          POST TITLE:                                       Telecommunications Liaison Unit Manager

          RESPONSIBLE TO:                                   Detective Inspector



          RESPONSIBLE FOR:                                  Constables and Police staff
                                                            Telecommunications Unit.


          AIM OF JOB:                                       To promote the Telecommunications Unit
                                                            and its capabilities throughout GMP.

                                                            To supervise constables and police staff with
                                                            in the department and work within the
                                                            communications liaison unit to assist both
                                                            police and police staff

                                                            To ensure the integrity, effectiveness and
                                                            efficiency of the units resources and systems
                                                            by determining policy and procedure and
                                                            ensuring they are maintained.

                                                            To develop information technology and
                                                            working practices within the unit and the
                                                            telecommunications, internet and postal
                                                            industries as a major contribution to the
                                                            intelligence products at all levels within the
                                                            national intelligence model


MAIN DUTIES AND RESPONSIBILITIES

▪   To provide leadership, supervision, monitor and appraise police officers and police staff within the unit being
    responsible for their welfare , morale and discipline and training needs.

▪   Represent the force at regional SPOC meetings. Be prepared to perform consultancy tasks and reviews,
    developing good practice within law enforcement agencies nationally.

▪   Scrutinise developments in telecommunication data retrieval practices nationally and identify good practice
    that will benefit Greater Manchester police.

▪   Promote the Communications Unit to members of GMP, educating them as to what is available. Encouraging
    the effective use of telecommunications data with senior investigating Officers.

▪   Advise and prepare reports for ACPO ranking officers on Telecommunication issues

▪   Research aspects of telecommunications unit policy and case law as and when necessary. Ensuring the
    telecommunications practice within force remains in line with legislation and codes of practice.

▪   Instigate and chair meetings with staff in relation to specific cases, applications to discuss intricate issues and
    devise proposals to resolve them.

▪   Demonstrate the ability to maintain absolute confidentiality where required in both verbal and written
    communications.

▪   Ensure that adequate systems are in place to store date securely and with complete integrity.

▪   Provide regular feedback to Detective Inspector RIPA regarding workload.

▪   Deploy staff to achieve maximum effect and minimize demands on overtime and expense budget. Identify and
    support changes to working practices to maximise the effectiveness of the unit and the service it provides to
    the Force

▪   Identify appropriate training needs of staff in order to attain and maintain professional skill levels in line with
    the specific needs of the unit and the corporate needs of the force.

▪   To develop and maintain effective liaison with representative of Communications service providers security
    departments to develop knowledge of their data systems and maintain a working relationship.

▪   Monitor and participate in the vetting, prioritising, researching and actioning of all applications submitted to the
    unit.

▪   Continually develop the use of any data gleaned from the communications industry, perform in-depth analysis
    of communications data in serious crimes. Participate in the collation of data that assists in the analysis of
    information about a target criminal.

▪   Monitor the handling of data obtained from sensitive sources and its usefulness to the enquiry.

▪   Ensure that the Communications Liaison Unit maintains a computer system of the highest caliber that
    complies with the letter and the spirit of the Data Protection Act. Take responsibility for the running and
    maintenance of specialist computer software.

▪   Assist computer software manufacturers in the development of software to support intelligence analysis of
    telecommunications data.

▪   Ensure the maintenance of financial accounts relating to payments for requests made of communication
    service providers.

▪   Lecture and train people in GMP and other agencies in relation to investigations and intelligence gathering.

▪   Represent the force at National meetings e.g. user conferences on telecommunication data analysis software.
    Represent the force at policy meetings with communications organizations.

▪   Ensure staff adhere to relevant force procedures in relation to information management by ensuring
    appropriate procedures are in place to monitor compliance in relation to the collection, recording, evaluation
    and sharing of information and providing the appropriate feedback to maintain and improve information quality
    in compliance with the Data Protection Act 1998, the Freedom of Information Act 2000 and the Code of
    Practice on Management of Police Information 2005, as appropriate
