Actions in Other RPCs

     Region 35’s (Oregon) next meeting will be on June 2nd
      at Sun River Resort.
     Southern California’s Plan has been approved
     Missouri has filed a Petition for Reconsideration on the
      rejection of their Plan.
         Trying to get recognition that administrative changes and
          changes that don’t affect adjacent regions shouldn’t require the
          Plan to gain re-concurrence with all 8 adjacent regions

Draft Plan Review & Editing

     Updates in Version 8 and work still to do:
         Section 3.2 Existing Interoperability
            Never got language from Clark on LERN or NLEC so used

             language from SIEC Interim Plan
            Updated the HEAR information with the 2
                                                         nd frequency

         Section 3.3 – Took first stab at text, needs review
         Section 3.4.2 - State agencies still need to collaborate on a
          paragraph about the 2.4 MHz of State spectrum – Volunteers?
         Section 3.4.6 – Cammie developed language for this section that
          we need to review and I’ve included a map, not sure of its value
         Section 4 - Will continue to grow through Plan
          adoption/transmittal
         Section 5 – Took first stab at text, needs review

Draft Plan Review & Editing

     Section 8 – Option 1 was the consensus view at the last
      meeting and had support at previous meetings so it has
      been incorporated into document, but needs final
      wordsmithing.
     Section 10 – Still needs to be written
     Section 11 – This section will be written following
      coordination with neighboring Regions
     Section 12 – Still needs to be written

4.9 GHz Regional Planning Timeline


       General Proposed timeline for the 4.9 GHz Planning
        Process
           March 4th Convening Meeting
           Assemble the formal Workgroup to specifically work this issue
                    Track developments in the NPSTC standards and guidelines process
                    Collect thoughts and ideas from neighboring regions
                    Familiarize themselves with the industry and trends
                    Develop a straw-man plan framework
           Target June 30th meeting for delivery of the straw-man plan
            framework to the RPC
           Continue debate, editing and/or adoption consistent with
            actions in NPSTC and neighboring regions.
           Adopt a Plan at the July 28th meeting and file with the FCC

4.9 GHz Regional Planning

       NPSTC has circulated a guide to assist in plan
        development
       While helpful, it really isn’t a full template that can just
        be easily adapted and adopted by an RPC
       FCC Part 90 – Subpart Y needs to be met



       Reminder, licenses are already being issued, WSDOT
        already has theirs which allows statewide operation right
        now (or at least as soon as type-accepted equipment is
        available on the market).

From FCC Part 90 – Subpart Y

       §90.1211 Regional plan.
              (a) To facilitate the shared use of the 4.9 GHz band, each region may submit a plan
        on guidelines to be used for sharing the spectrum within the region. Any such plan must be
        submitted to the Commission within 12 months of the effective date of the rules.
              (b) Such plans must incorporate the following common elements:
                           (1) Identification of the document as a plan for sharing the 4.9 GHz band
        with the region specified along with the names, business addresses, business telephone numbers
        and organizational affiliations of the chairperson(s) and all members of the planning committee.
                           (2) A summary of the major elements of the plan and an explanation of
        how all eligible entities within the region were given an opportunity to participate in
        the planning process and to have their positions heard and considered fairly.
                           (3) An explanation of how the plan was coordinated with adjacent
        regions.
                           (4) A description of the coordination procedures for both temporary
        fixed and mobile operations, including but not limited to, mechanisms for incident management
        protocols, interference avoidance and interoperability.
              (c) Regional plans may be modified by submitting a written request, signed by
        the regional planning committee, to the Chief, Wireless Telecommunications Bureau. The request
        must contain the full text of the modification, and a certification that all eligible entities
        had a chance to participate in discussions concerning the modification and that any
        changes have been coordinated with adjacent regions.

4.9 GHz Regional Planning

       The real question we need to ask ourselves is whether we really
        want to try and develop, adopt, get border region consensus and
        transmit a plan by July 30th.
       If so, we need an aggressive plan of action to get this done in the
        next 8 weeks and this plan of action needs cooperation and consent
        by Oregon and Idaho.
       We might want to discuss a two-tier approach of an initial plan that
        is very generic and speaks only to how the RPC can serve as a
        clearing-house for licensee deployment information….
       Then in a subsequent plan amendment, we can file a more
        thoughtful and useful plan that is based on better information and
        more time to digest experiences of the early adopters.
