GUIDELINES OF THE FUND

Introduction
As part of an initiative to tackle educational disadvantage, a European Structural Fund aided
Student Assistance Fund has been made available to University College Cork by the
Department of Education and Science.

The Student Assistance Fund is funded by the Department of Education and Science under
the National Development Plan 2007-2013, with assistance from the European Social
Fund. http://www.hea.ie/en/students

Who can apply?
All full-time registered students, undergraduate and postgraduate for the 2010/11
academic year are eligible to apply for assistance from the fund. This is an EU funded
programme and those wishing to apply must submit proof of EU
naturalization/citizenship. Resources will be targeted at those students most in need.
In order to be eligible to apply for student assistance, you must be registered on a full-time
undergraduate or postgraduate course of not less than one year’s duration in a participating
college. Unlike the maintenance grant schemes, you cannot be considered for Student
Assistance prior to registering in a participating college.

Who is ineligible?

Students participating in foundation courses which do not lead to an undergraduate
qualification   are    not    eligible  to    apply   for    Student    Assistance.
Students participating in part-time courses are not eligible to apply for Student
Assistance.

Due to the high volume of applications to this fund, students who are attending University
for a second Degree/second Masters/ second PhD are also ineligible.
Non-EU students will not be eligible to apply.

PhD students will be supported for years 1 – 4.

Students will be supported for one repeat year only.

Unsuccessful applicants may appeal the decision by written letter to the Student Assistance
Fund Committee. For details on the appeals process please go to

SECTION A : Guidelines
Financial Information

The following financial documents relating to income must be submitted in support of your application.

(i)     PAYE employee

        Copy of Form P21 for the year ended 31 December, 2009 or the equivalent in your
        country of origin/residence. (Contact Revenue Commissioners on 1890 60 50 90 or
        www.revenue.ie)

(ii)    Self-employed and Persons engaged in Farming Activities:

        Where the applicants parent(s) or guardian(s) are self-employed or in the case of an
        independent mature student who is self employed, a copy of audited certified financial
        statements and a copy of the Notice of Assessment in respect of the year ended 31
        December 2009 or the equivalent in your country. (Contact Revenue Commissioners on
        01-6616444 or www.revenue.ie)

(iii)   Social Welfare Recipient

Where the applicants parent(s) or guardian(s) are in receipt of a payment from the Department of
Social & Family Affairs or in the case of an independent mature student who is in receipt of a
payment from Department of Social & Family Affairs, a statement from your Social & Family
Affairs Office showing the total amounts received for the year ended 31 December 2009 or the
equivalent in your country.
                                                AND
        Copy of Form P21 for the year ended 31 December, 2009 or the equivalent in your
country. (Contact Revenue Commissioners on 1890 60 50 90 or www.revenue.ie)

Where the applicant is from a self employed or farming background a Notice of
Assessment and a Certified Set of Accounts must be submitted to support the
application. If both pieces of information are not supplied the application will be deemed
incomplete.

If neither parent/guardian is in receipt of social welfare assistance or was not employed for
the year 2009 please request a letter from the Revenue Commissioners/Social Welfare
Department to validate this information. Where the applicants parent/guardian is in receipt
of long term social welfare benefit a P21 is not required. The above letter is sufficient
evidence of welfare receipts.

If you/your spouse or partner was not in receipt of social welfare assistance or was not employed
for the year 2009 please request a letter from the Revenue Commissions/Social Welfare
Department to validate this information. Where you/your spouse or partner is in receipt of long
term social welfare benefit a P21 is not required. The above letter is sufficient evidence of
welfare receipts.

Personal Criteria requirements:

•   A candidate who is at least 23 years of age on January 1st of their first year of entry into
    UCC is classified as a mature student.

•   If you are a mature student, all financial details relate to your own personal circumstances, as
    opposed to that of a parent or guardian. Where a student meets the definition of a mature
    student and is living at home, he/she must also provide details of parents’ income, which will
    be assessed in such instances, as well as details of their own income.

•   Where any student other than a mature student states that they are financially
    independent from their parents a letter from a social work or a care worker confirming
    this should be included with the application form

This is an EU funded programme; those wishing to apply must submit documentation of EU
naturalization/citizenship/refugee/asylum status. International students should check the
criteria on www.icos.ie and www.ucc.ie/en/international for further information on eligibility
for this fund. Applicants should hold EU nationality or official refugee status and have been
ordinarily resident in an EU Member State for at least three of the five years preceding their entry
to an approved third level course.

Receipts
Students will be advised of the amount awarded by letter. In order to collect cheques students
must submit receipts to the value of the amount awarded, they must relate to the category
indicated in their application .

Late Applications
Late applications will only be considered in the following circumstances with the following
documentation:
 Where a medical illness was the reason for late application a medical certificate must be
   attached.
 Where bereavement or other exceptional circumstances resulted in a late application a letter
   from an independent third party verifying the circumstances must be submitted.

Documentation

Original documentation cannot be returned so please ensure you have made photocopies
should you require any of this documentation in the future.
