REVIEW OF THE ASIA AND PACIFIC ATS ROUTE CATALOGUE (Presented by International Civil Aviation Organization)
SUMMARY The 16th meeting of ICAO Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG/16, August 2005) adopted the Asia and Pacific ATS Route Catalogue as a supplement to the Basic Air Navigation Plan (BANP). This paper informs the meeting of the Catalogue, and presents the latest version of the Catalogue for review and updating by the meeting.

INTRODUCTION
1.1 The ICAO ATS Route Network Review Task Force (ARNR/TF, disbanded) developed the draft Asia/Pacific ATS Route Catalogue and agreed that the Catalogue should be submitted to the APANPIRG/16 for adoption as a supplement to the BANP. The Catalogue Version 1 was published in August 2005 and the latest version is now available from the ICAO Asia/Pacific web site (http://www.bangkok.icao.int/) under the menu “e-Documents”. 2. DISCUSSION
2.1 The first meeting of the ARNR/TF (ARNR/TF/1, September 2004) noted that there was an urgent need to update the BANP to include a large number of changes to the ATS routes in the Asia/Pacific Region that had occurred after the first edition of the BANP was published in 2000. In order to establish a regular process for reviewing the ATS route network in the Region, the ARNR/TF/1 agreed to establish the Asia/Pacific ATS Route Catalogue. The draft Catalogue was developed to include five chapters as follows: Chapter 1: Chapter 2: Chapter 3: Routes in BANP − Implemented Routes in BANP − Not Implemented Routes Implemented − Not in the BANP/or not in accordance with the BANP Future Requirements − States Future Requirements − Users

IPACG/27 IP/11 7/11/07 2.2 In considering the role of the Catalogue at the ARNR/TF/2 (February 2005, Bangkok), it was intended that the Catalogue should be an informal document that consolidates material from the BANP and related documents to serve as an aid to States and users for route planning purposes. It is primarily a one stop information document, showing which routes are contained in the BANP, the status of implementation and amendment of routes, and future route requirements of States and users. 2.3 At the APANPIRG/18 (September 2007, Bangkok), IATA highlighted that many routes in the Catalogue remain unimplemented with no forward visibility as to whether or when there would be a positive outcome. In IATA’s view, this delays the benefits that would accrue in fuel savings and environmental benefits envisaged by the APANPIRG/15 (August 2004, Bangkok) which “acknowledged that a comprehensive ATS route review would assist with achieving positive environmental outcomes, primarily as a result of shortening routes wheneve r it was appropriate to do so.” Accordingly, IATA requested that States consider, as a matter of priority, the implementation of more routes from the Catalogue and, if the entire route cannot be implemented, consider realignment of the requested route, implementation of segments of the required route or implementation of conditional routes. APANPIRG/18 noted that ATS coordination groups review the Catalogue continually in accordance with the APANPIRG Conclusion 16/10, and take action on the route requests in the Catalogue. 2.4 The Catalogue is 118 page long. Excerpts of ATS route requirements which may be related to Japan or the Unites States are prepared as in Attachment to this paper. 2. ACTION BY THE MEETING
3.1 The meeting is invited to note the availability of the Route Catalogue from the ICAO Asia/Pacific web site (http://www.bangkok.icao.int/) under the menu “e-Documents”. Updates should be transmitted directly to the Regional Office for inclusion in the Catalogue.
