A Resolution to Amend the 14th Amendment of The Constitution

WHEREAS, The Fourteenth Amendment to the Constitution states that “All citizens born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States”; and WHEREAS, The Fourteenth Amendment was primarily intended to establish the rights of African-American slaves after the Civil War; and WHEREAS, The Fourteenth Amendment is currently used to justify the United States' policy of birthright citizenship; and WHEREAS, This outdated interpretation is based upon English Common Law; and WHEREAS, Birthright citizenship encourages illegal immigration; and WHEREAS, The United States is one of only a handful of developed nations that still maintain a policy of birthright citizenship; now, therefore, be it RESOLVED, That upon approval of two-thirds of the chamber of this Student Congress here assembled, the following Constitutional amendment be sent to the state legislatures for approval: Children born in the US will be considered US citizens only if both of their parents are a citizen or legal resident.
