       XML Document Type Definition (DTD)

       An ―arrest warrant‖ is usually issued by a criminal court judge.
       The judge determines that there is probable cause that the
       subject of the warrant has committed a crime.

       In a typical case, the whereabouts of the subject are unknown,
       or the subject is not expected to respond voluntarily to a
       summons, or the subject has already failed to appear voluntarily.
       The warrant authorizes law enforcement officers to arrest the
       subject and force him or her to appear before the judge.

       An ―arrest warrant‖ is usually requested by a prosecutor who has
       filed a complaint against the subject and who presents the
       probable cause material to the judge. After the warrant is
       issued, it is delivered to a law enforcement agency for service.
       Information about the warrant may be published in state and
       federal databases – especially in those cases where the
       whereabouts of the subject are unknown, and where law
       enforcement officials are willing to travel to pick up the subject
       in another jurisdiction or extradite the subject if located out of

       Unserved arrest warrants for serious offenses are visible
       nationally. In the largest national database -- the FBI’s ―wanted
       person‖ file -- an ―arrest warrant‖ record must contain
       understandable information about the crime alleged to have
       been committed, and descriptive information about the subject
       so that he or she can be identified with reasonable certainty.
       These records often contain vehicle information to increase the
       chances for the subject to be located by traffic enforcement

       This specification is intended to define information about arrest
       warrants . . .

(1)   …that can be transmitted to records management systems
      and repositories of warrants (called ―hot files‖ or ―wanted
      person‖ files) for warehousing and indexing and general
(2)   …that can be transmitted from records management
      systems and repositories to law enforcement agencies so
      that the subject can be identified and held for court
      appearance or transfer to another jurisdiction;
(3)   …that can be transmitted from records management
      systems and repositories to criminal justice agencies for
      making bail, bond, charging, sentencing, and supervision
(4)   …that can be viewed by the general public in response to
      employment or licensing background checks.

This specification is intended to include information that falls into
these broad categories:
 The court that issued the warrant.

 The prosecuting agency that filed a complaint with the court.

 The law enforcement agency with immediate responsibility for

   serving or publishing the warrant.
 Pointers to related records in local, state, and federal

 The nature of the alleged crime – name of crime, statute or

   ordinance, severity, dates, etc.
 Subject identification.

 Vehicle information.

 Special caution considerations.

 Record status information – validation history, subject

   located, subject detained on another charge, etc.

When reading the DTD, the following coding is used:
