                REMOVAL AND RELOCATION EXPENSES POLICY


1.      At the discretion of NHS Wandsworth assistance is available to help attract
        and recruit highly skilled and experienced staff to key posts.


Eligibility

2.     This policy applies to all employees of NHS Wandsworth, also known as
Wandsworth teaching Primary Care Trust (PCT), including those employees
hosted by the PCT and working for the Support Services Partnership and
Strengthening Commissioning. It is not expected that assistance will be necessary
for posts with a basic salary of less than £25,000.

3.      No application will be considered unless the newly appointed member of staff
        has by necessity moved from the place/town where he/she was ordinarily
        resident in order to take up his/her appointment with the PCT.

4.      In determining reasonable travelling distance, account will be taken of mode
        of travel, on-call commitments, workload as well as mileage. However, it is
        considered satisfactory for newly appointed staff to commute for up to two
        hours a day.

5.      Any requests and agreement to pay for removal expenses must be
        determined and documented prior to a job offer being agreed.

6.      A member of staff who remains in post for less than two years or under (with
        the exception of Specialist Registrars) or who has a fixed term contract of less
        than two years is entitled to removal expenses. A member of staff accepting
        a removal package must undertake in writing to repay the amount in full if they
        leave the PCT within two years unless it is on the grounds of redundancy.

7.      Any member of staff claiming removal expenses must do so, unless there is
        specific agreement for a defined extension, within six months of taking up
        their post or he/she will not be entitled to claim.

8.      Approval for removal expenses is authorised by the manager following liaison
        with Human Resources.

Amount of Grant

9.    The maximum amount any member of staff can claim for removal and
      relocation expenses is £8,000. Claims against an agreed package must be
      supported by proof of expenditure. Where there is a joint appointment, the
      PCT will only pay pro rata in proportion to its share of the appointment.
      Where an individual is moving with a partner and they will also be entitled to
      removal expenses, this must be declared and an agreement reached on
      eligibility/maximum reimbursement as appropriate.


10.   Any combination of the following expenses may be claimed up to the agreed
      total:

      10.1   Estate Agent’s fees

      10.2   Legal Expenses - reimbursement of the lowest of two quotations for
             conveyancing when supported by quotes and evidence of payment.

      10.3   Removal, transport and delivery of furniture and household effects to
             the new home - reimbursement of the lowest of three written quotations
             when supported by evidence of payment.

      10.4   General Expenses Allowance - up to £800 when supported by
             evidence of payment. This excludes purchase of new school uniforms
             and redirection of mail.

      10.5   Stamp Duty.

11.   The following will not be reimbursed:

      11.1   Search for accommodation

      11.2   Bridging Loans

      11.3   Continuing Commitments Allowances: will be provided at a nominal
             rent for people with a home to sell for up to twelve months.

      11.4   Additional Housing Costs

      11.5   Insurance Premiums and Storage Charges

      11.6   Excess Daily Travelling Expenses

      11.7   Excess Rent Allowance

In accordance with the PCT’s removal expenses policy, expenses will be paid up to
a maximum of £8,000 and must be claimed within 6 months of taking up post.

Expenses are usually made by cheque and sent to an individual’s home address.

UNDERTAKING – FORM R1

I hereby declare that the information given above is correct and I undertake that, as
a condition of receiving Removal Expenses from NHS Wandsworth, I will not leave
the employment of the said PCT within a period of two years unless unforeseen
circumstances are serious enough in the opinion of the employing PCT to justify
waiving this undertaking. I understand that if I otherwise break this undertaking I will
be called upon to refund whole or part of the expenses paid.

I confirm that no other claim for removal expenses is being made by myself or any
other party in connection with the property/properties detailed above (if another
party, including your spouse is also claiming expenses associated with the removal
please attach a separate sheet giving details). I understand that failure to disclose
all relevant details may lead to disciplinary action being taken against me and will
invalidate my claim.
