Dr. Gary Wamsley is a Professor Emeritus of the Center for Public Administration and Policy at
Virginia Tech University. His major areas of specialization include: comparative and national
public administration; organization theory and analysis; civil-military relations; national security
policy and processes; emergency management; and budget theory.
Dr. Wamsley was instrumental in the development of the “Refounding” school of thought in
public administration theory. He participated in studies of military manpower policy for
President Carter’s Presidential Reorganization Project and directed the National Academy of
Public Administration’s 1993 study of emergency management and 1997 study of the role of the
National Guard in emergency preparedness and response. Dr. Wamsley was elected to the
National Academy of Public Administration in 1998.
