   As the leaders of the Michigan Elks Association, we have the responsibility to
guide and shape Elkdom in our state, Districts, Lodges and our members. We as
“the Benevolent and Protective Order of Elks” have been around for well over a
hundred years. Like our country, our state, and our communities we have had
good times and sometimes have hit bumps in the road. The last few years have
been challenging to our Order, but we will make it through, as we have in the
past.
In car racing, if you use the same motor and set-up week after week, you might
be successful for a while, but someone will find a better way and leave you in the
dust. We, as Michigan Elks, like a car team, have to make some adjustments
along the way to be successful, and in most cases (if not all) we don’t need a
complete overhaul but slight changes to show improvement. Change is one thing
that we as humans tend to buck, for we are people of habit. But can you imagine
what our Order would look like if we do things the same today as we did fifty
years ago? We constantly need to adjust and look at things differently to
improve. In some cases, we Elks are very progressive and demand change, for
example every year each Elks Lodge elects new Chair Officers, we also put term
limits on our Lodge Trustees to give others a chance to make improvements and
every May we install a new state president with new ideas. In most cases be it
local or state changes are slight to insure success.
In the last few years on our travels throughout Michigan, Emily and I concur that
Elkdom is as strong as ever and constantly helping others. Sure like a car going
into a big race we have to do some tweaking to get maximum results, but I am
honored to say “I AM PROUD TO BE A MICHIGAN ELK”.

                 2010 - 2011 GOALS OF THE PRESIDENT

Accident Prevention/Risk Management

   To have all Lodges file Claim Reports that are timely and complete.

   To have all Lodges use the Grand Lodge Self-Inspection Form on a quarterly basis.

   To communicate information on the Grand Lodge Insurance Program to the Lodges
    quarterly, or as needed.

   To have all Lodges review their insurance coverage on Property and Contents.

   To inform all Lodges of the need for bonding or coverage against discrimination suits
    and other actions that may endanger the Lodge, its Officers, and Members (Directors
    and Officers coverage).

Americanism

   To have all Michigan Lodges conduct the Mandatory Flag Day Ceremony, maintain
    a Heritage Corner and fly or display the American Flag at all times.

   Promote patriotic activities such as, entering Fourth of July Parades, Memorial Day
    Parades, and holding Law and Order nights.

   To have all Lodges enter the State Americanism contest.

   To have all Lodges in each District submit an entry in the Grand Lodge Americanism
    Essay Contest.

   To have at least one Lodge in each District participate in the new Flag Day training
    program for students.

   To have every Lodge award Flag recognition certificates in their area.

Business Practices

       All lodges will know that there is a business practice committee available upon
        request to them. This committee will offer its services and expertise to Lodges
        that may be having financial difficulties. This committee will review the Lodge’s
        operation and make suggestions, which should help with its problems.

Calendar Program

   To have all Lodges participate fully in the Calendar Program.

Drug Awareness Program

   To have every Lodge conduct at least one Drug Awareness Project involving the
    community.

   To encourage all Lodges to have a Drug Awareness booth set up at all Hoop Shoot,
    Soccer Shoot, or other youth-oriented activity.

Elks National Home

   To have all Lodges participate in the National Home Christmas Card Program.

   To have all Lodges verify publication of at least one article in their Lodge publication
    on the National Home and to have all Lodges place the National Home on the Lodge
    publication mailing list.

   That all lodge members know that as a Michigan Elk they can apply and have
    residence at the National Home.

Elks Training Program

   To have 100% of the Lodges participate in the Elks Training Program and to have
    every Lodge Officer participate in the training program.

   To have all Exalted Rulers and Elks Training Chairmen invite and encourage all
    members, through their Lodge bulletin and Lodge meetings, to take the training
    course.

   To have an “Elks Training Session” at the state fall round-up available to all
    interested attendees.

Government Relations

   All lodges will know that this committee is responsible for being aware of any
    legislation on the local, district, state or national level, which would adversely affect
    our Order. Areas of concern are our membership policies, Bylaws, Lodge House
    Rules or any other infringement upon our rights.

   Any local legislation pertaining to these matters are to be directed to the attention of
    the District and State Government Relations Chairmen. Lodge and District Chairmen
    should also inform the State Chairman immediately of any inquiries received from
    any local, state or national agency questioning any of our policies.

   To have all Michigan lodges maintain accurate records in the “Charity Records
    Booklet” for all Volunteer, Youth, Charitable and Community Service Programs.

   To have all members of our association understand and assist in protecting our
    guaranteed constitutional rights. These rights were granted to us under the First and
    Fourteenth amendments of the United States Constitution and the Bill of Rights
    (especially the right to “Private Assembly” and the exercise of freedom of choice with
    regard to these rights).

   To provide Lodges with charitable statistics for their publication in the community and
    Lodge bulletins.

   To provide form letters to Lodge members for organized write-in campaigns as
    suggested by Grand Lodge.

   To have all Lodges aggressively assist the State Association in pursuing “Property
    Tax Exempt” status with the State of Michigan


Hoop Shoot

   To have 100% participation of all Lodges in the Hoop Shoot Program.

   To encourage the Drug Awareness, Americanism and Membership Committees to
    set up information booths at every Lodge, District, and State contest. This committee
    should also provide the Michigan Elks News and Michigan Elks Website with a list of
    winners at the State contest and an article, including pictures, concerning the event.

Judiciary (Law & Bylaw Committees)

       All lodges will know that these committees are here if needed, these committees
        have the responsibility to examine all proposed amendments to the Constitution
        of the Michigan Elks Association and all resolutions, memorials or motions
        relating to its bylaws, with respect to the form, purpose and legality. These
        committees may present recommendations at the Annual Meeting for any
        changes or amendments of the “Constitution and Bylaws, as the committees
        deem desirable.

Lodge Activities/Star Lodge Award Program

   To have 100% participation in the President’s Star Lodge Award Program.

   To have all Exalted Rulers attend the Grand Lodge Convention in Orlando, Florida.
    Attendance is a requirement of Grand Lodge for the Exalted Ruler to become a
    member of Grand Lodge.

   To have all Lodges qualify for the G.E.R. Special Citation Award.

   To have all Lodges present an "Elk of the Year", "Officer of the Year", and "Citizen of
    the Year" award, plus at least two G.E.R. Special Commendation Awards to worthy
    Lodge members.

Membership / Lapsation

   To involve all Lodges and members in an active Membership program, inclusive of
    Membership procurement and Membership retention. To encourage the use of all
    prescribed reward incentive programs for new Membership.

   To have all Lodges participate in the new member mentoring program.

   For each Lodge to have a plus-one gain in membership and for the State
    Association to show a gain of at least 100 new members for 2010-2011.

   To reduce the Lapsation in our Lodges and our State to 2% or less.

   To have all Lodges develop an active Stray Elk program utilizing the Stray Elk Report
    from Grand Lodge.

   Lodges to submit quarterly Membership/Lapsation Reports on time.

   To have each Lodge work with the Grand Lodge “Membership Control Manual” to
    obtain these goals.

Michigan Elks Major Project

   To aid and assist “Special Needs Children” and solicit the aid of all members to attain
    the goals as set forth by the Major Project Commission.

   To encourage all Lodges to continue prompt remittance of the mandatory
    contribution of $1.00 per member and other collected funds, and to encourage the
    continued support for all Major Project fund-raising projects on a voluntary basis.

   To have all Lodges submit at least one case to the Major Project Commission.


National Foundation

   To have 100% participation of the Lodges with at least five (5) new subscriptions in
    this lodge year, with (2) of the new subscriptions prior to the Grand Lodge
    Convention in July.

   To have every Officer in every Lodge and every Officer and Chairman in the State
    Association be a member of the National Foundation.

   To inform every Lodge of the voluntary dues subscription program to increase Lodge
    National Foundation Contributions.

   To have all Lodges meet the per-capita goal of contributions to the Elks National
    Foundation as set forth by Grand Lodge.

   To have a year-end State per-capita that meets or exceeds of the Grand Lodge per-
    capita goal

National Veterans Service Commission

   To have monthly Elks-sponsored activities at every Veterans Hospital in the State of
    Michigan.

   To have every Lodge conduct an activity for Veterans Remembrance Month during
    the month of November.

   To have every Lodge collect recommended items throughout the year to be
    distributed to the Veterans Hospital in their area and to have each Lodge send its
    monthly bulletin to the area Veterans hospital.

   To adopt every Veteran in every Veterans Hospital in the State of Michigan and to
    support these adoptions with holiday cards and donations and gifts.

Public/Member Relations

        All lodges will understand that good public relations are extremely important
         today. The Public Relations Committee is responsible for conducting a program
         that will project the true image of Elkdom to the public through our benevolent,
         charitable and patriotic programs.

   To continue the publication of the Michigan Elks News. To encourage the members
    of our association to submit newsworthy articles to the Michigan Elks News.

   To have all State Chairmen provide an article for publication in at least two editions
    of The Michigan Elks News.

   Encourage all Lodges to maintain a publication to their membership concerning
    Lodge activities and State and Grand Lodge programs.

   To encourage all Lodges to reprint articles from the Michigan Elks News and Grand
    Lodge Newsletter in their Lodge Bulletins.

   The State Chairman to write an article each quarter regarding activities happening
    throughout the State and encourage all Lodges to publish these articles in their
    Lodge bulletin.

   To have 100% of the Lodges promote Elkdom’s image by publicizing at least one
    activity through their local newspaper or television station.

   For all Lodges to have at least one article printed in the Michigan Elks News or the
    Elk’s National Magazine about their members or activities.

Ritual

   To have all Lodge Officers memorize their ritual parts by May 1st to insure that we will
    greatly impress our new members.

   To have all Lodges rehearse all ritual ceremonies to improve their delivery,
    especially those presented to the public.

   To encourage District Ritual Competition by all of the Lodges in each District and to
    continue to conduct a State Ritual Clinic at the Fall Conference.

   To continue attempting to combine districts, if low participation suggests, into one
    contest to foster camaraderie and to contain associated district costs to a minimum.

Scholarship

   To have 100% participation of all Lodges in the Elks National Foundation
    Scholarship Program.

   To provide assistance to the Gold Key Scholarship Commission and aggressively
    promote the Gold Key Scholarship program statewide.

Soccer

   All lodges will know that it is the responsibility of the soccer committee to organize
    and promote Soccer Shootout Contests at the Lodge, District, and State levels. This
    contest involves another sector of our young people and does much to bring the
    good works of our Order to the attention of the public. Therefore, it is important to
    bring the local Lodges involvement in the contest to the attention of the local media.
    At the conclusion of the State Contest, news releases should be sent to the Lodges
    sponsoring the top three finishers in each of the groups of contestants.

   Each lodge will understand that their soccer committee should strive for an increase
    in participation in this program by the Lodges in Michigan. The committee should
    also provide the Michigan Elks News and the Michigan Elks Website with a list of
    winners at the State Contest and an article, including pictures, concerning the event.
    A copy of the article and pictures should also be sent to the Elks Magazine.

Special Events/Community Welfare/Organ Donor Program

   To have every Lodge conduct an "Elks Pumpkin Patch" Halloween party for our
    special needs children and their families.

   To have every Lodge conduct activities for community awareness and wellbeing.

   To have every Lodge encourage their members to participate in the Organ Donor
    Program as adopted by Grand Lodge and the Federal Department of Health and
    Human Services.

Webmaster

   All Michigan Elk Lodges will know that we have a web page and that the
    Webmaster’s responsibilities will include creating a Website that serves to meet the
    goals of the organization, maintaining and administering the systems, generating
    Hypertext Markup Language (HTML) and scripts, developing the graphic design and
    layout of the user interface, and developing the architecture of the information
    throughout the site. The Webmaster will provide support within and across the
    information layers of the organization

Youth Activities

   All lodge members will understand that the Youth Activities Committee is one of the
    most important committees in the Lodge, the State, and the Nation. When the local
    Lodge has an active Youth Activities Committee, the community becomes aware that
    the Order of Elks cares about its youth. There are many excellent youth programs,
    which are available to youth of all ages in your area. These programs are described
    in the Grand Lodge Youth Activities Brochure, which is available from the Grand
    Lodge Youth Activities Committee and should be on file in your Lodge Secretary’s
    office.

   To work with the State Soccer Chairman in conducting Lodge, District and State
    Soccer contests.

   To have all Lodges conduct at least one Youth Program which involves the
    community.

   To have all Lodges participate in at least some of the various youth activities student
    certificate awards.

   To increase the number of Lodges participating in Scouting and to involve the Scouts
    in selected Lodge activities.

   To increase the number of Lodges conducting “Junior Elks” and/or “Venturing”
    Programs within their communities.

   Start of Lodge year. Officers installed between March 15th and April 15th. (Section 12.010 GLS)

   The Exalted Ruler must have all statutory Committees appointed by the first lodge meeting after their
    installation. (Section 13.020 GLS)

   All Lodge Officers must memorize their parts within 30 days after installation. (Section 12.130 GLS)

Congratulations on your appointment to the office of “District Deputy Grand
Exalted Ruler”.

The Michigan Elks Association requests your assistance and cooperation while
you are fulfilling your obligation to the Grand Lodge. The State Association is
charged with the implementation of most of the Grand Lodge programs. This
makes it necessary for the State Association Officers and Lodges to work closely
with you to satisfy those obligations. If we are going to be successful in this
endeavor, our communications must be unprecedented.

While you cannot personally attend to the needs of every committee in every
Lodge, by the proper use of District and Lodge Officers, we can make your job
easier and more fulfilling. We are asking that you provide the State President
with a copy of all of your correspondence to the Lodges and District
Chairmen. In turn, the State President will keep you informed of all actions and
directions from the State Association. Further, it is not required, but we are
requesting that you send a copy of your Lodge District Deputy Reports to the
Past State Presidents in your District. If problems arise, the Past State
Presidents in your District are there to assist you. Please do not hesitate to call
on them.

Our State Association by-laws, under Article VI, Section 2 (a), states: “The
District Deputy(s) of the State shall constitute the Committee on Grand Lodge. It
shall be the duty of the Committee to correlate and promote the relations of this
Association and the Grand Lodge.” We are confident that your attention to this
duty will be full and complete.


We are also requesting that in each of your District Deputy Clinics you conduct or
assist in a workshop on our continuing membership / lapsation problems.
Suggestions on how to accomplish that task will be provided to you by the State
Membership Committee. By combining all of our resources, we can and will stop
the decline in membership and continue to demonstrate that: “Elks Care – Elks
Share” and we will “Take a Hand and Make a Friend”.

                              District Vice Presidents

Congratulations on your election to the office of District Vice President of the Michigan
Elks Association. This year will provide you with the opportunity to serve as an Officer of
the Association and to help set the course for Michigan Elks for the ensuing year. By all
of us working together we will find new ways to deliver the programs to our Lodges, our
members, and communities thereby promoting the Order of Elks and showing that “Elks
Care – Elks Share”.

The Office of District Vice President carries with it a tremendous responsibility, Do Not
treat it lightly. The key to the success of our Association’s goals for 2010-2011 lies in
your hands. Dedicate yourself to creating a great record of achievement during this
year.

To assist you in having a full understanding of the official status you will have as a
District Vice President, your attention is directed to certain sections of the Constitution
and Bylaws of the Michigan Elks Association.

Article V

Section 3 (c) “It shall be the duty of each District Vice President to supervise Michigan
Elks Association relations in the Lodges within his District. He shall be the Michigan
Elks Association’s representative to the President within his District and shall be required
to file a written report of his activities and of conditions within his District at each annual
session of the Association. The District Vice President herein provided shall hold Office
for one (1) year.”

Section 7 (a) “It shall be the duty of each District Vice President to visit Lodges in his
District, promote inter-lodge visits and Ritualistic Contests among the Lodges in his
District. Upon Official Visitation to each Lodge in his District, The District Vice President
shall, on forms furnished by the President, complete his report and send same to the
President, with a copy to both the First Vice president and the Second Vice President
within 10 days of his visitation."

Section 7 (c) "The Lodges of the six Districts may organize District Conferences
composed of the Lodges of the respective district. Where such an organization is
formed, it shall observe the Laws of the Order and be subject to the following
regulations: The District Vice President shall be the Chairman of the district Conference
and he shall appoint a Secretary-Treasurer or the district may choose to elect the
Secretary-Treasurer. Each Lodge of the district shall be entitled to be represented in the
District Conference by it’s Exalted Ruler, Secretary, Esteemed Leading Knight,
Chairman of the Board of Trustees and one additional representative for each 200
members or major fraction thereof as shown by it’s last report to Grand Lodge. The
additional representatives shall be appointed by the Exalted Ruler with the approval of
the Lodge. The Chairman shall appoint such committees as he deems necessary to
arrange for and conduct the District Meetings.”

   Article VI

   Section 2 (b) “The District Vice President shall constitute the Committee on Inter-Lodge
   Relations. It shall be the duty of the Committee to arrange for inter-change of visits
   among the members of the Subordinate Lodges and to promote District Meetings
   throughout Subordinate Lodges and to promote District Meetings throughout the State.”

   As specified in Article V, Section 2 (c), the District Vice President shall visit the Lodges in
   his District and shall file a written report to the President with copies to the First Vice
   President and the Second Vice President within 10 days of his visitation. The form for
   this written report will be sent to you within six to eight weeks after the Annual Meeting.
   The report form will also be available on the Michigan Elks Web Site. Listed on the
   following pages is a suggested checklist, which will assist you in conducting a successful
   visitation.

   Lodge Visitation

1. Preparation

         Consult with the District Deputy of your District on his plans for his Official
          Visitation. Visitations by the District Deputy and the District Vice President
          should to be Held Separately. Under some circumstances joint Visitations are
          permissible, consult with the State President first, if you feel that a combined visit
          is necessary.

         Arrange your Visitation schedule with the Exalted Ruler. Select dates that are
          mutually acceptable and publish your visitation schedule as soon as it is set.
          This schedule should be completed by August 1st and published to all the Lodges
          and Officers in your District and to the State Officers. All visitations should be
          completed by December 15th, at the latest.

         Inform the Exalted Ruler and the Secretary they must notify the Lodge
          membership of your visit, by Lodge Bulletin or newspaper. Inform the Exalted
          Ruler that you are required to include a copy of the notification to the
          membership with your report to the State President. Suggest to the Exalted
          Ruler to hold a District Vice President Night and have the Exalted Ruler arrange
          to have a good attendance of Lodge members.

         Inform the Exalted Ruler which Officers and Committeemen you would like
          present at the pre-lodge meeting. Do not make a blanket request to see
          everyone unless you intend to make personal contact with each. If you have
          requested the presence of an Officer or Committeeman then let them leave with
          a clear understanding of why they were there. Their time is valuable too, don’t
          waste it. Be very careful about fulfilling this part of your duty. Only by treating
          the Officers and Committeemen with respect can you expect to get it in return.

        It is suggested that your visitations do not start until late August or early
         September. This will give the Lodges time to have their programs underway.
         Your report should include information on what the Lodge “Is Doing", not what
         the Lodge “Intends To Do”. If your report to the State President does not
         provide sufficient information on the Lodge programs and accomplishments you
         may be requested to make a 2nd visitation to obtain the missing information.

        Send the “Report Of Visit” to the Lodge Secretary prior to your visitation and
         ask him to fill in the preliminary information such as names, addresses,
         membership statistics, etc. These items are all marked with an asterisk * on the
         report form. Send this form well in advance giving the Secretary and Exalted
         Ruler adequate time to complete these items prior to your visit. By use of proper
         pre-visitation planning your job will be more relaxed and successful.

        Your predecessor should provide you with his report of his visit of the Lodges in
         your District. Review the “Report of Visit” of the previous year to become
         familiar with the state of affairs of that Lodge and determine if progress is being
         made at the time of your visit.

        Indicate to the Exalted Ruler your time of arrival and departure. Be Prompt. Do
         not make your visit seem like an inquisition. In addition to promoting the
         programs and goals of the State President and the Michigan Elk’s Association,
         the purpose of your visit is to gather information on what the Lodge is doing and
         to provide them with support and help if it is needed. You are the eyes and ears
         of the State President.

2.   Lodge Visitations

        Arrive early. Meet with the Exalted Ruler, Officers and Committeemen and
         finalize the report except for the observation of Opening, Closing and the Ritual.
         Make sure that all questions are answered and problems addressed. Be sure to
         list those Past Exalted Rulers who are willing to serve on a State or District
         Committee. Any area of your report that is not legible or is incomplete will be
         returned to you for clarification. Please take the extra minute to review the report
         to insure it is correct.

        Prepare your talk carefully in advance of your presentation. Good
         preparation will make for a good presentation. An impromptu speech will more
         than likely will miss certain important points that should be addressed. Be
         truthful and try to be upbeat. Words of encouragement will go a lot further than
         words of criticism. Leave some blank lines at the bottom of your talk for notes
         about the positive things the Lodge is doing and address the "weak" areas as
         "opportunities for improvement".

        Extend to the Lodge greetings from the State President.

        Make your talk short, business-like, effective and to the point

        Emphasize all points of the “Goals of the President”. Remember you are selling
         the programs of our Association. Be sure to include the Presidents Star Lodge
         Program and the Americanism Lodge Contest.

        Off color stories and remarks are not in good taste and are discouraged.
         Bear in mind that you are representing the State Officers and the
         Association, act accordingly to maintain the honor and dignity of your
         Office.

        Be fair and honest in your appraisal of the Lodge. Compliments are always in
         order if justified.

        If some problem areas are apparent, discuss them with the Officers, Trustees
         and committeemen. Discuss any problem areas in your pre-Lodge meeting and
         keep the Lodge meeting upbeat.

        Discuss our program goals and explain how they will benefit the Lodge and the
         membership. If you need help preparing your Lodge presentation call on your
         State Officers for help.

3.   Reporting

        Visitation schedule by August 1st, Send a copy to the State President, the First
         Vice President, the Second Vice President and the Past State Presidents of your
         district. Be prompt in mailing these reports and keep a copy for your files and a
         copy for your predecessor. And, remember, incomplete reports will be returned.

        Completion of Visitation. Submit the report within ten (10) days. Do Not
         Accumulate Reports. Make each report clean and legible, (type if at all
         possible). A report form is available on the Michigan Elks Association web site
         and may be printed off the site or filled in and mailed to the parties concerned.
         Be objective in your report on the condition of the Lodge. Send a separate letter
         with additional comments if necessary.

        The State President will acknowledge your report with comments to the Exalted
         Ruler.

4.   District Meetings

        The District Vice President shall preside as Chairman at all District Meetings.

        As each District has its own by-laws and established protocol on conducting
         District Meetings, you must become familiar with this protocol. Be particularly
         aware of the rules of your elections and the assignment of the number of votes
         per Lodge and who has the authority to vote. Do not rely on the District
         Secretary as the sole source of this information.

        Inform all District Chairmen that they are expected to attend every District
         meeting and that a written and verbal report is required.

        The President of the Michigan Elks Association as well as the First Vice
         President and the Second Vice President should receive copies of the minutes of
         each District Meeting within fourteen (14) days thereafter.

5.   Annual Meeting

        As the State Association has budgeted a fixed allowance to defray expenses of
         your Office, it is suggested that expense vouchers (found in the back of this
         manual and on the Michigan Elks Association web site) be submitted to the State
         Secretary on a regular basis. At least every quarter during the Lodge year file an
         expense report or a short letter stating that you have incurred no expenses for
         the given time period.

        You will be required to file a written report of activities and conditions within your
         District at least 3 weeks prior to the Annual Meeting. Your report will be sent to
         the designated spokesperson for the District Vice-Presidents who will be named
         by the President well in advance of our Annual Meeting. This designated District
         Vice President will file a written report and an oral summary report for all 6
         Districts at the Annual Meeting.

        You will please inform your successor that he will be required to present himself
         for installation as District Vice President at the Annual Installation of Officers on
         Sunday of the Annual Meeting following the Memorial Service. The required
         dress will be suit or sport jacket and tie.

As a District Officer, you are expected to attend all District sponsored functions
including, but not restricted to, the District Hoop Shoot and Soccer Contests, and
the District Ritual Contest. (I encourage and expect your Lodge to participate in
the District Ritual Contest).

                                 DISTRICT VICE-CHAIRMEN
Congratulations on your election to the office of District Vice-Chairmen. This year provides you
with the opportunity to work hand-in-hand with your District Vice President and to help prepare
yourself for your future years in Elkdom. These next paragraphs will provide you with some of the
purposes and objectives of your Office. Please do not treat these goals lightly.

Preparation
Consult with the District Vice-President of your District on his plans for his Official Visitations.
Your predecessor should provide you with his report of his visits to the Lodges in your District.
Review the report of the previous year to become familiar with the state of affairs of that Lodge
and determine if progress is being made at the time of your visit. Read through the
Accident/Claim Prevention Manual (Orange) Fourth Edition-Revised 5-2004, so you are familiar
with its contents. Prepare your talk carefully in advance of your presentation. A good preparation
will make for a good presentation. You are to also work directly with the District Membership
Chairman as an active member of that committee.

Lodge Visitations
It shall be the duty of each District Vice-Chairman to visit the District Lodges with the District Vice-
President during the Vice President's official visit. You are to assist the District Vice-President in
promoting the messages of Elkdom and the Goals of the President and of the Michigan Elks
Association. Please remember that you are also a personal representative of the State President
and that words of encouragement will go a lot further than words of criticism. Remember that by
treating the Officers and Committeemen with respect you can expect to get the same in return.
As District Vice Chairman, you are your Districts member of the “Accident Prevention / Risk
Management” Committee. You must verify that each Lodge has a member of their Board of
Trustees established as the Lodge Manager of this program. Verify that the Lodge has a copy of
the Accident/Claim Prevention Manual (Orange) Forth Edition-Revised 5-2004. If some problem
areas are apparent, discuss them with the Officers, Trustees and committeemen. Inform them of
assistance available through the Business Practice Committee. Keep any problems in your pre-
Lodge meeting and keep the Lodge meeting upbeat.

Reporting
As DVC, you will use the Lodge Safety Checklist (Page 29) of the Accident/Claim Prevention
Manual for your report back to the State Chairman Frank C. Zsalako. Your report should include
information on what the Lodge “Is Doing", not what the Lodge “Intends To Do”. Your deadline
for this report will be no later than January 10, 2004. Make sure that all questions are answered
and problems addressed. Be prompt in mailing these reports and keep a copy for your files so
you can pass this information on to your successor. After your visitation is complete, submit
the report within ten (10) days. Do Not Accumulate Reports. Make each report clean and
legible. (type if at all possible).

District Meetings
It is your duty to present a short instructional report at each of your District Meetings. If a subject
is not provided to you by Grand Lodge through the State Chairman, you may choose from the
many important topics in the Accident Prevention Manual. You must be sure that all Lodges in
your District have submitted their “Spring Self-inspection form” to you. You are required to send a
copy of these reports to the State Chairman by April 10, 2009. By working together, we can
further demonstrate that “Elks Care – Elks Share”.

                              STATE COMMITTEE CHAIRMEN

Congratulations on your appointment as a State Association Chairmen for the year 2010 - 2011.
The Committee you will chair is a vital link in the chain of our Association and is necessary to the
success of our State Association and the Grand Lodge Programs.

It is imperative that all Committees function responsibly. Your selection to these Committees
carries the responsibility of fulfilling the goals of the Association for the coming year. Do not treat
this assignment lightly.

Responsibilities

As a State Chairman, it will be your responsibility to coordinate all program requirements with
your District Chairmen. Your District Chairmen will be charged with the responsibility of
coordinating the program on a District level with all the Lodges in their District. It will be your duty
to monitor the progress of the program through your District Chairmen. If you feel at anytime your
program appears to have “bogged down” in any one District, take action immediately, before it is
too late to recover. Contact your District Chairmen, determine the problem area, offer assistance
where necessary and suggest remedies. Stay on top of any problem area. If a District fails to
move your program, report to the State President immediately. Every effort will be made to
resolve the problem.

Programs

If you are to chair a committee which has a Grand Lodge Area Committee Chairman, in all
likelihood you will receive from the Grand Lodge all of the information necessary to successfully
formulate the plan for the State Association Program. Do not wait for new information from
Grand Lodge before implementing your program. If necessary layout your program with last
year’s material and update your program as new information is received. If this is your first year
in your program, contact the Chairman from last year to obtain the needed information. If you
have problems communicating with the Grand Lodge program coordinator, contact the State
President and he will help you resolve the situation.

The Grand Lodge suggests guidelines for a successful program, but you should implement the
program with imaginative ideas developed by you and your committee. Do not be afraid of
using new ideas. If additional supplies are needed, contact the Grand Lodge Committeeman
responsible and he will forward all information to you.

The MICHIGAN ELKS NEWS is published four (4) times each year. You are expected to submit
an article promoting your program to the Michigan Elks News Editor for each of these
publications.

REPORTING

In order to run a successful and effective program we must communicate. Typically, the weakest
link in our lines of communication has been at the district level. You are required to send a
copy of your program, plus any future updates, to the District Chairmen, District Vice

Presidents, State President, 1st Vice President, and 2                Vice President. It is the
responsibility of the District Chairman to follow up with the Lodges, make progress reports at their
district meetings, and assist the Lodges in the promotion of your program.

You will be required to send a minimum of five (5) letters or emails) adhering to the following

   August 1st             -      update your program for the Fall District Meetings.

Publications, Law, Resolutions, Business Practice, and Registration.

15 minutes. Please keep your reports positive since criticism does not motivate anyone and, if
possible, use statistics to substantiate the success of your program. By communicating

              Advisory Information for All Committee Chairmen
                        Regarding Expense Vouchers

The allocated budget amount for your committee work has been established by
the State Board of Trustees, based on your predecessor's experiences and the
available amount of funds. The budgeted amount is intended to defray your
committee's cost of Postage, Printing, Telephone and Trophies/Plaques to be
awarded by your committee. Any District Chairman requiring reimbursement of
their expenses MUST channel their requests through their respective State
Chairman in order to be paid. The State Chairman is responsible for his budget
and will make the final approval of any District Chairman's request. Any dollar
amount exceeding the budgeted amount without PRIOR approval of the Board of
Trustees will not be approved.

All permissible expenditures MUST be substantiated with Copies of Bills and
Invoices and in no case will you charge anything directly to the Michigan Elks
Association. Mileage is payable as per the By-Laws of the Michigan Elks
Association or by prior approval of the Board of Trustees. Any charge against
your budget for food or lodging will not be allowed as payable. As a State
Chairman you are expected to pay for these yourself, or see if your Lodge will
support your expenses. As a Stale Association, we are operating on a limited
budget and cannot afford to support any Chairman with a daily living expense.
This is your Association, so do everything you can do to make it the best possible
avenue of Service to our fellow Americans.

Request for budgeted funds must be submitted on an Expense Voucher and
accompanied by proper documentation to be eligible for reimbursement of
expenses. All requests must be sent to the Secretary of the Association, NOT to
the Board of Trustees. You will be reimbursed only after the Approving Member
Trustee has authorized your request.

Any advanced funds must he justified and substantiated by receipts with a
Quarterly Report. Otherwise IRS Rules may require the Association to report the
advance as personal income for tax purposes.
