied that they would like that
dedication to be retained and that this could best be achieved by transferring the trophy to Vintage Gliders
Australia. VGA are happy with that proposal, so I have transferred it to their jurisdiction.
The Queen Elizabeth II Silver Jubilee Trophy which was used for 15m League 2 from 1990 has not been
contested since the adoption of handicapping and the resultant demise of the League 2 classes in 2001/2. The
newly revived Sports Class have sought a trophy for the winner in that class. It has therefore been re-dedicated
as the Sports Class Trophy under the jurisdiction of the Club and Sports Class National Championships.
The Sports Committee Convener has been involved in the foregoing four transfer decisions. I therefore formally
present them for ratification by the Board if that is considered necessary

for the duplicate copy held at the Secretariat.

The Renmark Trophy is being sent to Vintage Gliders Australia.
The Maurie Bradney Juniors Trophy (not to be confused with the Roger Woods Junior Champion Trophy) is being sent to
SAGA for the forthcoming Maurie Beadney Week contest.

DECENTRALISED CROSS COUNTRY EVENT RESULTS
I have not yet achieved contact with the DCC Convener, Chris Stephens whose email box is full. I believe he is in USA.
Therefore I cannot incorporate the DCE results here as I would normally do.
Chris Stephens sought a new trophy for the DCE Winter Season. I had the „55‟ trophy donated by Simon Brown for a
non existent group of gliders. I have explained the problem to Simon Brown and sought his opinion three times but no
reply received. I have therefore sent that new trophy to Chris Stephens for this purpose
HARDWARE [Assisting the GFA Awards Officer]
Most of the GFA hardware stock, award plaques, and medals, is in my custody, excepting:-
Rob Moore has custody of the Schade replica dies and can produce the items when required, including the Muller. Rob
has been able to locate a new source for replicas in Adelaide
Jeff Olson of Allan J. Olson & Associates, Adelaide, has the W.P.Iggulden Medal die, which is appropriate as he has the
heavy die pressing equipment required to produce medals when required (they were passed on to him by John Simpson
Michael Meszaros, Sculptor, of Melbourne, has the Ryan and Hoinville Award plaque dies
The Secretariat holds the stock of Certificates for GFA Awards
CONDITION OF TROPHIES.
I do not actually see most of the trophies each year but no damage has been reported to me
My Successor Tim Shirley has indicated that he would be interested to take over the role which I have filled for 22
years, but only after he finishes his term as NCC Convener in Sept 2007. I can not think of anyone more eminently
suitable, so I have been happy to carry on for the extra year. After the 2007 ABM I will facilitate transfer of all my records
and hardware to Tim.
