Mr. Jose U. Munoz is the Department Chair for Criminal Justice and Social Sciences at Guam Community College. His experience with emergency management is primarily as a disaster victim. Guam Community College is accredited by the Accrediting Commission for Community and Junior Colleges of the Western Association of Schools and Colleges, an institutional accrediting body recognized by the Council for Higher Education Accreditation and the U.S. Department of Education. The College is a unique institution providing career technical education programs at Guam’s four public high schools as well as post-secondary programs at its Mangilao campus. The College serves close to 2,000 students at both the secondary and post-secondary levels. Guam Community College is a multi-faceted public vocational educational institution created to strengthen and consolidate vocational education in Guam. The College offers more than 50 courses of study which are job related and prepare students for transfer to 4-year colleges and universities with advanced standing in professional and technical degree programs. The College offers a variety of community service and special programs to prepare students for college experiences including English-as-a-Second Language, Adult Basic Education, General Education Development preparation and testing, an Adult High School Diploma program, External Diploma Program, and Apprenticeship. Most recently, Guam Community College has established an Associate and Certificate program in emergency management. This program is the first of its kind in the Pacific. Mr. Munoz’s attendance at the 11th Annual Emergency Management Higher Education Conference will help his college develop its program and the related course offerings.
