6.0    PEDESTRIAN AND BICYCLE TRANSPORTATION

6.1.   INTRODUCTION

6.1.1. GENERAL OVERVIEW

The overall vision for walking and bicycling that forms the basis of this long
range plan is that:

           The Bangor area will have convenient, well used, safe, and
           accessible facilities for pedestrians and bicyclists of all ages
           and abilities that contribute to the region’s economic
           vitality, health, and quality of life. An expanding network
           of sidewalks, bikeways and accommodating roadways will
           provide users with a wide array of safe and secure
           transportation choices to any destination.

 In practice, this means working to create an environment in which it is easy to
choose walking and bicycling as a means of transportation.

6.1.2 BICYCLE AND PEDESTRIAN GOALS

A.      Overview

This plan includes four specific goals relating to walking and bicycling in the
BACTS area, with several objectives formulated to help focus efforts towards
reaching the vision for bicycling and walking in the Bangor area.

B.     Safety Goal and Objectives

Improve the safety and comfort of bicyclists and pedestrians throughout the
BACTS area and the accessibility of pedestrian facilities, shared use paths, on-
road facilities, and trail networks through physical improvements and greater
awareness.

       Decrease motor vehicle/pedestrian crashes and injuries through better
       crash investigation and reporting that can reveal existing hazardous areas,

       stricter enforcement of existing laws and regulations, physical
       reconfigurations of hazardous conditions, more local regulations that
       encourage good bicycling and walking environments, and greater
       awareness of other users of the transportation system.
       Raise awareness in all user groups and enforcement officials of the shared
       rights and responsibilities of bicyclists, pedestrians, and motorists to obey
       the rules of the road and trails and engage in safe operating behavior.


C.     Transportation Choice Goal and Objectives

Enhance bicycle and pedestrian transportation options, including roadways,
accessible sidewalks, trails, and shared use paths, so that citizens, regardless of
locations, socioeconomic status, or health, can choose a seamless convenient and
comfortable mode of transportation that meets their needs.

       Map existing bicycle and pedestrian facilities within the BACTS region.
       Identify gaps in the bicycle and pedestrian facilities and prioritize the
       provision of connections to allow access to all parts of the region.
       Fund planning, design, construction, and maintenance of bicycle and
       pedestrian projects at adequate levels.
       Assist and encourage BACTS communities and organizations in grant
       writing to expand the funding pool for bicycle and pedestrian projects.
       Accommodate the existing use of the regional roadway network within the
       BACTS area for bicyclists, including bicycle touring groups, by
       improving roadway conditions.
       Assist BACTS communities in adopting Complete Streets policies in
       which each road improvement or new road construction incorporates
       bicycle, pedestrian and transit considerations.
       Integrate safe, secure, and convenient pedestrian accessibility and mobility
       into the planning, design, construction, and implementation of the local
       and regional transportation systems and major land projects to improve the
       urban environment, local economy, and social community.
       Encourage training for municipal, regional and state staff on bicycle and
       pedestrian facility planning, design and use.
       Provide pedestrian and bicycle linkage to other modes of travel such as
       park and ride lots and bus stops.
       Encourage communities to include planning and accommodations for
       bicyclists and pedestrians in their local plans, ordinances and regulations.
       Educate decision and policy makers on the benefits of bicycle and
       pedestrian facilities.
       Encourage local regulations that mandate adequate consideration of
       bicycle and pedestrian needs in the land development process.
       Provide seamless, regional bicycle and pedestrian linkages to the
       communities surrounding the BACTS area.

        Prioritize for implementation those routes where proximity exists between
        residential neighborhoods and daily destinations.
        Encourage bicycle facilities, such as bicycle racks, bicycle lockers, and
        showers, at places of employment.

D.      Economic Development Goal and Objectives

Enhance the economic vitality of the BACTS area by providing greater
transportation efficiency and choices, improving tourism activities, reducing
health costs, creating economic activity development opportunities related to
bicycle and pedestrian activity, and reducing the overall motor-vehicle demand on
the transportation infrastructure through better pedestrian and bicycle
transportation options.

        Recognize bicycling and walking as essential activities that contribute in
        multiple ways to the economic health of our communities.
        Expand and enhance opportunities for bicycle and pedestrian tourism,
        including the connection of tourism destinations using a network of safe,
        secure, well designed routes for bicycling and walking.
        Reduce fuel consumption through an increase in trips completed on foot or
        bicycle.

E.      Health Goal and Objectives

Improve the health of BACTS residents and reduce health care costs by making it
easier, safer and more convenient for residents to be more physically active
through walking and bicycling on a regular basis.

        Enhance public health goals and outcomes by making neighborhoods and
        communities places where people can routinely bicycle and walk for
        fitness, transportation and recreation.
        Increase public awareness of the facilities and benefits relating to walking
        and bicycling.
        Improve air quality by reducing the total number of local motor vehicle
        trips and congestion through more bicycling and walking as a means of
        local transportation.

6.1.3   BACTS FUNDING CRITERIA FOR BICYCLE AND PEDESTRIAN
        PROJECTS AND INITIATIVES

Current State of Maine legislative restrictions require that most state and federal
transportation funds be spent on projects on federally funded roads or at
intermodal facilities. For bicyclists and pedestrians, eligible improvements
include wide paved shoulders and/or bike lanes, new or improved sidewalks, and
new or retrofitted traffic signals, curb ramps, and actuation mechanisms. Local
roads, trail systems, and multi-user paths in the member communities are not

eligible for federal surface transportation funding in Maine, which is reserved for
the higher classifications of roadways. These facilities may be eligible for:

       Federal safety project funding,
       Designated high-priority project funding as earmarked by federal
       legislators,
       Federal transportation enhancement funds, and
       Specially designated statewide bond-issue revenues.

Transportation Enhancement and bonded funding for bike-ped projects are
distributed by MaineDOT directly to the municipalities. BACTS may provide
support for municipal applications for regional bicycle-pedestrian projects,
whereas municipalities and school districts must submit their own applications for
projects within their own borders. Municipalities or private groups interested in
creating off-road or local-road facilities can request BACTS staff support to help
prepare an application for MaineDOT as long as the road or path in question
connects to a BACTS highway, is part of an intermodal facility, or addresses a
BACTS strategic long-term goal as outlined in this plan.

6.1.4 BICYCLIST AND PEDESTRIAN CHARACTERISTICS

A      Bicyclist Characteristics

Bicyclists have widely varying skill and experience levels, which can influence
their attitudes about sharing the road and the amount of time and energy they are
willing to expend on bicycling. To develop a truly functional non-motorized
system, transportation facilities must be designed to permit mobility and
reasonably safe use for the vast majority of these users.

Maine law defines bicycles as vehicles, entitled to full use of all roads unless
specifically excluded by statute. The only exclusions at present are the Maine
Turnpike, the Interstate Highway System, and Route 1 between Brunswick and
Bath.

Among bicyclists, there are three typical user groups:

       Advanced bicyclist,
       Basic bicyclists and
       Beginner bicyclists or children.

Advanced bicyclists are highly experienced bicycle riders who feel comfortable
riding their bikes in heavy traffic and typically prefer to ride on roadways.
Advanced bicyclists will regularly use a regional bicycle system.

Basic bicyclists comprise the largest category of bicycle riders, including older
children, inexperienced adult riders, occasional bicycle commuters, recreational

adult bicyclists, and experienced riders who still fear or dislike riding in urban
traffic conditions. Basic bicyclists are reasonably competent in handling their
bicycles and they generally understand the rules of the road, but they ride at more
moderate speeds and are generally uncomfortable on busy streets unless a wide,
striped, obstacle-free shoulder is provided. Basic bicyclists can be expected to
use a regional bicycle system, but not extensively.

Beginner bicyclists have the weakest bicycling skills. Beginner bicyclists ride
more slowly, don’t always understand the rules of the road, and are typically
uncomfortable riding with motor vehicles. They are best accommodated on low-
speed local roads and multi-user paths, or even sidewalks for the very young
where there are few, if any crossing driveways. Beginner bicyclists are not often
ready to use regional bicycling facilities.

Assessments includes an evaluation of the routes in the
updated Long Range Regional Bicycle Route System for
their suitability for the three types of bicyclists.

The basic physical dimensions and characteristics of a
bicyclist help explain what minimal design considerations
are appropriate for on-road bicycle facilities. The adjacent
illustration of these characteristics is taken from the
American Association of State Highway and Transportation
Officials (AASHTO) 1999 Guide to the Development of
Bicycle Facilities.

B.     Pedestrian Characteristics

Pedestrians also vary significantly in their skills, experience, and willingness to
walk different distances. Strong determining factors for pedestrians are the time
and mobility required to reach their destinations, particularly if they need to cross
high-volume or high-speed roads. Time and mobility constraints also dictate the
pedestrian’s usable geographic space; few urban pedestrians will venture more
than one mile from point to point; most actually will only undertake trips shorter
than ½ mile.

There are three basic pedestrian user groups:

       Active pedestrians,
       Basic pedestrians, and
       Circumscribed pedestrians.

Active pedestrians use the road system regularly for
transportation, as well as for fitness. They know and
generally follow the rules of the road. Basic pedestrians

include the majority of older children and healthy adult pedestrians.
Circumscribed pedestrians are those whose speed and mobility are extremely
limited.




Despite the many different categories of pedestrians, a few design considerations
appear to greatly enhance the transportation options for all. These include well-
maintained, attractive, ADA-compliant sidewalks or paved, striped roadway
shoulders at least 3-feet wide. Scenic resting spots along sidewalks and paths,
such as public benches, mowed grass esplanades, and even attractively placed
flat-topped boulders, are essential for circumscribed pedestrians and provide an
attractive enhancement to the urban streetscape.

6.2.   EXISTING CONDITIONS

6.2.1 PEDESTRIAN AND BICYCLE SAFETY ISSUES

There are several situations that are particularly hazardous for pedestrians and
bicyclist in the BACTS areas. The most hazardous locations for pedestrians are
wide roads lacking sidewalks and crosswalks, especially in situations where
pedestrians are walking with their back towards oncoming traffic. Lack of
crosswalks is also a hazardous condition for pedestrians. Children and the elderly
face an especially high risk of dying while attempting to cross the street.

Motor vehicle speed is a factor in the seriousness of pedestrian injuries involving
motor vehicles; a pedestrian has a 95 percent probability of surviving a collision
with a car traveling 20 mph, but only a 15 percent chance of surviving a collision
with a car traveling 40 mph.

Maine law stipulates that motorists are to yield to crossing pedestrians whether
there is a painted crosswalk or not, but highly visible crosswalks help to
channelize pedestrian crossers and provide a cue to motorists to slow down and
watch for pedestrians in the roadway. There are numerous crosswalk deficiencies
in every BACTS community, and this presents an ongoing safety concern for area
pedestrians.

Statistically, the most dangerous place for bicyclists nationwide is along a major
urban road, but among children under 13, however, 59 percent of the fatal crashes
occurred on low-volume collectors or local roads.

The 2005 Bicycle and Pedestrian Plan included an analysis of crash report data
from 1994 to 1999 to better determine the circumstances surrounding bicycle and
pedestrian crashes in the BACTS area. For that time period, there were 129
reported highway crashes involving pedestrians and 95 crashes involving bicycles
in greater Bangor. (It is important to note that if a crash does not cause damage to
people or property, it is typically not reported; similarly, crashes which do not
involve a motor vehicle, such as pedestrian-bicyclist, bicyclist-bicyclist, or solo
bicyclist or pedestrian, are almost never reported.)

During the period 1994-1999, the majority of bicycle crashes occurred among
adult bicyclists; 55 percent of the riders were 16 or older. However, the largest
number of crashes in a single demographic, 34 percent, occurred in the 10-15 age
group, with a significant spike at age 11. Pedestrian crashes were spread fairly
evenly across the age spectrum, with the most victims in the age 20-30 bracket.
Pedestrian fatalities were skewed toward older populations; no one under 20 was
killed, and four out of seven deaths occurred in people over the age of 60. This
may be because older pedestrians are more fragile when hit, or because children
are more likely to be hit on local roads and therefore at lower speeds.

Crossing the street at non-intersection and non-crosswalk locations was by far the
most common pedestrian crash scenario, seen in 36 percent of all crashes during
the study period. This confirmed the national statistics; crossing the street can be
hazardous to your health. Walking in the street with one’s back to traffic came in
second at 13 percent. Pedestrian use of alcohol or drugs was deemed to be a
factor in approximately 17 percent of all crashes, compared to only two percent
involving driver impairment (not including another 4 percent where the driver’s
condition was unknown, or the 12 percent of hit-and-run drivers mentioned
earlier).

6.2.2 PEDESTRIAN FACILITIES

The 1996 BACTS Pedestrian Plan inventoried and
mapped existing roads with sidewalks throughout
the BACTS municipalities. The sidewalk
inventory was updated town by town in 2000, and
again in 2004. Additionally BACTS is in the
process of completing a more current sidewalk
inventory which will include the sidewalks within
3/4 mile of the current Bangor Area Transit (BAT)
bus routes. This 2009 Long Range Plan update
incorporates the previous information into the
current, GIS based BAT sidewalk inventory. The

updated data serves as the base for the pedestrian facility recommendations
included in this Plan.

6.2.3   DESTINATIONS

The 1996 plan included information on the most important routes that local
residents were interested in traversing by bicycle or on foot. Appendix A
includes a map included in the 1996 plan that showed “Desire Lines.” These
were meant to track the links between origins and destinations for bicyclists and
pedestrians. This map is still relevant, with the addition of a new significant
destination point near the intersection of Wilson Avenue and Interstate 395, where
a significant new concentration of medical and office buildings is developing.

6.2.4 BICYCLE FACILITIES

A.      On-Road Facilities

The 1996 Plan included recommendations for on-road regional bicycle routes.
The 2009 update adds existing trails highlighted in other local or regional studies.
It also included an accurate evaluation by on-the-ground cycling of the majority
of the BACTS primary and secondary bicycle routes to determine their current
condition. The updated data serves as the base for the bicycle facility
recommendations included in this Plan.

The AASHTO) 1999 Guide to the Development of Bicycle Facilities (AASHTO
Bicycle Guide) provides for the following general categories of on-road bicycle
facilities:

        Shared Roadway (No bikeway designation),
        Signed Shared Bikeway (Bike Route), and
        Bike Lane.

The AASHTO Bicycle Guide defines the appropriateness of the above types of
bicycle facility for a particular roadway segment based on a number of factors
including, “…ability of the users, specific corridor conditions and facility cost”.
Corridor conditions take into account traffic volumes and speeds, turning
movements, conflicts, pavement and shoulder
conditions, condition of drainage or utility structures
and other factors. Application of one of these
designations should also consider whether the route
is a high demand corridor or not.

The AASHTO Bicycle Guide recommends a four-
foot paved shoulder or five feet if a curb or guardrail
exist as the preferred width of paved shoulders.
Paved shoulders that are less than four feet wide are

still appropriate for some situations, especially if they are all that can be created
by restriping of an existing roadway that currently has little or no paved shoulder
area available for bicyclists. By example, a rural road with one-foot shoulders,
good visibility and low traffic volumes may be a very satisfying and safe bicycle
route for the three types of bicyclists. It is appropriate to consider such a roadway
as a shared roadway and sign it as a bicycle route. By contrast, a busy, urban
collector road with four to six-foot striped shoulders, while providing a safe route,
may only be acceptable as route for advanced bicyclists due to the lower
experience level, increased rider stress and increased vehicular speeds typically
resulting from wider roads.

For designation of a facility as a formal bike lane, the four-ft minimum or five-ft
minimum next to curbs or guardrails is necessary

conditions. Appendix B contains a list of other references that provide
information on bicycle (or pedestrian) design guidelines.

B.        Off-Road Facilities

Off-road facilities, or shared use paths, are separate paths for bicycles and
pedestrians that are at least ten-foot wide with a surface that is ADA accessible.
Shared use paths are best used to serve areas that are not served by streets.
Placing shared use paths adjacent to roadways is ONLY advisable where there are
no driveways that need to cross the path and the adjacent roadway is not readily
appropriate for use by bicyclists. Shared use paths should provide special routes
for bicyclists and pedestrians that are not available on the existing roadway
system.

6.2.5 PROMOTING WALKING AND BICYCLING

The 2004 BACTS Bicycle and Pedestrian Plan included discussions of numerous
efforts to create walking trails or shared use paths, usable by both bicyclists and
pedestrians. Since that time the communities and local not-for-profits and
advocate groups have continued to work on these efforts or have instigated
several additional efforts that will directly or indirectly improve walking and
bicycling conditions within and around the BACTS areas. This includes:

        Bangor Trails,
        The Penobscot Valley Greenprint Project, and
        The Orono Land Trust trails work.

As much as possible, the work of these groups has been considered during the
2009 update of the BACTS Pedestrian and Bicycle Long Range Plan.

6.2.6   INTERMODAL CONNECTIONS

Pedestrians and bicyclists can expand their transportation range and options
greatly by connecting with other forms of transport for longer trips. Public transit
in the Bangor Area, via the BAT, offers convenience for pedestrians and
bicyclists by providing simplified fares, university-subsidized, and monthly-
discount ride passes; multiple routes to popular commuter and shopping
destinations; wheelchair access; and bicycle racks on the front of each bus.
BACTS municipalities and area businesses have begun to provide downtown
bicycle racks to accommodate more bike-and-walk trips.

6.2.7 USER ADVOCACY GROUPS

The Bicycle Coalition of Maine (BCM) represents over 5,000 bicyclists in Maine.
BCM promotes safety, access, and education for both bicyclists and pedestrians
statewide and provides services for bicyclists at special events. Alpha One
advocates on behalf of disabled pedestrians and lobbies for compliance with ADA
requirements, supporting pedestrians in wheelchairs and those with
developmental, visual or hearing impairments. Appendix C contains a list of
local advocacy and not-for–profit groups that have expressed an interest in non-
motorized transportation.

There does not appear to be any Bangor or BACTS Area specific bicyclist or
walking organizations at this time.

6.3.    DEFICIENCIES

6.3.1. CURRENT CONDITIONS

A.      Overview

While there has been much progress in making walking and bicycling in the
BACTS Area easier and safer in the last five years, there are still areas or
situations where deficiencies exist in the regional system of pedestrian and
bicycle facilities. The following pages outline noted deficiencies in these
systems. In addition, this section highlights noted deficiencies in other aspects
that help to create a more pedestrian and bicycle friendly environment. The
deficiencies are noted in bullet form unless supplementary explanations can
provide more information.

B.       Sidewalks

         Many sidewalks are not yet ADA compliant, as noted in a recent BACTS
         sidewalk inventory study related to pedestrian access to the BAT routes.
         Sidewalks are not provided on at least one side of many urban streets.
         Several key lengths of sidewalks that are important to the regional system
         of pedestrian facilities are missing.
     •   Crosswalks are missing or hard to see at the majority of intersections in
         the BACTS Area.
     •   Several roads in the BACTS Area continue to decline in their ability to
         accommodate pedestrians, as restriping, intersection improvements, or
         other modifications remove or limit existing shoulders or facilities.
         Municipalities are considering removing pedestrian facilities to minimize
         maintenance costs.

C.       Shoulders & Lanes

During the review of existing conditions, the study team “rated” routes and
deficiencies during their bicycle examinations, based primarily on shoulder
condition and width and traffic volumes and speed. Table 1 – Long Range
Regional Bicycle Route Assessment identifies areas and types of specific bike
lane or shoulder deficiencies. Additionally Figure 2 Long Range Regional
Bicycle Routes identifies specific route segments which need improvements to be
suitable for bicycle use. In general, the typical types of deficiencies noted were:

         High volume traffic routes with or without curbed sections and no or
         minimal striped shoulder (i.e. Bangor - Stillwater Ave. between the I-95
         ramp and the Maine Mall or Hogan Road);
         Broken and potholed pavement at shoulder or roadbed areas (i.e. Bangor –
         Stillwater Ave. northeast of Hogan Road);
         On-street parking with less than four feet between parked vehicles or
         parking stripes and the edge of the travel lane; and
         Non-bicycle safe catch basin rims, poor grading around catch basins, or
         other uneven utility covers in bicycle lane.

D.       Bridges

         Nearly all river and interstate bridges created conflicts or barriers to
         bicycles, due to insufficient shoulders or bike lanes, deteriorating bridge
         deck surface, or poor bridge deck joints, coupled with heavy vehicular use
         and/or poor pavement conditions.
         Poor bridge conditions for bicyclist have a compounding effect of
         potentially putting cyclists on sidewalks – creating a significant and very
         real pedestrian hazard.

E.   Intersections

     Many intersections are not yet ADA
     compliant for pedestrians.
     Most intersections do not have visible
     or well striped crosswalks or stop bars
     (See also Sidewalks, above).
     Many intersections routinely reduce or
     eliminate paved shoulders by the
     addition of turning lanes without
     providing signage or directions alerting
     bicyclists and motorists that they need
     to share the road through the
     intersection.
     Few intersections contain bike lane markings, lane striping or advance
     bike lane signage to alert motorists to the potential for cyclists within
     intersections.
     Signalized intersections do not generally have advance bicycle
     detectors/sensors which can be activated by bicycles.
     Bangor in particular, contains a number of wide streets (36 – 42 ft. or
     greater) and wide intersections which do not contain center medians as
     “refuge islands” or audible pedestrian signals to encourage safe use by
     pedestrians.

F.   Linkages

     Neighborhoods are not fully connected to desirable destinations, such as
     schools, businesses, public services, recreational facilities, or other
     neighborhoods via good bicycle and pedestrian facilities that serve all
     three types of bicyclists or pedestrians.

G.   Signage

     Very few directional or informational signs are oriented to serve bicyclists
     or pedestrians on both on-road and off-road facilities.
     Almost no regional bicycle routes or facilities are signed to alert bicyclist
     or motorists to their existence.
     There are few, if any, “Share the Road” signs in the BACTS Area.
     Many intersections lack signage alerting motorists to the need to yield to
     pedestrians in crosswalks when making turns.

H.       Maintenance

         Maintenance of bicycle and pedestrian facilities does not seem to be given
         equal priority with roadway maintenance for motorists, creating safety and
         accessibility issue for user.
         Roadway pavement edges are not always smooth or level with the
         adjacent shoulder area.
         Roadway shoulders are often filled with gravel, sand, broken glass, or
         other debris creating safety issues for bicyclists and pedestrians.

I.       Mobility

     •   The vast majority of BACTS residents and commuters do not routinely
         consider bicycling and walking trips as substitutes for automobile trips.
     •   Many parents are afraid to let their children walk and bicycle to school
         due to safety and security issues.
     •   Maine’s excellent motor vehicle code with laws that facilitate shared use
         of the highway system are not uniformly enforced.
     •   Bicyclists, pedestrians, and motorists do not equally observe the rules and
         share the road, with portions of each group at fault.

6.3.2    FUTURE CONDITIONS AND ISSUES

Traditionally BACTS has focused on:

         Promoting walking and bicycling facilities such as sidewalks and wide
         shoulders as part of larger transportation projects,
         Educating the public on walking and bicycling through newsletter articles
         and sponsorship of regional bicycle and pedestrian forums and workshops,
         and
         Encouraging walking and bicycling as alternate means of transportation
         through affiliation with other active-living community groups, promotions
         such as Commute Another Way Week, and ongoing logistic and technical
         support to BACTS communities to promote bicycling and walking.

National and local trends both indicate greater interest in walking and bicycling as
a transportation mode. This increase can be expected to create additional issues
and demands for BACTS and its member communities, including:

         The potential that demand for good pedestrian and bicycle facilities,
         particularly off-road shared use paths, could outstrip supply;
         A greater need to equally enforce existing rules of the road that address
         the interactions among motorists, bicyclists, and pedestrians;
         More urgency for public awareness among all users to share the road and
         behave courteously;

         Continued need for adding or retrofitting ADA compliant traffic signal
         actuation and pedestrian phase indicators; and
         The need to provide more bicycle and pedestrian amenities, such as longer
         pedestrian signal phases, traffic islands, wide paved roadway shoulders or
         bicycle lanes, or sidewalk benches to position the municipalities as livable
         communities for economic development purposes.

6.4      RECOMMENDATIONS

6.4.1    OVERVIEW

Based on the identified deficiencies and anticipated future conditions as discussed
above, BACTS staff, local municipalities, not-for profit groups and others can
pursue the following strategies to address existing deficiencies and future needs,
as well as the area’s vision, goals, and objectives for walking and bicycling.

The following recommendations are typically for BACTS and its member
municipalities, but many can equally apply to not-for-profit organizations,
advocacy groups, private businesses, or individuals. Tags have been added in
(italics) to the end of those recommendations that can apply to others. The
recommendations are also numbered to make identification of specific
recommendations easier.

6.4.2 PEDESTRIAN AND BICYCLE SAFETY

A.       Crash Recording

      SA1. Work with local and state officials to develop and use a more
           comprehensive method of reporting bicycle and pedestrian crashes.

      SA2. Use GIS, PBCAT, and other applicable analysis methodologies to
           study pedestrian and bicycle crash rates, circumstances, and locations
           to identify high pedestrian or bicycle crash locations and help in the
           development of information on how to reduce crash rates either by

B.       Education

      SB1.   Work with not-for-profit and bicycle/pedestrian advocacy groups to
             organize and/or present education on existing Maine traffic laws and
             safe operating behaviors for municipal officials, law enforcement
             officers, motorists, bicyclists, and pedestrians. (Colleges &

      SB2.   Assist in the distribution of existing instructive programs to be used by
             member municipalities in educating students on safe and responsible

E.      Signage

     SE1.   Add “Share the Road” signage and directional stencils for bicyclists on
            shoulders and shared roadways identified in regional or local bicycle
            plans. (MDOT; Advocacy Groups)
     SE2.   Provide signage to alert motorist to the presence of bicyclists on the
            road near intersections or bridges where bicyclists need to share the
            travel lanes with motor vehicles. (MDOT)

F.      Enforcement

     SF1.   Promote enforcement of existing Maine traffic laws fairly among all
            types of roadway user groups. (MDOT; Law Enforcement)

G.      Improvements

     SG1. Recommend the use of Maine’s interstate funding to improve bicycle
          and pedestrian mobility at problematic off-ramp locations, such as the
          Hogan Road overpass. (Advocacy Groups)
     SG2. Develop safety countermeasures for identified high bicycle or
          pedestrian crash or other noted dangerous locations. (MDOT;
          Advocacy Groups)

6.4.3 PEDESTRIAN FACILITIES

Figure 1 - Long Range Regional Pedestrian Plan shows an updated pedestrian
plan, created in a GIS format using an aerial background to provide more precise
registration of the existing and proposed sidewalk and off-road pathway routes.
In addition to the sidewalk inventory data from previous studies, the Long Range
Regional Pedestrian Plan shows areas where new sidewalks should be provided
to create a complete the system. Table 1 - Long Range Regional Route
Assessment provides information on which of the more major streets in the
BACTS Area currently have sidewalks.

Other Pedestrian facility recommendations include:

   PE1.    Add appropriate pedestrian accommodations to roadways when
           undertaking repaving, upgrading, or reconstruction projects. (MDOT)
   PE2.    Support regional efforts to create a willing-buyer, willing-seller multi-
           user path along the old Veazie Railroad bed from Bangor to Orono.
   PE3.    Identify alternate funding sources and support efforts to create the off-
           road pedestrian facilities highlighted on the Long Range Regional
           Pedestrian Plan that BACTS cannot directly fund. (Advocacy Groups,
           Not-for-Profits)
   PE4.    Add sidewalks to existing roadways where either current or latent
           pedestrian traffic demand exists. (MDOT)
   PE5.    Provide trailhead signage and mapping at major off-road paths to
           designate them as “routes” within the BACTS regional. (MDOT; Not-

   PE6.    Encourage sidewalks with minimum 4-5 ft. grass or landscaped/treed
           esplanades to promote both increased separation to motor vehicles and
           a more user-friendly environment where right-of-ways permit.

   PE7.    Repair areas of existing off-road facilities with known deficiencies,
           such as the severely eroded section of Kenduskeag Stream Trail
           (Bangor) between the covered bridge and the Court. (MDOT;

6.4.4 BICYCLE FACILITIES

Figure 2 - Long Range Regional Bicycle Plan shows an updated regional
bicycle facility plan for the BACTS area. This 2009 Bicycle Plan is based on the
1996 Regional Bicycle Plan and the 2004 Bicycle Plan data. It also includes other
planned bicycle facility or trail information from member municipalities, regional
planning organizations, and not-for-profit organizations, such as the Bangor Trails
report or Orono Land Trust maps. These additional routes have been added
because they have been well researched and examined in other forums and
provide logical additions to the regional system. Placing these locally developed
recommendations in the regional system is meant to support their development.

The primary updates to the 1996 map and legend include the:

       Addition of “Future Separated Bike Routes” and off-road routes which are
       regionally significant for transportation;
       Addition of new routes to the map.
       Removal of bicycle routes which extend outside the BACTS boundary;

        Identification of routes which leave and reconnect to the BACTS
        boundary as “Important Existing or Future Links to BACTS Facilities”;
        Addition of routes which are key “Linkages” to adjacent communities or
        resource areas and qualification as either “Good” or “Poor” based on the
        condition of the roadway or expected future conditions of off-road
        facilities;
        Identifications of deficient roadway segments - “Shoulders
        Construction/Pavement Repair Required” – for roads which are unsuitable
        for bicycles without improvement;

Other bicycle facility recommendations include:

   BI1.    Add appropriate bicycle accommodations in accordance with
           AASHTO Bicycle Guidelines to roadway repaving, upgrade or
           reconstruction projects. (MDOT)

          sections widths)and assess the potential for re-striping to provide
          minimum striped shoulder areas or to include minimum five-ft wide
          curb bike lane on proposed bridge re-construction projects.
     BR2. Provide warning signage for bicyclists at poor bridge deck joints.

6.4.7 PROMOTING WALKING AND BICYCLING

     PA2. Incorporate requirements in development regulations for the routine
          accommodation of pedestrians and bicyclists, such as paved shoulders
          or bike lanes on roadways, sidewalks, bicycle racks or lockers,
          showers, benches, and drinking fountains, into new and retrofitted
          development.
     PA3. Encourage member municipalities to prepare their own bicycle and
          pedestrian plans that build upon and expand the Long Range Regional
          Pedestrian and Bicycle plan at the local level. (Advocacy Groups;

B.      Education Programs

     PB1.   Support Commute Another Way Week with local publicity and

6.4.8   ADVOCACY GROUPS

     AG2. Encourage the use of existing and the formation of new municipal and
          regional citizen committees to provide input on bicycle and pedestrian

6.4.9   INTERMODAL CONNECTIONS

     IM1.   Add bicycle racks and rental kiosks at Bangor International Airport,
            intercity bus stations, and the waterfront development areas.
     IM2.   Encourage business with large parking areas to add bicycle racks and
            storage lockers to create informal park-and-ride lots to make it easier

             for individuals in outlying communities to combine private vehicle
             travel with bicycling around town (and doing their shopping at the

6.4.10 INTER-COMMUNITY PLANNING

      IC1.   Maintain contact with member municipalities at least twice a year to
             stay abreast of actions and advancements relating to bicycle and
             pedestrian issues or facilities.
      IC2.   Coordinate development of bicycling facilities both inside and outside
             the urban area along major commuting corridors.
      IC3.   Coordinate facility planning and development with the Penobscot
             Valley Council of Governments and/or adjacent communities.

6.5      IMPLEMENTATION

6.5.1 FUNDING OPTIONS

The federal transportation bill requires that a portion of transportation funding be
used for bicycle and pedestrian facilities. The states are allowed some leeway as
to how this is specifically provided. In Maine, most of the funding for pedestrian
and bicycle facilities comes from the Transportation Enhancement funds. Other
funds that could also potentially be used, if allowed by the Legislature and the
Maine Department of Transportation include the Congestion Mitigation and Air
Quality Improvement (CMAQ) program Funds; Surface Transportation Program
funds (STP). Overall, there are 16 different federal funding sources that could be
used for some aspect of pedestrian and bicycle improvements.

There are numerous other State, and private funds that could potentially be used
to enhance pedestrian or bicycle facilities, education, encouragement, or
amenities. Appendix E contains a partial list of known funding potentials.

6.5.2 PARTNERSHIPS

With the growing concern for air quality, the environment, and climate change,
there is greater interest in advancing non-motorized forms of transportation by a
wider group of professionals, organizations, and government agencies.
Additionally, the health profession is interested in encouraging more active life
styles to promote healthier living. Encouraging more walking and bicycling is a
major portion of their program.

These two situations provide major potentials for partnering with these groups to
expand the potential funding pool for improving conditions for walking and
bicycling.

6.5.3 BUDGETING

The cost of expanding the bicycle and pedestrian network of local and regional
facilities will require funding. Table 3 Current Construction Unit Costs for
Selected Bicycle and Pedestrian Facilities provides some basic costs in 2008
dollars that can be used in budgeting for these facilities. Appendix F provides
more background information on these unit costs.
