C122-2011 Victorian Public Service (VPS) Agreement Negotiations
Main Points
The State of Victoria has commenced negotiations for a new Victorian Public Service (VPS)
Agreement to replace the VPS Agreement 2006 - 2009 Extended and Varied Version (the
current VPS Agreement).
It is proposed that the new agreement will cover employees who are covered by the current
VPS Agreement (see Attachment 2: Employees covered by VPS Agreement).
Please find attached a notice of employee representational rights. Under the Fair Work Act
2009, an employee has the right to be represented by a bargaining representative of their
choice in agreement negotiations.
An employee who is a member of the Community Public Sector Union (CPSU) has this union
as their default bargaining representative. The CPSU will be your bargaining representative
for the agreement unless you appoint another person as your representative.
Please note employees are not required to nominate themselves or another person as their
bargaining representative if they choose not. All VPS employees will be given the opportunity
to consider and vote on the agreement once the negotiations are completed.
Actions Required
Employees who wish to nominate themselves or another person as their bargaining
representative must comply with the requirements as specified in Attachment 1.
An employee must sign and date an Instrument of Appointment specifying who
they nominate to act as their bargaining representative and provide a copy to the
department contact person Erin Stiles on stiles.erin.l@edumail.vic.gov.au A
template Instrument of Appointment is attached.
Managers are to ensure that employees on paid or unpaid leave receive this
information by prepaid post to the employee’s residential address or a postal
address nominated by the employee.
Critical Dates
In order to commence bargaining, we would appreciate if employees wishing to nominate
themselves or another person as their bargaining representative could forward their Instrument
of Appointment to Erin Stiles on stiles.erin.l@edumail.vic.gov.au by Wednesday 4 May. This
however does not preclude you from appointing a bargaining representative at a later date.
