WHAT:           Todos Santos Big Wave Event


         This is a unique surfing competition that will only be held in big surf with waves
exceeding 30-foot face. This event is a Paddle-in competition (no tow in) where huge
waves will only be faced with raw human force and pure athletic and mental ability!
Surfers from around the world will compete in this 1 day event and will be judged on the
size of the waves they surf with a simple reference point: “Risks equals rewards”.
         Surfers will compete for the Todos Big Wave Champion title as well as a
minimum of $10,000 in prize money. All the best big waves riders will be looking
forward to the event as another occasion to push themselves and establish their
dominance. The prize money is a reward for their dedication and courage while it allows
them to live simply, in pursuit of their passion for riding big waves.
         Extra incentive for the surfers are points that will go toward the newly created
Big Wave World Tour which will crown a Big Wave World Champion in April 2010, based
on the cumulative results from all international big wave events held during the season.
The Quiksilver Ceremonial Punta de Lobos in Chile and the Billabong Pico Alto
Invitacional in Peru held during spring 2009, were the 2 first events of the tour. The
Quiksilver in Memory of Eddie Aikau, also included in the scoring, was held at the
beginning of the winter season in Hawaii. The Todos Santos contest and the Mavericks
Surf Contest are the two remaining events for the season. These events share a
common waiting period but won’t be run on the same days to allow top surfers to
participate to all events.
         Safety is of course a major concern for a big wave event. This event will have the
support of the “Water Safety Specialists” to insure surfers’ safety during the event with
personal watercraft (PWC) assist. Any emergencies and/or injuries will be supervised by
the Bi-national Emergency Medical Care Committee.

WHO:            24 of the best big wave surfers in the world

        By invitation only, this event will only be open to the top international big wave
riders, top locals chargers (regular Todos Santos surfers), core Latin America big wave
surfers, along with sponsors and event wild cards. In case one of the invitees cannot
make it in time for the event due to the unpredictable schedule, alternate surfers will
insure full participation of 24 riders the day of the event. Contest Director Gary Linden
and surfer representative Greg Long collaborated to establish the list of invitees and
alternates.

There are 4 heats of 6 surfers in the first round of competition. The top 3 surfers of each
heat will move to the semi-final.

WHERE:           “Killers” island of Todos Santos, Ensenada, Baja
                 California Norte, Mexico


        12 miles west of Ensenada in Northern Baja California, Mexico, the island of
Todos Santos sits facing the immensity of the Pacific. The infamous big wave spot
“Killers” breaks on the north end of the island where the blunt force of the Pacific,
channeled by deep canyons, collapses with a shallow reef forming a huge point break.
This set-up intensifies any swell energy coming toward Todos Santos producing massive
waves! Only a handful of waves on the planet can handle such big swells. “Killers” sits
with Waimea and Mavericks on the Pantheon of Big Waves as it has consistently
produced some of the biggest waves ever surfed.
Kelp, boils and rocks in the inside of the wave are part of the inherent dangers of the
place, while a “Safe channel” above deep water allows for boats to anchor right on the
side of the break offering a great view of the action.
        The XXL Big Wave Challenge, which rewards the biggest waves surfed during the
season based on pictures from waves all around the world, gives a great glance at the
big wave world, putting on the front stage the surfers who surfed the biggest waves
(tow-in & paddle-in) and the spots that handled the biggest waves. 4 XXL Challenges
have been won at Todos Santos since 1998, including Brad Gerlach’s 68 ft wave in 2006
(tow-in) and Taylor Knox 52 ft (paddle-in) in 1998. Event organizer Gary Linden was in
the final of the 2002 XXL Paddle-in Award for a 52 ft wave at Killers, while Greg Long
won the paddle-in award for his wave in December 2007. Mavericks, in Northern
California, is the only spot in the world to have gotten as many XXL awards as Todos
Santos.
        Todos Santos is a perfect event venue with predictable weather, a large swell
window and amazing scenery, where the beauty of the place highlights the raw force
and pure energy of surfing big waves.

WHEN:            Waiting Period February 1st to February 28th 2010.


Surfline, the Official Forecasting service for the event, will help to call the event 72 to 48
hours in advance.

To insure the event will be run on a day where wave faces exceed 30 ft and are suitable
for a competition (consistent and safe, with good weather), the Todos Santos event
won't be held on a predetermined date, but during the biggest day of the waiting period
(February 2010). The decision to run the event will be done 2 to 3 days ahead, by Event
Director Gary Linden. Experience and Surfline’s state of the art forecasting techniques
will allow Gary to make the difficult decision of picking the right day for the event. The
event website www.todossantosevent.com will keep the world informed of the event
status. A massive communication effort will take place once the decision to run the
event is made in order to inform the world of the up coming event.

Throughout the years, January and February have been the most consistent months for
surfing big Todos with many different swells usually breaking during this period. By
choosing this waiting period, the event is maximizing the opportunity to run the event
on the "Perfect Day" with a combo of big swells and beautiful weather.

The winter of 2009-2010 is under the effect of a moderate to large "El Nino". This
usually results in bigger and more frequent storms on the Pacific, generating usually
bigger waves and more of them During "El Nino" years, 40-50 ft surf is not uncommon at
Todos Santos.

Water Safety Specialists:
Water Safety Specialists provides professional open water, surf, and enclosed water
rescue service. Founded by two long time San Diego lifeguards, WSS has a combined 50
years of real life rescue experience. The WSS staff has performed hundreds of rescues
involving swimmers, boats, surfers, kayakers, and divers. The WSS provides professional
and experienced rescue boat operators, PWC rescue specialists, SCUBA safety divers,
lifeguards, emergency medical technicians, high angle rope rescue operations and more!
WSS will provide the water safety for the event.

Bi-national Emergency Medical Care Committee:
The Bi-national Emergency Medical Care Committee provides assistance and
coordination services in case of emergency in Mexico. Once an emergency call is
received, the BEMCC immediately assists in finding help while coordinating the
transportation.
The BEMCC bilingual staff is available 24 hours a day, seven days a week. With over
thirty years of experience, the BEMCC has the essential contacts at local hospitals and
key rescue personnel throughout Mexico. In addition, they will coordinate the transport
with key medical personnel in the United States in a critical emergency requiring

       GARY LINDEN is the Event Director. Gary, who has extensive experience in both
running events and surfing big waves, is also the Tour Director for the Big Wave World
Tour. Gary Linden is a role model and mentor for many of the best big wave riders
today. His leadership and dedication to big wave riding are the key to this event’s
success. Gary was the Contest Director for the previous two events at Todos Santos in
1998 and 1999 (Reef@Todos), as well as for the Red Bull Big Wave Africa, The Quiksilver
Ceremonial Punta de Lobos and the Billabong Pico Alto Invitacional in 2009 (those two
events are part of this season Big Wave World Tour). Gary is also the Head Judge for the
Mavericks Surf Contest. He has also set-up the judging and scoring criteria for most of
those events making him hands down the most experienced leader for the job!

       Gary will be assisted in the organization task by Event Manager PIERRE CAMOIN.
Pierre also has extensive experience running surfing events and was the Operations
Manager of both Reef @ Todos events along with being the Technical Coordinator for
the Mavericks contest since 2004. Gary and Pierre have been working together on
surfing events since 1998 and for Linden Surfboards for more than 6 years (Gary as
President since 1967 and Pierre as Manager since 2003).

        Ricardo Dominguez, former Mexican National Surfing Champion (1971) will join
the team as Event Consultant/Mexico's Liaison. Ricardo is the founder and organizer of
the Mexican Surf Fiesta event in San Miguel, which has been running for the last 28
years. He was Director of Operations of both Reef@Todos in 1998 and 1999. He assisted
in the event logistics of the 2006 WCT Rip Curl Search in Huatulco, Mexico. Dominguez
brings extensive local knowledge and an extensive network to the organization.

This team, driven by their passion for surfing and big wave riding, forms an incredibly
experienced group with unmatched potential to organize a successful event!

                      Annex 1                               Event Scenario


PRE-WAITING PERIOD:
       Big Wave riders are enjoying the start of the winter getting back into the big
wave groove. The Mavericks and Waimea events might be run or will be into their
waiting period on February 1st.
       Many invited surfers will take any swell opportunity to go surf Todos and
practice for the event while local surfers will charge into recognition for the last wildcard
spot or into the alternate list.

FEBRUARY 1ST             START OF THE WAITING PERIOD
         The event could be run on that day if the waves cooperate, but Event Director,
Gary Linden, has up to February 28th to call the 1-day event on.
         Competitors, staff and media will be kept informed of the wave and weather
forecast via the event web site and diverse networking sites.
D-3:             PRE-ALERT: THE FORECAST LOOKS GOOD
         Once Surfline.com, the Official Event Forecaster spots a serious potential swell,
competitors, partners and persons involved are informed, travel plans are being made,
all logistics are put into gear.
D-2:             DECISION – LAUNCH OF THE EVENT
         Global alert is launched, all competitors/staff/ are contacted and their presence
confirmed by phone. The event moves its Headquarters to Ensenada.
D-1:             PRE-EVENT PRACTICE
         This is the time for both surfers and the organization to practice and get ready
for the next day. While surfers enjoy the growing swell the web cast connection is tested
from the island, the boats and food are reserved for the next day.
         Competitors, Media and VIPs start to arrive at the event Headquarters.
Necessary transportation is set-up to allow surfers to get to Ensenada in time for the
event.

5AM               Breakfast in Ensenada
6AM               Competitors, Media and VIPS load boats in the port of Ensenada while
                  the judge and island crew is leaving ahead to set-up for an immediate
                  start.
8AM               Start of Competition – 24 surfers are ready to go – cameras are on,
                  photographers are ready!

      The exact schedule of the event might change due to unforeseeable events (fog,
                     technical glitches, etc.), but should be as follows:

8AM-11AM:                  1st round: 4 heats – 45 minutes each - 6 competitors-best 3
                           advancing.
11AM-12.30:                Semis Finals: 2 Heats - 45 minutes each
12.30 – 1 PM:              Competition break
1 PM – 2 PM:               Final
7 PM                       Award Ceremony at the event Headquarters

 This same night, webpisode of pictures of the day will be posted on the event website
                      and dispatch to media outlets worldwide.

POST EVENT:            POST PRODUCTION AND BIG WAVE WORLD CHAMPIONSHIP
        Long in the waiting this 1-day event goes by fast in the hurry of a hectic day!
However the impact of the event will leave memories that are lasting, as images, the
web reports and magazine articles will reach a global audience. The DVD of the event
will be premiered in theaters around the globe, bringing gigantic waves to the big screen
for an ultimate big wave experience.
        As the Todos Santos event is part of the Big Wave World Tour, the results of the
event will be gathered and added to the other events in order to claim the 2009- 2010
Big Wave World Champion. Todos Santos might be the last event of the Tour, however
the Mavericks waiting period extends up to the end of March, so the world champion
might not be designated until then.

         Annex 2                               Local Resources and Impact


        Rogue Wave Events will partner with many local businesses for the event, giving
an opportunity for all to shine on the international scene.
         Wipe-Out Production from Mexico City has become a leading production
company in the Latin American action sports market. Wipe-Out will film the event in
collaboration with Rogue Wave Production and Lorene Carpentier with cameras on the
island, on boats and on a PWC to be able to follow the action up close. Wipe-Out will
edit a documentary about the event to be aired on ESPN Latin America and distributed
worldwide to action sports TV channels and for release in theaters.
        The event site is built in cooperation with Vittorio Sommella of Rogue Wave
Events and web master Juan Guillen from www.surfer.mx who is a local from Ensenada.
The main outlets for the event filming and the event web site will showcase Mexican
“savoir faire” and push their creators onto the international scene.
        Essential supporter of the event, the Baja California Board of Tourism, is a vital
resource for the event, connecting the organization with local businesses and Mexican
press and most importantly welcoming competitors and media into Baja.
        This is principally a made for TV/web event. Due to the remoteness, isolation and
schedule of the event (3 days advance notice), we expect a turnout of about 100 people,
surfers, media, and spectators. The short term & direct economical impact of the event
is therefore limited. However, this event will gather a lot of press and media coverage
for big wave surfing and Baja California. We will show the world and the surfers that
traveling to Baja is safe and will remind surfers that Baja is a surfer’s dream location
with perfect uncrowned waves at the fingertips of Californian surfers. As local
businessman Geoff Hill from Auto Insurance Baja Bound stated: “This event is going to
help get Baja back on track.” Moreover, Big Wave Surfing has great general media
appeal associated with an image of resilience, power and pure beauty; perfectly
matching Baja!

        The direct economic impact of the event is considerable for a 1-day event but
will be no match to the indirect impact. The budget that will be spent by the
organization in Mexico will bring off-season business to the local economy. Including the
accommodation of 100 people for a couple of days in addition to a number of pre-event
trips for surfers and the organization. Local boats will be hired in the Port of Ensenada
for the day of the event as well as during the pre-event sessions to bring competitors,
VIPs and media to the channel of “Killers”. Local staff will be hired (local surfing
association members) to work the event and organize the award ceremony.


        The ecological impact of the event is kept to a minimum, as the preservation of
the environment is a constant concern into the event’s organization. Only about a dozen
of people will be allowed on the island the day of the event and the motto “Pack it in
pack it out” will be strictly respected as nothing will be left on the island after the event.
PWCs will use absorbing bibs while refueling to avoid any oil spills and external
pollution. Recycling will be enforced all along the event both at Headquarters and on the
boats.
        It is an important factor in the surfing world that this event is giving a unique
opportunity to Mexican surfers to participate in a Big Wave World Tour event and have
a chance to show their talents to the rest of the world. Mexican surfing has been
growing strong the past few years, with the image of Coco Nogales, who has gained
recognition on the international scene. This event aims to allow the new generation of
underground Mexican chargers to boost their international profile and to reach the elite
of big wave riding. The invitation format of the event reserves an important place to
Mexican big wave surfers like young guns Oscar Moncada and David Rutherford and
Mexican leading charger Coco Nogales.

      MID 60S:          The island of Todos Santos was first ridden by surfers from the
                        WindanSea Surf Club in San Diego.
      MID 80S:          Marty Hoffman and a select crew rode “Killers” during a few big
                        winter swells
      1987:             Professional surfers Tom Curren and Dave Parmentier shoot big
                        Todos for a Surfing Magazine article, revealing Todos Santos to
                        the crowds
      1998              Taylor Knox wins the K2 XXL challenge for the biggest wave of the
                        year. Taylor rode this winning wave during the semi-final of the
                        Reef @ Todos, the International Surfing Association (ISA) Big
                        Wave World Team Championship
                        Carlos Burle from Brazil wins the Reef @ Todos Event in Gigantic
                        surf; Brazil is the Big Wave Team World Champion.
                        The Reef @ Todos video becomes an instant hit and is now an all
                        time classic.
                        Magazines around the world publish photos and articles of the
                        event. Pictures of the event, mostly Taylor Knox’s ride, appeared
                        on the cover of 28 magazines including Newsweek.
      1999              Paul Patterson from Australia wins the 2nd edition of the ISA Reef
                        @ Todos event and South Africa is World Champion.
                        Magazines around the world cover the event, pictures of “Killers”
                        are seen by surfers from Japan to France.
      2002              Toby Cunningham wins the Billabong XXL award for the biggest
                        wave of the year (paddle-in)
                        Gary Linden finished runner-up of the Billabong XXL Challenge
                        with a 52-foot wave – he was 52 years old.
      2006              Gerlach wins the Billabong XXL Challenge with a 68-foot ride – one
                        of the biggest ever photographed and measured – towing in
                        massive Todos.
      2008              Greg Long wins the Billabong XXL Challenge for the biggest wave
                        of the year for a ride at Todos in December 2007

                Annex 4                               Competition Rulebook

         The Todos Big Wave Event will follow the Big Wave world Tour’s competition
rulebook aka “The Gary Linden Model”. Those rules have been developed over many
years and many events and are followed by many big wave events like the Mavericks
Surf Contest in California and the Billabong Invitational in Peru, etc.
Judging: A panel of a minimum of 3 judges score (1 to 10) each wave surfed during heats
with the supervision of 1 head judge. The Big Waves Judging Criteria being:
“The surfer who demonstrates the most commitment on the largest waves in a
controlled manner will receive the highest score”.
Scoring System & Tally: Each Wave is scored from 0 to 10 points. The 2 best waves in
each heat are tallied into a total heat score. As a further incentive, the top scoring ride
of each competitor is doubled, “Risk equals Reward”, thus a competitor getting a perfect
10 point score, but only 1 point for his second best ride, will total 21 points (10 x 2 = 20
+ 1 = 21 pts). This, in addition to the tie-breaking rule, is just enough to win over of an
opponent who scores two 7-point rides (7 x 2 = 14 + 7 = 21 pts). In the case of a tie, the
best wave wins. The surfer with the highest total heat score wins the heat. The top half
of each heat advances to the next round.
Interference Rule: If two surfers ride the same wave, there will not be an automatic
interference call. The surfer with the right of the way is the one taking off with the most
inside position His wave is being scored. The surfer the further from the peak might
receive no score and is at risk of being penalized for interference. However, if the surfers
are widely separated, both can score. No Interference will be called if the outside surfer
doesn’t interfere with the inside surfer’s ride or if pulling out of the take-off was not
safe. If the outside surfer is deemed by the judging panel to have interfered with, or to
have hindered the scoring potential of the ride of the inside surfer, the interference call
will be made. The interfering surfer will be scored only on his best wave, with no second
ride tallied on his score. Paddling interference can be called by the Head Judge if a surfer
consciously blocks another surfer or makes any aggressively dangerous paddling
manoeuvre.

Wave Counts: No maximum is set for the number of waves a surfer can catch in each
heat. Only a surfer’s two best waves will be tallied in each heat.

Jerseys: Each competitor will be assigned a colored rash guard for his heat.
Competitors have to pick up their assigned rash-guard from the Boat Marshall area in
time to join the line-up before the start of their heat. The competitor must wear his rash
guard during his heat and return it after each heat. No score will be awarded to a
competitor without a rash guard. If a competitor loses his rash guard during his heat, he
will have to inform the water patrol, which will bring him another rash guard in the line-
up.


Heat Duration: Conditions might dictate heat duration. Check with the Boat Marshall
before the event.
The basic format is:
1st Round, 4 Heats: 45 minutes each (3 hours)
2 Semi-Finals: 45 minutes (1 ½ hour)
Break: 30 minutes
Final: 1 Hour
Total Event time: 6 Hours
A Heat can be stopped at anytime by decision the Contest Director or Head Judge either
for the safety of the surfers or to protect the integrity of the judging (fog for example).

The Quiksilver Ceremonial Punta de Lobos and the Billabong Pico Alto Invitacional were
held at the beginning of the season respectively in Chile and Peru.
The results of the iconic The Quiksilver in Memory of Eddie Aikau and of the Mavericks
Surf Contest will be added to overall ranking. The resurrected big wave event at Todos
Santos will also be incorporated in the Tour.

The 1st event of the Tour, the Quiksilver Ceremonial Punta de Lobos in Chile on May 4 th,
2009 saw the victory of elite surfer Grant “Twiggy” Baker in heavy 12 - 15 foot waves (25
-30 foot faces).
Local Diego Medina took second place, edging out Peter Mel from Santa Cruz who came
in 3rd.
Peter Mel also finished 3rd during the Peruvian leg at Pico Alto.
On July 4th and 5th 2009, 6 top international and 18 local surfers took on the Billabong
Pico Alto Ceremonial.
Greg Long from Southern California won the event at this famed right point reef in 15 -
18 foot surf (30 -36 foot faces).
Brazilian Carlos Burle finished 6th in Chile and then took 2nd place in Peru. He is now in
the runner-up position on the Big Wave World Tour.


                              BIG WAVE WORLD CHAMPION

The surfer with the most points (see Ranking) at the end of the season – April 1st - will
be crowned “Big Wave World Champion” and receive the “Golden Kelp Wreath”.

Each realm has its king. Each king has his crown. In the paddle-in big wave realm, the Big
Wave World Champion will be crowned with a “Golden Kelp Wreath” representing his
victory.
The “Kelp Wreath” is encompassed into the BWWT logo as a symbol of the ultimate goal
to become a Big Wave World Champion.

The crowning of the world champion will be done during a special ceremony held in
Southern California the month following the end of the season.

In “true Big Wave riding spirit”, in order to reward the surfer charging the biggest waves,
more points will be assigned to finalists of events held in bigger surf.
Each event is assessed a “Wave Coefficient”, a function of the wave size (during the
final): the bigger the wave, the more points scored by finalists.


“Wave Coefficient”:
        12 to 15 foot           85% (of event points will be totaled toward the Tour)
        15 to 18 foot           100%
        18 to 21 foot           115%
        21 to 25 + foot         130%
Ranking Points are adjusted by the “Wave Coefficient” in the Total Event Points.
Total Event Points = Ranking Points x Wave coefficient
Example:
A 3rd place - 18 to 21 foot surf = 724.5 points (115% of 630 point – 630x1.15)
A 3rd place - 12 to 15 foot surf = 535.5 points (85% of 630 point – 630x0.85)
Total Event Points are added into a Final Tour Ranking to determine the Big Wave World
Champion.
All 5 events are counted in the 2009-2010 season.

                   Annex 6                               Forecasting


Surfline, the Official Forecasting service for the event, will help to call the event 72 to 48
hours in advance.

To insure the event will be run on a day where waves are exceeding 30 foot face, and
suitable for a competition (consistent, safe and with good weather), the Todos Santos
event won't be held at a predetermined date but during the biggest day of the waiting
period (February 2010). The decision to run the event will be done 2 to 3 days ahead by
Event Director Gary Linden. Experience and Surfline’s state of the art forecasting
techniques will allow Gary to make the difficult decision of picking the right day for the
event.


Ideally we will want a minimum swell threshold of 12-15 feet Hawaiian of deep-water
swell offshore (15-30 foot faces) but hopefully we will score a larger swell in the 20-foot
range (20-40 foot faces).

The event will need 7 hours to complete in one day. As such, we will also need to score a
day with light winds so we can have good conditions all the way through the event. Low
tides throughout the day will also help the surf quality, especially if we have a swell in
the lower end of the threshold.

Swell and conditions requirements:
  12-15 foot deep water swell
  Light winds or NE-ESE winds for clean conditions
Low tides preferred
