CONTRACT FUNDING LEVEL: $55,000 plus expenses as included in agency’s public
                        relations budget

AGENCY LOCATION: Midtown is Main Office/additional sites

Families First is seeking an experienced Public Relations Counsel, preferably through a
public relations agency with a history of working with non-profits and corporate clients,
to develop and implement an ongoing media relations and public visibility plan that
complements the marketing efforts of the agency.

The Public Relations Counsel is responsible for Public Relations Planning,
Implementation and Management for Families First – Georgia’s largest family service
agency. Expected contract timeline of July 15, 2008 through June 30, 2009.

Scope of Services would include:

       Regular activity reporting
       Developing and implementing mechanisms for media outreach including
       traditional and non-traditional communications outlets
       Identifies story opportunities and actively pitches to media, writes articles, op-ed
       pieces, coordinates/provides visual media and schedules media interviews
       Provide media support for special events
       Developing and maintaining media kits
       Developing and managing public service campaigns
       Creating the bi-monthly electronic newsletter content and copywriting (template
       and email marketing program already exist)
       Speech writing

       Coordination of the Agency Speaker’s Bureau, including the development of
       speaking opportunities.
       Monitors and measure success of Agency-wide communications plan, policy, and
       procedures including control of release of information.
       Regularly communicates with news and other media
       Promptly responds to media questions and inquires
       Manages public relations budget.
       Prepares and coordinates issuance of statements to media and general public.
       Ensures publications released to media/public are accurate and consistent with
       Agency branding and objectives.
       Traces current events, and other issues of interest to management and Agency.
       Manages and administers communications and media training for the Agency.
       Ensures maximum effectiveness in issues and crisis communication
       management in conjunction with senior management.

Proposal Requirements
Submit a response to proposal of no more than five pages, accompanied by any
presentation materials or support documentation. Please include the range of
anticipated hours by week or by month. We are a non-profit organization, so please
acknowledge how this contract amount compares to the normal rates or your firm.
Response should demonstrate experience working with non-profits, ability to generate
quality visibility and maximize limited budgets.

Questions should be submitted in writing to recruiter@familiesfirst.org during the
inquiry period that begins on May 29, 2008 and ends at midnight on June 4, 2008.
Questions must be accompanied by a contact person and email address. All questions
will be gathered and responded to in one document and sent electronically to all
inquirers no later than June 9, 2008. Once proposals are received, a maximum of three
finalist will selected and invited for an interview before the selection committee in late
June. The desired starting date is mid July 2008.
