Role:               Strategic Financial Inclusion Champion
Office Base         First Floor

Responsible for:    Financial Inclusion Champions (2)
Contract:           Fixed term or secondment to March 2011
Salary:             £43,500, plus contributory pension after 3 months
Hours:              37 hours per week
Overview:           Reporting directly to the Executive Director of the host organisation, the
                    Financial Inclusion Strategic Champion will manage the delivery and
                    development of the project, seeking to implement a Financial Inclusion
                    Strategy across the region and ensuring that the strategic objectives are
                    met, through working in partnership with the DWP and senior
                    stakeholders. The post holder will manage the two Champions to ensure
                    co-ordination of work across the region; be responsible for the budgets,
                    monitoring and outcomes of the programme and work with other Financial
                    Inclusion Champions nationally, feeding into the wider Financial Inclusion
                    agenda and representing the project externally.

Overall Objective: To support the Government’s financial inclusion policy objectives of
                   helping people to access financial services such as banking, affordable
                   credit, debt advice and home contents insurance.

About the Organisation
Leicester Money Advice has delivered debt advice services since 1980 and is the largest
specialist debt advice agency in the East Midlands. In 2006 we led a successful regional bid to
the national Financial Inclusion Fund for the delivery of Face-to-Face debt advice services.
This was achieved through groundbreaking collaboration and co-operation between members
of the three major advice networks; Advice uk, Citizens Advice and The Law Centres’
Federation, and resulted in the establishment of East Midlands Money Advice (EMMA)

The Financial Inclusion Fund initiative targeted significant funds for the development of Face to
Face money advice services in England and Wales. This substantial investment in front line
services provided by the not-for-profit advice sector was unprecedented, bringing massive
growth in access to debt advice, and an opportunity for many people to develop a career in
advice work.

We secured funding for some 45 posts across 5 counties, working with 26 agencies to deliver
advice services with particular emphasis on targeting financially excluded individuals and
communities. We are also working with other strategic partners that have an interest in this
development and these include Housing Associations, ABCUL and GOEM.

Following further successful bids, our organisation has recently developed its range of advice
provision to include the following areas of law; Family and Matrimonial, Housing, Employment
and Welfare Benefits as well as retaining Debt.

We also operate a Discrimination Project, funded by the Equality and Human Rights
Commission, which provides advice and support to individuals in cases of discrimination in
either employment or in access to goods and services, including taking on these cases. It also
provides a public legal education role through the provision of talks and training to increase
awareness, understanding and application of discrimination legislation

     Job Purpose: To give strategic direction to enable and achieve the
following financial inclusion policy outcomes for the region and contribute
             to the Government’s Financial Inclusion strategy:-

1.     Influence statutory and other bodies to address financial exclusion as part of their
       service planning processes.
2.     Increase access to and take up of transactional bank accounts, encouraging greater
       confidence in using direct debit payment options and wider use of bank accounts for
       day-to-day budgeting and financial management.
3.     Increase Financial Capability through the development of training/workshop events
       that encourage greater financial understanding leading to increased confidence in
       utilising bank accounts to assist in managing personal finances.
4.     Support an increase in access to and development of money advice services through
       influencing strategic partners to better understand the positive impact resulting from
       (investment in) the provision of money advice services.
5.     Increase awareness of third sector lenders as an alternative to home credit/door step
       lenders/high interest lending.
6.     Form partnerships between debt advice agencies and local third sector lenders; work
       in partnership with appropriate organisations including BERR’s illegal lending teams to
       combat illegal lending; work towards establishing support and referral mechanisms are
       in place for victims of illegal money lenders.
7.     Increase the proportion of housing authorities and private landlords offering insurance
       with rent, or other appropriate home contents insurance schemes, and increase the
       take-up of these schemes through raising consumer awareness.
8.     Encourage greater habitual saving into formalised secure products through raising
       awareness of and promoting active engagement with Government supported saving
       schemes including the Child Trust Fund and Saving Gateway for consumers and
       relevant support agencies
9.     Develop credible proposals for establishing new third sector lending provision in the
       high priority areas identified by Financial Inclusion Taskforce research

10.    Support the regional co-ordination of the Save Xmas campaign.
11.    Monitor and feedback on the use of informal saving products across the region
12.    Increase awareness of sources of free, independent debt advice

13.    Support the take up of preventative guidance including the North East Money
       Guidance pilot
14.    Ensure that financial and other resources are managed within agreed plans and
       identify opportunities to make best use of available resources.

      Main Duties Responsibilities: Strategic and Project Management in Derbyshire,
                        Nottinghamshire, Lincolnshire and South Midlands

1      To be the lead contact with the DWP in managing the contract, including budgets and
       outcomes, and attending national Champions events run by the DWP
2      To lead on setting up an Advisory Group to develop and monitor the implementation of
       a Strategy for Financial Inclusion in the region.
3      To work with existing local and regional networks and partnerships of financial
       inclusion intermediaries through events and regular stakeholder engagement; and
       develop new networks and partnerships.
4      To build the role of local authorities and Local Strategic Partnerships in financial
       inclusion, to help meet the Government’s policy objectives across the region.
5      To develop local networks of financial inclusion intermediaries through events and
       regular stakeholder engagement; building on the work initiated by ‘now let’s talk
       money’ Stakeholder Managers.
6      To develop and work to regional and sub regional action plans by identifying the most
       significant issues with the greatest potential for improvement, particularly in areas
       identified as having high levels of financial exclusion, and identifying clear, practical
       actions that will lead to solutions.
7      To develop partnerships with Rural, Housing and Insurance Champions teams to
       share good practices and lessons learned and to use the experience from the financial
       inclusion beacon local authorities to identify best practices and arrange communication
       routes to ensure identified practices can be shared.
8      To work with local stakeholders and partners to establish steering groups to develop
       credible proposals for establishing new provision of affordable credit, saving and
       banking services in areas where there is currently little or no provision.
9      To ensure that promotion for mainstream banking is developed and continued.
10     To effectively manage budget and financial processes within the programme
11     To provide support and direction to the 2 Champions working across the region
12     To lead on project planning, including the full integration of effective monitoring and
13     To monitor and report on the progress of the Financial Inclusion programme to the
       SMT and the Trustee board as appropriate.

                       Additional Duties and Responsibilities

1.     To ensure that all duties and responsibilities are discharged in accordance with the
       host organisation’s Health and Safety at Work and other work related policies. All
