      Mistakes made by AFCD
AFCD (Agriculture, Fisheries and Conservation Department)
• 56% of the Dog Licensing has already overdue
• There are 12,494 dogs are illegally staying in the
  public housing
• Fail to prosecute people who reject to take back their pets
• Using 3 million HKD/yr to manage the stray animals,
  wasting lots of resources
• Do not keep complete record for the lost pet
• Accusation cannot be carry on because of the over
  duration

•            -the sentence is usually social
               service order
•             =>meaningless and has no
                deterrent effect.

United Kingdom:
 jailed for up to 51 weeks
 fined up to £20,000.

Italy:
  imprisonment( 3 months to 3 years)
  fined up to £160,000

HK government is not serious about
animal cruelty :

  offenders

   Educate citizens (ie. Exhibition)
   Apply for Policy Changing
   Held activites (ie. Parade)

• Promote “We should love Animals”
