Social Welfare Coordination Group Status report Steering Group Meeting May 6-8, 2011, Oslo Status of Reviews, Protocols, and Titles (for details see the SWCG report below) To date, the SWCG has entertained 114 distinct titles for C2 reviews in the field of social welfare. 30 reviews are complete and 26 updates in progress or due. In total 20 reviews are in progress, 8 reviews have been submitted, 12 approved protocols are await- ing first review submission, 22 protocols are in progress, 16 are under author revision, and 6 ap- proved titles are awaiting first protocol submission. We have registered 6 new titles since October 2010. 35 titles are inactive in total, 16 withdrawn by authors, 6 stalled and 7 titles have been referred to other groups. The Cochrane/Campbell Developmental, Psychosocial, and Learning Problems Group (CDPLPG) is responsible for editorial work on 28 of the completed reviews, 7 approved protocols, 5 approved titles, and 1 title in progress. 3 SWCG reviews were co-registered with other Cochrane groups, one with Public Health, one with EPOC, and one with Drugs and Alcohol. In addition, we share several titles with the C2 Education and/or Crime and Justice groups, with the editorial base in the SWG. Report from the editorial base The increase of withdrawal by authors reflects the SWCG editorial base campaign to encourage authors to submit first draft protocols and reviews within 6 months, and re-submissions within 3 months. The editorial base has created a list of titles and protocols to be withdrawn from the Campbell Library to be acted upon pending SWCG approval. Figures since the last steering group meeting in October 2010, in Colorado New publications: 1 Approved title 3 Approved protocols SWCG Editorial work: 4 unique review submissions (including 3 first draft submissions and one multiple submission) 13 unique protocol submission (with multiple submissions for 5 of the protocols) 3 unique title submissions While the SWG has adopted the Cochrane Handbook, we are looking forward to the long awaited and much needed Campbell methods guidelines. We believe that these will ultimately shorten review turn-over times for both editors and authors. Expansion of editorial base and speed up editorial process. Some useful progress has been made in this area. It is anticipated that the assistant for our Editor will be in post at Bristol in the next month or two. Krystyna Kowalski continues to support the group from Denmark with a 0.2 FTE role supported by SFI for which we are most grateful. However, the overall pattern of editorial support currently is one where the day-to-day work is overwhelming allowing little capacity to develop better systems. It has been agreed with the Methods Group that reviews with ‟simple, uncontroversial‟ methods sections can be edited directly by the SWG Editor and thus a key bottleneck that we had been experiencing has been addressed. This is a trial phase and is being closely monitored by the Methods Editor and Social Welfare Group. Use of the Toolbox. The SWG is looking forward to exclusively using the tool box as a tracking and report system as soon as the function to record submission and action letter dates is set up and functioning. Co-registration. Paul has had meetings with Nick Royle and with Laura MacDonald (CDPLPG) to talk about how co-registration might be best achieved. These issues are still problematic, but both practical and ideological issues interestingly. There seem to remain some core issues in both Campbell and Cochrane which require discussion following the progress in Keystone. We have yet to turn in a final draft of the co-registration protocol pending resolution of these issues. This is an important issue that needs resolution. ‘Fast Track’ Review Status The title submitted by IMS was approved in May 2010, and the protocol was submitted at the end of October 2010 and is close to approval. IMS due to pressing commitments will not be able to complete the review before 2012. New elections for Co-Chairs Aron's term is quickly coming to an end and elections need to be scheduled as soon as possible. Our guidelines indicate that Co-Chairs are eligible to sit for two consecutive terms. No records of previous elections appear to have been kept and the entire process will have to be re-invented. We have decided to elect two new co-chairs, one of which will have a seat on the Steering Committee and the other will not. This will, we hope, help widen involvement across different groups over time and help share the burden of work. Volunteers needed? SWCG is in need of volunteers to carry out various tasks that the Co-Chairs, Editor, and Managing Editor are unable to do. We successfully recruited a few people from the Editorial Committee following the Keystone Colloquium, notably Evan Mayo-Wilson and David Albright who have taken on some helpful tasks. Gibbs Award We have successfully given out the Gibbs award twice now, but we have not taken steps to create an endowment for the award. At some point, we will run out of money if we do not do so. Part of the problem is that it is very difficult to sell a contribution to an award. Something else to consider is that we may not have yearly conferences. With these things in mind, we have been considering moving the funding part of the award to a fellowship for doctoral students who commit to completing a systematic review for their dissertation. Betsy Gibbs approves of this direction as long as the Gibbs Award for best SR continues and is part of our conferences as they occur. Currently, Betsy will match up to $20,000 US. New software? Joseph Lau at Tufts and AHRQ is developing new, open source, web-based information management software that also includes a meta-analytic component that, supposedly, is better than almost any other program out there. He is interested in having people doing reviews of the social science literature give it a try in the pilot stage. This is a sorely needed product that we could help make applicable to the social science literature. Let us know if you are interested. Other News The SWG has been involved in work on Process and Implementation and Paul received an overview from our representative on that group- The Process and Implementation Group aims to improve the quality of information about the design, delivery and conduct of interventions included in Campbell reviews. We recently examined 27 Campbellreviews to identify types of information that are well-reported and types of information that should be reported more regularly. Members of the group are working to develop reporting guidelines for trials and reviews of complex interventions, and to develop methods for incorporating theories of change in systematic reviews. The group hopes to contribute to new policy documents regarding the conduct of Campbell reviews, and we would welcome advice about opportunities to do so. It would be useful to review the Cochrane handbook to synthesise relevant sections/subsections and make recommendations for improvement. None of the members receive funding dedicated to their work with Campbell, so related projects continue to take precedence over this unsupported work. Help identifying and securing funding for the work of the group would be welcome. The SWG is not entirely in agreement with all of the work done by this group, but we may need to consider some of their recommendations over the coming months.
