1. The Government of Uganda represented by the Ministry of Energy and Mineral Development
   (MEMD) has allocated funds under the Energy Investment Fund towards the Construction of
   Karuma Hydropower Plant. The Karuma Hydropower Project is one of the high priority
   projects in the National Development Plan.

2. The Ministry now intends to prequalify Contractors and/ or firms through International
   Competitive Bidding for the construction works for the 700MW Karuma Hydroelectric Power
   Plant in Uganda. Construction of the power plant is expected to begin early 2011.

3. The Project includes construction of a 600-700 MW hydropower facility with an underground
   Power Station housing five turbines, located about 3 Km upstream of Karuma Bridge and 80
   Km downstream of Lake Kyoga, on the River Nile.

4. The Scope of Work shall include Planning & Engineering, Civil Construction including
   Supply of Equipment & Materials, Design, Manufacturing, Installation, Training, Testing &
   Commissioning of Hydro-Mechanical and Electro-Mechanical Equipment including Auxiliary
   Equipment as well as remedying the defects leading to successful operation and
   performance of the Generating Units.

5. The Project will be supervised and managed by the Uganda Electricity Generation
   Company Limited (UEGCL) who will be the Government nominee and licensee of the

6. Prequalification will be conducted in accordance with the Public Procurement and Disposal of
   Public Assets Act, 2003 of the Government of Uganda.

7. Prequalification is open to Contractors, Joint Ventures and Consortia who are experienced
   in the turnkey mode of execution of Hydro-Electric Projects of a similar nature, or those who
   have executed civil works such as Dams, Tunnels, and Power Houses as Contractors,
   Subcontractors or Management Contractors. Firms are free to form a Joint
   Venture/Consortium for the supply, erection and commissioning of the Equipment. They
   should be financially sound not having litigation history or history related to non-
   performance of Contracts.

8. Interested bidders may obtain further information from Ministry of Energy and Mineral
   Development and inspect the Pre-qualification documents at the address given below from
   8.00am to 5.00 pm during working days.

9. The Prequalification documents in English may be purchased by the interested bidders on
   submission of a written application to the address below upon payment of a non-refundable
   fee of Ushs.100, 000= (One Hundred Thousand Shillings Only) or its equivalent in a freely
   convertible currency.

10. The method of payment will be:
          a) Payment will be by bank advice form(s) to be collected from MEMD Cash office,
             Room A113 on 1st Floor Amber House. A receipt will be issued upon payment.
          b) Payment to be made to Diamond Trust Bank Kampala Road.
          c) Bidders return a copy of the payment slip to cash office for a General Receipt.
          d) On presentation of a General Receipt, to PDU Room C109, bidders will be issued
             a bid document. The document can be obtained by the bidders or their
             representatives by hand delivery. No liability will be accepted for the loss or late

11. Applications for Prequalification must be delivered to the address below at or before 11.00
   am, on 20th October 2010 clearly marked “Application to Pre-qualify for the Provision of
   Works Related to the Construction of Karuma Hydro Power Project”. Late submissions
   shall be rejected.
