April 26-30, 2004 FEMA Emergency Management Higher Education Project Activity Report (1) Emergency Management Core Functions: April 28, 2004 -- In an effort to get ready for the Emergency Management Core Competencies and Core Curriculum Breakout Sessions at the June 8-10 Emergency Management Higher Education Conference, developed a list on "Top Ten Core Emergency Management Functions." Anyone wishing to submit their own top-ten list or comment upon my "straw man" listing, please feel free to email for a review copy. (2) Emergency Management Educational Needs Survey Instrument: April 28, 2004 -- Reviewed survey instrument aimed an emergency management practitioners on emergency management demographics and educational needs, provided by faculty at Oklahoma State University, Fire and Emergency Management Program, and provided comment back (looked great) to Associate Professor Bill Parle, who, for those interested in more information on this about-to-be-delivered survey, can be contacted at: BParle@aol.com. (3) Emergency Management Higher Education Conference, June 8-10, 2004, EMI, Emmitsburg, Maryland: April 29, 2004 -- Forwarded to the EMI Webmaster an updated draft agenda to use to replace the one on the EM HiEd Project web-site -- in the Conference box at the top of the EM HiEd Project homepage -- should be accessible shortly. April 29, 2004 -- Informed by the Admissions Office that 132 applications have been accepted and 24 are pending, 10 of these from international applicants who have to have their applications approved at FEMA Headquarters. (4) National Academy of Public Administration (NAPA) Report and Testimony on Homeland Security Subjects: April 27, 2004 -- Thanks to Clair Rubin, George Washington University, for forwarding two URLs of interest: National Academy of Public Administration (NAPA). This excellent report was prepared by a high-quality expert panel and staff at NAPA. (5) UK Briefing on EM HiEd Project: April 20, 2004 -- Met with Michael Charlton-Weedy, Chief Executive, Emergency Planning College (United Kingdom Civil Contingencies Secretariat), Easingwald, UK, who was visiting the Emergency Management Institute for the day. He is developing a university partnership program in the UK and wished a briefing on the US Emergency Management Higher Education Project. His program will involve a contract with a lead UK university to develop a broader base of educational opportunities than is currently the case. (6) Workshop on Educational Paradigms for Homeland Security:
April 26, 2004 -- Participated in workshop noted above, at the National Academies of Science in Washington, DC. The Academies sponsored this meeting at the request of the Office of University Programs within the DHS Science ands Technology Directorate.
