I am pleased to advise you that the 2007-2008 year has been a year of both success in the Bar Foundation’s efforts, as well as great personal gratification to all of the members of the Board of directors. We are ever mindful of our obligation as stewards of donors’ funds from more than 6,000 annual donors. Our grant program has been increased to almost $300,000 this year through the generosity of lawyers and their families from all over the State. We are very careful to distribute these funds equitably throughout the State and for worthwhile purposes. Our Board member, Beth Jensen, and her very able committee, have worked very hard in shepherding this process through and reviewing every grant request carefully and making recommendations to the Board to maximize our impact throughout the State. We continue to support lawyers and families of lawyers who, by reason of age and infirmity, are unable to take care of themselves. during the past year we have helped eight families and we continue to honor the requests of all Illinois lawyers and their families in need as a strong priority of the Foundation. Our scholarship program has granted scholarships to a recipient at every law school in our area. Last year, we increased the funding by 50% and were able to maintain our scholarships at that level in this year. Clearly, much more needs to be done in this area, and we will be looking at major changes to our scholarship program in the coming year. the Board is in the process of reviewing and implementing a Feasibility Study conducted by the alford Group, a respected not-for-profit consulting organization, on behalf of the Foundation. Our goal is to significantly increase our charitable assets by 2010 and beyond. That study will be implemented through the efforts of russell Scott, our past president, Lynn Cavallo, our Board member dealing with communications, George Mahoney and his development committee, and finally, by our Executive Committee in dealing with increased staffing. The Illinois Bar Foundation faces challenges in staffing this year. Our Executive Director, Susan Lewers, is taking several months off for the birth of her and her husband, Tom’s, first child. Her assistant, Jordan Phillips, leaves us in the fall to attend John Marshall Law School. We are very proud of Jordan, and wish her the very best. We welcome a new associate executive director, Sommer Scheer, who will give us assistance in all matters, but primarily in development of funding, during the coming years. the work of the Foundation will continue without interruption. Finally, in addition to our regular staff in Chicago, we owe a great deal of gratitude to the Springfield office of the ISBA. Our part time accounting assistant, Bridgett Burke, Patt Rexroad, Doug Barringer, the ISBA Controller, and finally, Robert Craghead, Executive Director of the Illinois State Bar. All have made significant contributions of both time and talent to the Illinois Bar Foundation. As I complete my final year as President of your Bar Foundation, I thank all Board Members, staff and volunteers who have spent so many hours in this worthwhile endeavor. Sosin, Palos heights President 2006-2008 {2} Illinois Bar Foundation AnnuAl RepoRt 2007/2008 MeSSage FrOM the PreSIdeNt 2008-2010 I aM hONOred aNd huMBLed to serve as the president of the Illinois Bar Foundation. I consider this opportunity a tremendous blessing. I have been asked more times than I could possibly number, “What does the Illinois Bar Foundation do?” Well, I have most often heard others describe us as the “charitable affiliate” of the Illinois State Bar Association. a recent publication described us as the “fundraising arm” of the ISBa. however, I have learned over time that character is the driving force of conduct, so I prefer to answer the question of “who” we are before I describe the mechanics of “what we do.” While it is true that we are an affiliate of the ISBA, engage in fundraising and charitable giving, I personally prefer to begin by describing the Foundation in terms of her character, and I see that as the “compassion” of the Illinois bar. June of 2008 marked my eighth year as a member of the Illinois Bar Foundation Board. On the way to the presidency, I attended meetings from St Louis to Lake geneva, served on committees, recruited Fellows, investigated grant requests, presented checks, and otherwise served at the pleasure of our predecessor presidents. during that time I have seen countless lawyers at the apex of their careers find the time and compassion to lend assistance to others who were at their lowest points, and in their hours of greatest need. In a world where lawyers are too often viewed through a cynical societal lens, I am honored to work with a board of Illinois Board Foundation - lawyers who commit their limited time and considerable talents to assisting those less fortunate than themselves. the staff of the IBF are people who have dedicated their careers to the kind of work that the Bar Foundation does. their hearts called them to this vocation long before they were ever associated with the Illinois Bar Foundation. the preceding presidents of the Illinois Bar Foundation have transferred to me a healthy organization. I honor and thank them. I believe I speak for the entire Illinois Bar Foundation and Illinois State Bar association family when I say that we are excited about embarking upon a new era, a time of exploring and implementing a new vision for the future. during my term as president, I am sure we will continue on the paths of charitable giving, fundraising, and impacting the legal system for the better. We will continue to fund programs and endeavors that improve and enhance justice. We will continue to provide subsistence to lawyers and to their families in their time of greatest need. Bartholomew, Belleville gregg a. garofalo, Chicago** Christopher Mullen, Chicago * term expired in 2008 ** term begins in 2008 {4} Illinois Bar Foundation AnnuAl RepoRt 2007/2008 CharItaBLe gIVINg OVerVIeW Grants Program The Board of Directors reviewed 89 requests from not-for-profit organizations across the state for funds to support their law-related programs. after a thorough review process, the Board awarded grants ranging from $2,500 - $20,000 to programs that fall within the following categories: • • • • • • encourage and promote legal assistance to poor, elderly and disadvantaged people reduce the incidents of domestic violence M ake the court system more accessible and transparent to the public, especially those projects involving children reduce recidivism of juvenile and adult offenders help members of the public understand their rights and responsibilities under the law enhance the ethical and professional practice of law Thirty six not-for-profit organizations received $295,005 in funding during FY2008. Details about these grants are included on the pages that follow. In addition, the Illinois Bar Foundation partnered with the Illinois State Bar association Young Lawyers division to increase funding for programs focused on children through the IBF/YLd Children’s assistance Fund. YLd funded an additional organization in the amount of $5,000 through this program. Subsistence Program Lawyers, their spouses or their dependents, who because of age, illness or other incapacities, find themselves in financial distress may be eligible for monthly stipends to ensure that the families have adequate housing, food and basic medical care. this year, the program supported six families in the amount of $54,850. More information about the Subsistence Program can be found on page 18. Scholarship Program the Foundation annually awards $3,000 scholarships to a second or third year law student at each of the thirteen law schools affiliated with the Illinois State Bar Association. With the resources available to them, the Board funded just 36 organizations with amounts ranging from $2,500 to $20,000 and totaling $295,005. Located in Chicago Serving Cook County $5,000 to support Project BUILD. Project BuILd is the rehabilitation program at the Cook County Juvenile temporary detention Center. Project BuILd works with youths released from the detention Center to teach them life skills, such as appropriate behavior, violence prevention strategies and conflict resolution in order to reduce recidivism. $20,000 to support its legal assistance hotline. CarPLS’ legal assistance hotline provides lowincome clients with immediate access to legal advice, referrals and brief services and streamlines the legal aid system in Cook County. CarPLS attorneys resolve more than 65% of its cases without the need for further referral, alleviating the burden on traditional legal aid programs designed to provide in-court representation. By supporting its hotline services, CarPLS hopes to increase the number of clients served, increase the depth of service provided to those clients and lower the cost per case. Cabrini Green Legal Aid Clinic Located in Chicago Serving Chicago $15,000 to support its Criminal Law Program. CgLa provides free legal services in the areas of family, housing and criminal law to low-income residents of Chicago. the criminal law program provides representation and other legal services to clients facing criminal charges and who seek to clear their arrest and conviction records. CASA – 15th Judicial Circuit Located in Dixon Serving Lee, Carroll and Ogle counties $4,000 to support its volunteer recruitment and training efforts. CaSa – 15th Judicial Circuit aims to provide for each abused child they represent, an advocate who, free from heavy caseloads and bound only to protect the child’s best interests, will take the time to carefully monitor the case and make sound recommendations to the court. {7} Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) CASA of Franklin County Located in Benton Serving Franklin County $2,500 to train and recruit new CASA advocates. CaSa of Franklin County strives to help abused and neglected children who are victims to not become victims again in the legal system. they provide volunteers for court-based advocacy to speak up for the best interest of the children. CaSa of Franklin County currently serves 55 children, the most ever, but they are still only able to serve 48% of the cases. With a grant from the Foundation, they expect to add 10 to 15 additional advocates. CASA of Will County Located in Joliet Serving Will County $7,500 to hire a part-time specialized case manager to oversee the Juvenile Justice Project. unlike other state CaSa programs, CaSa of Will County works in the delinquency courts. In this new collaborative program involving the Will County health department and the Will County Juvenile Probation, the juvenile justice advocates will work closely with court personnel, service providers, school personnel and the children and their families to provide mentoring, resource and referral assistance, monitoring and case management services. CASA of Jefferson County Located in Mt. Vernon Serving Jefferson County $2,500 for new advocate training. CaSa of Jefferson County was established in June 2006 to advocate for abused and neglected children within the Juvenile Court system by training and managing volunteers to represent those children’s best interest in the court. CASA of Williamson County CASA of Vermillion County Located in Danville Serving Vermillion County $3,000 to support this new CASA program. CaSa of Vermillion County was recently established in 2007 to advocate on the behalf of abused and neglected children. CaSa volunteers are highly trained community volunteers who are appointed by a judge to represent the best interest of abused and neglected children in court. each CaSa volunteer is assigned to one case at a time and serves on that case until it closes. {8} Located in Marion Serving Williamson County $4,000 for new advocate training. CaSa of Williamson County is serving 92% of the children in the juvenile court, and have experienced dramatic growth over the past few years. they hope to train 30 new volunteers in 2008. a CaSa volunteer is a highly trained and managed community volunteer who is appointed by a judge to represent the best interest of abused and neglected children in court. a CaSa volunteer gathers information about the child and reports it to the court at every hearing. Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Catholic Urban Programs Neighborhood Law Office (NLO) Located in East St. Louis Serving St. Clair County $15,000 to support its Strong Urban Neighborhoods program. The Neighborhood Law Office works with the residents of east St. Louis to create healthy, safe and strong neighborhoods, which in turn help stabilize and revitalize a decaying city. NLO teams with citizen organizations to file lawsuits against owners of derelict structures, monitors the east St. Louis city code enforcement and demolition programs and demands accountability from city officials charged with protecting public health and safety. recently, NLO expanded into home and neighborhood preservation by preventing bond-for-deed foreclosures. The Center for the Prevention for Abuse Located in Peoria Serving Peoria, Woodford and Tazewell counties $7,000 support its Court Advocacy Program. the advocacy Program assists victims of domestic violence in their efforts to petition the court for orders of protection. the Center for the Prevention of abuse is the only agency in the state of Illinois to provide emergency and longer-term housing and supportive services to victims of domestic violence, sexual assault/abuse and elder abuse. they serve more than 4,000 individuals affected by violence each year. Chicago Legal Advocacy for Incarcerated Mothers (CLAIM) Located in Chicago Serving Cook County and downstate correctional facilities $5,000 for its onsite legal aid and client education programs. CLaIM provides programs on legal aid and family law matters to mothers in jail and prison, educational programs to help mothers forge sound plans for their children and in many cases avoid foster care placement, and advocacy for more humane policies by raising public awareness and through educating policy makers. Catholic Social Services of Southern Illinois Located in Carbondale Serving Jackson County $8,000 to support its Awakenings program. the awakenings program is a 14-week program designed to help offenders examine their attitudes and behaviors. the goal of awakenings is to reduce recidivism by returning the participant to society with a better understanding of personal responsibility he/she has for his/her actions, giving new skills to cope with fluctuating emotions and a new control over his/her actions. this year, the program hopes to graduate 50 adults and 24 juveniles, a 50% increase from 2007. {9} Chicago Metropolitan Battered Women’s Network Located in Chicago Serving Cook County $10,000 to support the Domestic Violence Court Policy and Advocacy Project. this project helps increase Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) the safety of victims by removing guns from the abusers in cases where orders of protection are issued or pending. the Chicago Metropolitan Battered Women’s Network helps improve the lives of victims of domestic violence through operating the City of Chicago domestic Violence help Line, the Centralized training Institute and leading public policy and advocacy efforts. Chicago Volunteer Legal Services Foundation (CVLS) Located in Chicago Serving Cook County transportation to the Kane County Judicial Center in geneva. this court advocate will be dedicated to the elgin Branch Court and will have bilingual skills in order to better assist those Spanish-speaking clients. the Community Crisis Center was one of the first domestic violence shelters in the state of Illinois. their services include: a 24 hour crisis hotline; information and referral; emergency shelter for up to 40 women; transitional living support; individual and group counseling; legal, medical and welfare advocacy; financial assistance and food and clothing referrals; a batterer intervention program; and community education. Constitutional Rights Foundation Located in Chicago Serving Statewide $10,000 to support the Chancery Court Access to Justice Program. Chancery Court judges appoint CVLS to represent and assist pro se low-income parties in mortgage foreclosures and partitions, actions to quiet title, subsidized housing evictions and appeals of government administrative decisions. the project has accepted 200 cases in its first 20 months and anticipates accepting approximately 100 new each cases year. Community Crisis Center (CCC) Located in Elgin Serving Northern Kane County $8,000 to support the hiring of a new domestic violence court advocate at the Elgin Branch Court. Currently, CCC serves victims at the elgin Branch Court on an on-call basis, offering assistance to those who have difficulty with $7,500 to support its expansion of its Equal Justice Under Law program to schools south of I-80. the Equal Justice Under Law program engages students and their peers from diverse education and socioeconomic backgrounds in discussions of the u.S. Supreme Court cases and examinations of public issues. the Constitutional rights Foundation works with elementary and secondary schools to develop critical thinking skills and to promote a commitment to the rule of law and to encourage civic participation among young people. { 10 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Crisis Center Foundation Located in Jacksonville Serving Morgan, Scott, Cass and Greene counties $6,000 to support its Legal Advocacy Program. the Crisis Center Foundation provides a myriad of services that help victims of domestic violence regain or develop the skills needed to live without further abuse. the legal advocacy program educates domestic violence survivors of the remedies, rights and options under the Illinois domestic Violence act, and assists in accessing and navigating law enforcement, civil and criminal justice systems. Family Rescue Located in Chicago Serving Chicago $8,000 to support its Court Advocacy Program. Family rescue provides comprehensive support services and shelter to victims of domestic violence and encourages prevention through community activities. the Court advocacy Program provides crisis counseling, education regarding the Illinois domestic Violence act, advocacy with police and judicial system personnel, court accompaniment for survivors who want to obtain an Order of Protection in civil court and/or proceed with criminal misdemeanor or felony charges. It is the only agency in Chicago that will assist any woman walking into the courthouse seeking a civil Order of Protection. Equip for Equality Located in Chicago Serving Statewide Family Shelter Service Located in Wheaton Serving DuPage County $10,000 to support its Special Education Clinic. Its Special education Clinic is a single place for parents to obtain comprehensive information, legal advice, strategies and referrals on children’s special education rights. With resources and strong pro bono interest from the private bar, the Clinic is poised to make a positive impact in the lives of students with special education needs. equip for equality is the only statewide, cross-disability, comprehensive advocacy organization providing self-advocacy assistance, legal services, and disability rights education while also engaging in public policy and legislative advocacy and conducting abuse investigations and other oversight activities. { 11 } $7,000 to support its Court Advocacy Program. Family Shelter Services serves victims of domestic violence by providing three shelter locations, counseling, court advocacy, 24-hour crisis hotline and a children’s program. In late 2007, the DuPage County Courts launched electronic filings of Orders of Protection. Family Shelter Service is helping the courts and the community in the new move towards electronic filing to ensure the project works appropriately for the victims it is intended to serve. Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) First Defense Legal Aid Located in Chicago Serving Chicago Illinois Equal Justice Foundation Located in Chicago Serving Statewide $10,000 for its legal services. First defense Legal aid is the only program offering free, aroundthe-clock legal assistance for individuals in Chicago Police department custody. Since the Office of the Cook County Public Defender is prohibited from representing clients in criminal matters until appointed by a judge, First defense volunteers provide legal services to arrestees and detainees at a critical time until a public defender can be appointed. $5,000 for its Equal Justice Illinois Campaign. the equal Justice Illinois Campaign is a bi-partisan effort to increase state appropriation for civil legal services for low-income persons. the funds for civil legal services help non-profit organizations across the state provide legal information, advice, mediation and representation to low-income persons. Last year, the funds served 118,000 people in Illinois. Illinois CASA Located in Peoria Serving Statewide $10,000 to fund the implementation phase of the CASA Community Awareness Program. Illinois CaSa is the organizing body for CaSa in Illinois and is responsible for developing new CaSa programs and expanding existing ones. the Community awareness Program is a professionally designed campaign that will seek to increase volunteer recruitment, community education and prepare for future development for the local CaSa programs. Illinois Judges Association Located in Chicago Serving Downstate judicial circuits $7,500 for its Judicial Intern Opportunity Program. this program offers a $1,500 stipend for full-time summer internships outside of Cook and Lake counties to first and second year minority or financially disadvantaged law students who want to do legal research and writing for state judges in Illinois. Last year, IJa provided internships to a minimum of 19 law students, and they hope to place more students this year. { 12 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Illinois Legal Aid Online Located in Chicago Serving Statewide $20,000 to support its Statewide Legal Services Websites. Illinois Legal aid Online provides comprehensive, internet-based resources for legal aid advocates, pro bono lawyers and members of the public seeking legal information. With the websites visited over a million times a year, Illinois Legal aid Online is an innovative project that increases the capacity of the entire legal aid delivery system while reaching a large number of low-income people. Treat Monument Dedicated Maryville Academy Located in Des Plaines Serving Cook County $5,000 to support the Maryville Victim Offender Conferencing Program. this program is designed to restore victims, youthful offenders and their community by providing victims of juvenile crime the opportunity to meet the offender in a safe and structured setting while helping the youthful offender take responsibility for his/her conduct and taking action to repair the harm to the victim and to their community. On June 20, the Illinois Bar Foundation unveiled a long missing grave marker for Samuel h. treat. Samuel treat was the judge of the eight Judicial Circuit for nine years; served on the Illinois Supreme Court for fourteen years, six as its chief justice; and was the judge of the united States district Court for the Southern district of Illinois for thirty-two years. abraham Lincoln argued more than 1,000 cases before Judge Samuel treat and, in fact, argued more cases in front of Judge treat than any other judge but one. he is the only federal judge and the only Illinois Supreme Court justice before whom Lincoln practiced who is buried in Springfield. His grave site remained unmarked until Federal district Court Judge richard Mills asked the Foundation to step in. at Judge Mills request, the Foundation raised the funds necessary to install a fitting monument to such a great jurist. { 13 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Mikva Challenge Located in Chicago Serving Chicago Prairie State Legal Services Located in Rockford Serving Northern and Central Illinois $15,000 to support its telephone Counseling Service. Prairie State Legal Services provides legal services to low-income residents in 35 counties in Northern and Central Illinois. the telephone Counseling Service is the primary point of access for more than 21,000 applicants for legal services in their service area. this service allows attorneys to interview callers, assess the situation, link urgent issues with staff attorneys in branch offices and provide prompt legal advice and counsel to eligible person. $20,000 to fund Project Soapbox. the Mikva Challenge develops the next generation of civic leaders, policymakers and activists by providing over 3,200 of Chicago’s young people with the opportunity to participate directly in the democratic process. Project Soapbox, a nascent program, will focus on developing the public speaking, debate and civic leadership skills of Chicago high school students while also expanding students’ knowledge of their rights under the First amendment of the Constitution. Sargent Shriver National Center on Poverty Law Located in Chicago Serving Statewide Mutual Ground, Inc. Located in Aurora Serving Kane and Kendall counties $5,000 to support its Domestic Violence Legal Court Advocacy Program. Bilingual/ bicultural court advocates provide victims of domestic violence assistance in courthouses in Kane County, the aurora Branch Court, the Kane County Judicial Center and the Kendall County Courthouse. Mutual ground is the only provider of court advocacy services in their area. $5,000 for the Safe Homes Initiative. the Shriver Center was part of an advocacy team that succeeded in passing the Safe homes act. the purpose of the act is to allow a victim of domestic violence living in rental housing to break her lease early or request an emergency lock change if there is an imminent threat of domestic violence against herself or her family. under the Safe homes Initiative, the Shriver Center will help educate advocates and victims of domestic violence about their rights so they can take appropriate action if needed. { 14 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Sojourn Shelter & Services Located in Springfield Serving Central Illinois $6,000 to support its Central Illinois Pro Bono Project. Sojourn Shelter & Services is a domestic violence program serving five central Illinois counties, collectively comprising the largest service area of any domestic violence provider in the state. the Pro Bono Project is a collaborative project that aims to enlist area attorneys to assist victims of domestic violence with Plenary Orders of Protection. to date, nearly 50 attorneys have provided pro bono advice, information, and representation to over 150 victims. Will County Legal Assistance Program, Inc. Located in Joliet Serving Will County $7,500 to assist with general operating expenses. the Will County Legal assistance Program provides quality legal services to low-income and senior citizen residents of Will County through advocacy, empowerment and commitment to equal justice. they are the only provider of free legal services in Will County. The Veterans Legal Support Center at The John Marshall Law School Located in Chicago Serving Statewide llinois Legal Aid Facts • twenty three programs make up the legal aid system in Illinois. • these programs employ two hundred and eighty full time equivalent attorneys. • Seventeen of the twenty three legal aid programs base their operations in Chicago. • In most judicial circuits there are more counties than legal aid staff attorneys. • three judicial circuits - 4th, 8th and 15th - do not have a single legal aid attorney based within their borders. $5,005 for training manuals for the ISBA’s Committee on Military Affairs. the training manuals will be distributed to volunteer attorneys who are willing to help veterans or to teach others how to do so. the Veterans Legal Support Center at the John Marshall Law School is the nation’s first law-school hosted legal support center and clinic dedicated solely to addressing the legal needs of united States Veterans in obtaining disability, medical and educational Veterans Administration benefits. • there is one legal aid lawyer for every 4,752 legal problems faced by low income Illinoisans. • Low income households receive legal assistance for only 1 out of every 6 legal problems encountered. { 15 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 graNtS (CONt.) Funds raised by the Young lawyers division support programs for children, especially children’s waiting rooms in court houses. this year, one grant was made from the fund. Winnebago County Bar Association Located in Rockford Serving Winnebago County Kendall County State’s Attorney’s Children’s Advocacy Center Located in Yorkville Serving Kendall County $5,000 to support its new Children advocacy Center. the Kendall County Children’s advocacy Center was established in January 2007 to protect children who have been sexually and/or physically abused. Funds from the Children’s assistance Fund will aid in the creation of an informational folder and brochure for victims and family members, a brochure to inform the public of their services and actions to take if they suspect a child is being abused and for recruitment, supervision, training and recognition of volunteers. $6,000 to support its Small Claims Mediation Program. the Small Claims Mediation Program provides self-represented litigants with the chance to discuss and resolve their legal problems in a non-threatening atmosphere where discussion and resolution can take place under the aegis of the mediation program. WCBa offers a program that engages lawyers as volunteer mediators and provides pro-se litigants with a quick and easy resolution to legal problems. Youth Job Center of Evanston, Inc. Located in Evanston Serving North Chicago and Near North Suburbs $3,000 to support its New Beginnings Program. Programs with a local impact must show evidence of the significance of the program to the locality and local support for the project. Grant Awards generally, grant awards average $8,000 and may be as much as $20,000. When a grant of $10,000 or more is awarded, the funds are paid in two equal installments over the term of the project upon proof that the project is ongoing and that the Illinois Bar Foundation funds are being used or have been committed for the stated purpose. It should be pointed out, however, that because of the high demand for the Foundation’s limited grant dollars, it must regretfully decline support to some worthwhile organizations. { 17 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 SuBSISteNCe PrOgraM thIS Year the ILLINOIS Bar FOuNdatION distributed $54,850 in financial aid to 6 lawyers who are unable to practice because of illness or other disability and their widows. the names of subsistence recipients are kept confidential to protect the privacy of the recipient. through its Subsistence Program, the Illinois Bar Foundation offers non-taxable subsistence gifts in the form of monthly stipends to help eligible lawyers and their families maintain modest but reasonable standards of living. With age, illness and physical disabilities adding to other problems, retired lawyers, widows and widowers often experience the need for financial assistance to cope with living expenses and medical costs. Catastrophic illness and the related medical expenses often deplete even the most successful lawyer’s savings and these significant medical bills make maintaining a reasonable standard of living nearly impossible. this Bar Foundation program steps in when there is nowhere else to turn for help. Funds from the Warren Lupel Fund, the Ogden Brainard trust and the James hamilton Lewis Fund substantially support the Foundation’s Subsistence Program. h. Sullivan with its honorary Fellows award and presented george r. ripplinger Jr. with its distinguish Service to Law and Society award at a breakfast on december 7 during the 2007 ISBa Midyear Meeting at the Sheraton Chicago hotel, sponsored in part by ticor title Insurance. the honorary Fellows award is bestowed on an individual of signal distinction among lawyers whose professional and public careers set an example to which others aspire. the recipient of the distinguished Service award is a person who has made a significant contribution to law and society including involvement with the Illinois Bar Foundation. Honorary Fellows Award / Distinguish Service to Law & Society as a longtime partner at Jenner & Block, tom Sullivan has honed his practice of law in trials and appeals of civil and criminal cases, internal investigations, arbitration and mediation. tom served as the united States attorney for the Northern district of Illinois and was the chairman of the united States Senate Nominations Commission, Northern district of Illinois. he has been involved in many criminal justice reform projects including the Illinois Capital Punishment reform Study Committee and chairing the Northwestern university Law School Center on Wrongful Convictions advisory Board. he served on the Illinois Supreme Court Committee on Jury Instructions in Criminal Cases, the Illinois Supreme Court rules Committee and the Committee on Federal Criminal Jury Instructions of the Seventh Circuit. tom serves on Board of directors of the Constitutional rights Foundation Chicago. he is active in the american Judicature Society. george is a partner of ripplinger & Zimmer, LLC and is active in many bar associations including the american Bar association, the Illinois State Bar association and the Illinois Bar Foundation. he chaired the aBa Section of general Practice Solo and Small Firm and was one of the ISBa’s representatives in the aBa house of delegates from 1989-1994 and again from 1995-1999. george is a former member of the Illinois State Bar association’s Board of governors and served as secretary from 1991-1992. he served on the Illinois Bar Foundation’s Board of directors from 1993-2004 and was secretary from 1998-2004. active in many civic affairs, george served on the board of the Illinois technology Center for Law & Public Interest, which is now known as Illinois Legal aid Online. he served as the first president of ILAO, a position that he still currently holds. george served on the boards of Land of Lincoln Legal assistance Foundation and Lawyers trust Fund of Illinois. he is a diamond Fellow. { 32 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 FeLLOWS (CONt.) Krolikowska { 45 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 FeaSIBILItY StudY thIS Year, the ILLINOIS Bar FOuNdatION BOard OF dIreCtOrS authorized a study to determine the feasibility of implementing a major fundraising campaign to increase IBF’s capacity to respond to community needs. the Board contracted with the alford group to conduct a Feasibility Study aimed at gauging opportunities and challenges in the following areas: The Image of Illinois Bar Foundation The Appeal of the Proposed Campaign Leadership Internal Readiness Climate and Timing In conducting this study, the alford group undertook the following steps and activities: • established an Oversight Committee responsible for guiding the Feasibility Study process. • developed a Case Prospectus articulating the vision for the proposed campaign. • Conducted confidential Interviews with 23 individuals. • designed a 28-question Online Survey sent to all ISBa members with valid email addresses. • Conducted an Internal Assessment. here’s what you said: Image • • • IBF has a very strong reputation among Illinois Bar members and a solid reputation as a wellrun organization. the organization is seen as representing the collective efforts of the Bar and its response to societal issues. as a result, the images of ISBa and IBF are closely interwoven. IBF has “name-only” recognition with many of those interviewed. however, they did not consider this a barrier to giving. Some interviewees perceived that IBF has untapped potential to be a “major player” based on the reputation and influence of members and the ISBA. Appeal • • • Interviewees wanted IBF to establish a “stake in the ground” around a particular vision. Interviewees are generally positive about IBF’s move to identify core issue areas. One of the most frequently cited reasons for contributing was “giving back to the profession” and “a sense of professional responsibility.” Leadership • • Unanimously, interviewees expressed confidence in IBF’s staff leadership. IBF has Board members identified by interviewees as well-respected and potential philanthropic leadership. the Board selection process and overlap between ISBa and IBF further consolidates the images of the two organizations. { 46 } Illinois Bar Foundation AnnuAl RepoRt 2007/2008 FeaSIBILItY StudY Climate and Timing • • The economic and political climate in Illinois was not identified by interviewees as an impediment to giving. however, leadership should recognize that certain potential donors may be more cautious in times of economic uncertainty. attorneys have many philanthropic priorities, including some IBF grantees, which results in a competitive landscape for those seeking donations. Recommendations the alford group developed a set of recommendations representing steps IBF can take in the next 24 months to take advantage of the opportunities present and position IBF and its donors for a future campaign. 1. Create a 3-5 Year Vision for IBF hold a Board retreat to form a compelling, bold Vision for IBF Board’s implementation strategy: the IBF Board will hold a visioning session in 2008-2009. 2. Communicate IBF’s Philanthropic Case for Support develop messages that clearly communicate IBF’s role in the Illinois legal community, emphasizing its expertise in its chosen focus areas and its understanding of the needs of nonprofits addressing those issues. Board’s implementation strategy: the Board has appointed a Public awareness task force that will develop messages based on the results of the Visioning Session. 3. Institute a Major Gift Program develop major gifts funding streams. Board’s implementation strategy: the development Committee has established a plan to increase major gifts. 4. Strengthen Staffing and Internal Systems add staff to strengthen programs and fundraising. redeploy the executive director’s time to build relationships with donors and volunteers.
