Empire State College Center for Distance Learning - Bachelor of Science or Bachelor of Professional Studies in Community and Human Services with Concentrations in Homeland Security, Emergency Management, and Fire Services Administration The Center for Distance Learning offers on-line studies leading to a Bachelor's degree in the concentrations listed above. The programs are designed for emergency management personnel, firefighters, police, military personnel and others in the uniformed services or in civilian life who want to serve their own or other communities by guiding preparations for, response to, and recovery from disasters and other large scale emergencies. The on-line format, pioneered and continually improved by the Center for Distance Learning, works well for those whose responsibilities prevent them from attending college in a traditional classroombased format. Students who have earned college credits elsewhere, or who have experience that equates to college-level learning may find that they can significantly shorten the time to a degree.
