InTroducTIon

On behalf of the Women’s Fund in Georgia team, I would like to greet you – our
friends, partners, supporters and all women, who are interested in the Fund’s
work.

The year 2008 was full of complications and tensions for Georgia – marked
with internal political processes as well as the armed conflict with Russia with
extremely heavy consequences.

Certainly, this was reflected on the work of the Women’s Fund in Georgia and
proved to be a great challenge for it as the ongoing processes required imme-
diate and adequate reaction from the Fund. We have to acknowledge that the
WFG team dealt with these obstacles successfully and was fully mobilised to
provide necessary support to women in complex situations. Therefore, the whole
grantmaking program in 2008 was planned to address the burning issues in the
country. The first spring grantmaking round was designed to address the prema-
ture parliamentary elections in Georgia, specifically women’s active involve-
ment in the processes of elections’ observation and monitoring. The second fall
grantmaking round was conducted right after the war in August, in an extremely
high pace, and covered not only the conflict zones, but also the regions and areas
where internally displaced people were moved being in need of urgent support.

We would like to express our deep gratitude to all of our supporters thanks to
whom the Fund was able to provide urgent humanitarian aid and, importantly,
was able to support 15 women’s groups for their emergency response to the
crisis situation. As for WFG’s non-grantmaking programs, from the very begin-
ning of the year some of them were focused on the empowerment of women in
the conflict zones of Georgia. Therefore, the project activities evolved according
to the situation, as women’s role is crucial at all levels of the conflict develop-
ment.

Here, I would like to make a special emphasis on the fact that during the armed
conflict in Georgia women clearly revealed an extremely high level of organiz-
ing amongst themselves. Many internally displaced women demonstrated energy
and motivation as community leaders and took up the responsibility of defend-
ing IDP rights, acting as mediators between governmental and non-governmental
structures, distributing humanitarian aid among their temporary settlements, etc.
I want to believe that their activism will continue in the future and will be equally
successful in the work of protecting women’s rights. On behalf of the Women’s
Fund in Georgia, I would like to assure them that our Fund will always be ready
and willing to provide support – be that financial, technical or informational – to
groups and activists that fight for women’s rights.

Women’s cIvIc acTIvIsm In The reGIons of GeorGIa for The
ParlIamenTary elecTIons of 2008
The objective of the grants competition was implementation of short-term proj-
ects in the regional centers and villages of Georgia for encouraging transparent
and fair conduct of the Parliamentary elections of Spring 2008 and to increase
women’s civic and electoral activism, women’s political responsibility, women’s
participation in the independent observatory and monitoring groups, and to pro-
mote collaboration and networking among local women’s organizations.
The pre Parliamentary election period in Georgia was tensed and complicated.
Due to the fact that the parliamentary elections were appointed rather late, we an-
nounced the grant competition accordingly in a limited time. However, this has
not affected activism of the women’s organizations what is best reflected on the
quantity and quality of the projects presented to us (innovative approach to the
issue, enthusiasm, etc.).
Overall, 18 projects have been submitted to WFG for this grant-making competi-
tion from various regions of Georgia. Women’s groups from the regions (Shida
Kartli and Samegrelo) bordering to the conflict zone have been especially ac-
tive.
During this grant-making competition projects that focused on the various eth-
nic minority women have gained most attention. Frequently, Azeri, Armenian
and Kurd women are less involved in the decision-making processes due to the
unawareness of the Georgian language or traditional perceptions and practice.
Therefore, a need of targeting them has really emerged to ensure fair elections
and avoid manipulation by their votes at the Parliamentary elections.

Project: “Rural Women’s Electoral Activism in the Akhalkalaki District”

Within the project framework, information meetings have been conducted with
women living in the villages of Akhalkalaki district, where most of the local resi-
dents are ethnic Armenians. The aim of the project was to make relevant informa-
tion available to ethnic Armenian women in their native language. Therefore, 80
women benefited from the information campaign.
2. orGanIzaTIon: adjara reGIonal commITTee (anTI-vIolence
neTWork of GeorGIa)
Project: “Women’s Voice is Decisive for Women”
Region: Batumi, Adjara region

The project was implemented in the town Batumi, where two trainings were car-
ried out to local women. During the trainings, an information material concerning
the elections was distributed to 20 young women, who were in charge of organiz-
ing information meetings in different villages of the Adjara region. As a result,
the project benefited 221 women from five districts of the region.
3. orGanIzaTIon: demos
Project: “Let’s Protect our Votes”
Region: Rustavi, Kvemo Kartli region

The project focused on women from ethnic minority groups in Kvemo Kartli. 12
volunteer women were provided with training and a trainer herself was an ethnic
Azeri woman. Therefore, the trained women monitored and observed the parlia-
mentary elections in 3 villages of Kvemo Kartli. Within the frame of this project,
promotional calendars were printed with a slogan ‘Don’t Loose Your Vote!’

Project: “Participation of Azerbaijani Women in the Electoral Process of the
Kakheti region”
Region: Gurjaani, Kakheti region

The target group of the project was ethnic Azeri women living in the Kakheti
region. According to the project aims, 223 women participated in the special in-
formation meetings stressing the importance of women’s electoral activism. 19
women were chosen to be trained and to act as independent observers during the
election day. Additionally, brochures were published and a special radio program
was prepared as a part of the information campaign.

Project: “Women for Protecting their Electoral Voice”

The project aimed to prepare independent women observers in the Shida Kartli
region. Accordingly, 30 local women were trained who monitored the conduct
of the parliamentary elections in the region. The report, which was prepared as a
result of the observation, was publicized through a press-conference and handed
to the Central Election Committee.

in Samegrelo region. The training that focused on elections and voting, prepared
the participants to actively engage in the independent observation and reporting

The project team developed special brochures ‘Your Vote – Your Choice – Your
Future’ and ‘A Useful Guide for Voting’ in Armenian, Azerbaijani and Russian
languages in order to provide women of various ethnicities with relevant informa-
tion. Along with the information about electoral activism, responsible citizenship,
voting and elections, important issues – gender, women’s rights and women’s
political activism – was also discussed in the brochures.

In September, the Women’s Fund in Georgia conducted the second grantmak-
ing round of 2008 to provide emergency assistance to women, women’s groups
and organizations. The grantmeking round was named as Emergency Grants
for Women and the methodology for its implementation was determined by
the severe outcomes of Russian aggression committed in August 2008 in Geor-
gia: occupation of important part of the country territories by Russian troops;
high number of lost or killed people; more than 100 thousand internally dis-
placed persons (among them majority are women and children); great number
of families deprived of basic living conditions and experiencing rather difficult
psycho-emotional implications - all these problems required urgent and imme-
diate response.
Women compose more than 50 % of IDPs due to the recent conflict in Georgia.
For the purpose of assisting women IDPs to meet their needs, WFG immedi-
ately supported several women’s organizations to work with women affected
by the war by considering experience and effectiveness of their activities in this
specific situation. Each supported group has been working with different target
groups of women: young women, pregnant and lactating women, girls under
puberty age, elderly women, women affected by war crimes, and etc.
Supported organizations and initiative groups which operate in Tskhinvali re-
gion, Shida Kartli (Gori), Borjomi and Kakheti on the one hand, and Samegrelo
and Imereti regions, on the other hand, directed their activities in various direc-
tions: to study conditions of IDPs, to meet women’s basic needs, to address
women’s reproductive health issues and assist women victims of violence, pro-
vide psychological rehabilitation to women affected by war, etc.
For the implementation of the grantmaking round “Emergency Grants for Wom-
en“ an urgent support was provided by the Global Fund for Women (GFW).
Within the scope of this grant 8 women’s groups were supported. Additionally,
7 women’s organizations (4 projects) were supported within the fall grantmak-
ing program by the support of Mama Cash.

1. orGanIzaTIon: InTellecTual Women’s assocIaTIon “karTlIs
deda“
Project title: “Support to IDPs“
Region: Gori, Shida Kartli region

By using a special questionnaire, the project focused on studying the life-style,
problems and needs of IDPs who are displaced from various villages of Shida
Kartli and Tskhinvali regions and now live in so called compact settlements in
the town Gori. The information gath-
ered in this way will be directed to the
institutions that can mobilize support
for IDPs. The activities will continue
even in case if IDPs return to the place
of their permanent residence. The orga-
nization leader herself was temporarily
displaced from Gori and her office was
highly damaged because of bombing
the area.
2. orGanIzaTIon: brIdGe of frIendshIP - karTlosI
Project title: “Internship for Young Girls Internally Displaced from the Tskhin-
vali Region“
Region: village Pkhvenisi, Tskhinvali region

The organization implementing the project was located 5 km away from town
Tskhinvali and its members were displaced to Gori. The organization has a signif-
icant experience of working with local youth and therefore, the project aimed

to implement various activities for supporting displaced young girls - members of
the Youth Parliament (established in Tskhinvali region in 2008). Therefore, once
the professional interests of these young girls were revealed, their professional
development was ensured by providing them with internships in various organi-
zations and companies according to their interests. Besides, the young girls have
been taken on a trip to a historical place in Kakheti where the final summarizing
meeting was held.
3. orGanIzaTIon: assocIaTIon vezhInI
Project title: “Providing Relief to IDPs Living in Severe Conditions”
Region: Gurjaani, Kakheti region

Project Duration: 4 months
Grant amount: 2 497,00 USD (3 520,77 GEL)
Kakheti region sheltered more than 6000 IDPs from South Ossetia and Shida
Kartli. Part of them has been moved to town Gori (Shida Kartli), but 425 IDPs
still stay in Gurjaani district (data by August 27, 2008). At the moment their re-
turn to the houses seems impossible due to various reasons. They are either living
in compact settlements in town Gurjaani or its 16 nearby villages. The project
aimed to ensure displaced women’s psycho rehabilitation and adaptation to a new
environment. For this purpose, organization “Vezhini” carried out several activi-
ties, among them providing psychological aid to approximately 160 women and
arranging trips for them in the historical places of Kakheti.
4. orGanIzaTIon: shIda karTlI commITTee of The anTI-vIo-
lence neTWork of GeorGIa
Project title: “Crisis Center for the Victims of Violence”
Region: Gori, Shida Kartli region

Unfortunately, many women were subjected to different forms of violence during
the war, including sexual violence. However, many prefer to be silent about

such facts what even worsens their situation. The project aimed to provide a com-
plex assistance to women who have experienced abuse and violence during war,
including legal, psychological, gynecological and basic medical assistance. In
addition, a hot-line started operating to provide relevant information and psycho-
logical assistance to these women by guaranteeing their confidentiality.
5. orGanIzaTIon: assocIaTIon bIlIkI
Project title: “Let’s Help Children Affected by War“
Region: Gori, Shida Kartli region

Grant amount: 2 693,00 USD (3 797,13 GEL)
During the Russian air forces’ attack to Gori, one of its poorest districts (so called
Combinat settlement) was bombed and seriously damaged; what’s more, many
died, among them a 15 year old child; 2 apartment buildings were totally de-
stroyed and 65 persons were forced to move to a shelter. However, the condition
of other buildings in the same settlement is not much better. As children stay
in extremely severe conditions in this district, the organization “Biliki” carried
out various activities for 30 children of the settlement, among which it offered
psychological assistance and informal educational support as well as provided
children with stationary, books and toys.
6. orGanIzaTIon: TanadGoma XXI
Project title: “Peace to Women“
Region: village Arashenda, Gurjaani, Kakheti region

Grant amount: 1 600,00 USD (2 256,00 GEL)
There are 25 internally displaced women from Gori and Tskhinvali regions left
in village Arashenda and its nearby villages. Among them there is 18-year-old
pregnant woman left all alone with no family members alive and there are several
women victims of sexual violence in the same area as well. The organization
conducted a survey to reveal women who have experienced sexual violence and
other war crimes, and gather photo material concerning war. An exhibition

“Georgian Woman” was as a tribute to the events developed in August 2008.
In addition, a psychologist worked with women to help them overcome post-
traumatic stress and return to their normal life-style.
7. orGanIzaTIon: InITIaTIve GrouP of nIkozI
Project title: “Let’s Care about Women”
Region: village Nikozi, Tskhinvali region

The members of the Initiative group Nikozi are internally displaced to Tbilisi.
Along with psychological and social problems the war worsened their physical
conditions as well. From this perspective, the project addressed the displaced
women’s reproductive health issues, gynecological examination and treatment of
revealed diseases.
8. orGanIzaTIon: Women’s InITIaTIve GrouP of borjomI
Project title: “Assist Yourself and Others“
Region: Borjomi, Samtskhe-Javakheti region

Grant amount: 2 400,00 USD (3 384,00 GEL)
Due to the armed conflict, a part of population from the conflict zone moved to
town Borjomi. The project implied to study the needs of women and children
and provide assistance accordingly, as well as to reveal women leaders and in-
volve them in helping others. In addition, informational leaflets were published
addressing women’s reproductive health issues.
9. orGanIzaTIon: Women for socIal reconsTrucTIon
Project title: “From Fancy-work to Doing Business“
Region: Kutaisi, Imereti region

Many internally displaced families are resided in Imereti region. As the level of
unemployment among them is especially high, women frequently express will-
ingness to start their own small businesses by doing fancy-work. For this purpose,
the organization arranged a course in needlework for 20 IDP women in one of the
settlements in Kutaisi to enhance their self-realization and self-occupation.
10. orGanIzaTIon: Gea XXI
Project title: “Psychorehabilitation of Internally Displaced and Local Women and
Children Affected by the War“
Region: Zugdidi, Samegrelo region

Project Duration: 3 months
Grant amount: 2 500,00 USD (3 520,00 GEL)
IDPs were placed in town Zugdidi in 171 families and organizations. A hot-line
has been operating since the start of the war for local population and displaced
people which continued operating within the project life. Besides, professional
psychologists worked directly with women and children to relieve stress. The
project also included visits to historical places. All these activities will help IDPs
feel calmer and adapt to the changed environment.
11. orGanIzaTIon: mnaTobI
Project title: “Psychological Assistance to IDPs“
Region: Zugdidi, Samegrelo region

Project Duration: 2 months
Grant amount: 2 500,00 USD (3 520,00 GEL)
The target group of the project was a settlement of IDPs located in the hotel
“Egrisi” nearby Senaki railway where IDPs displaced from Gali region are settled
(163 persons). It was evident that they needed all kinds of help – social, medical
and psychological assistance and the latter was especially required. Accordingly,
psychologists, psychiatrics and several volunteers were engaged to assist the IDP
women in this area.

12. orGanIzaTIons: TanazIarI, merkurI, ImedI – IdP Women’s
movemenT for Peace, sameGrelo-medea
Project title: Joint project “We Have United for Peace“
Region: Zugdidi, Samegrelo region

Project Duration: 2 months
Grant amount: 6 000,00 USD (8 448,00 GEL)
Joint activities of the 4 organizations were focused on Samegrelo and Upper Ab-
khazia regions to conduct coordinated activities targeting IDP women. By that
time, there were 185 women and children in Chuberi and 125 in Senaki; many of
them have been displaced for the second time already. After studying their condi-
tions, the target group was offered with medical examination, provided by medi-
cations, underwent special trainings and supplied with items for everyday use.

Women In ProGress
In 2008 WFG implemented a pilot project Women in Progress by support of the
Eurasia Partnership Foundation. The project intended to assist women living in
the regions of Georgia (Samegrelo-Svaneti; Imereti); to develop their entrepre-
neurial skills; to come up with an interesting business idea; to write and work on
a business plan; to establish relationships with Micro Financial Institutions; to
set up their own businesses; to empower women by increasing their economic
independence, and in the long run, challenge the
unequal distribution of power between genders.
WFG launched the project in partnership with
the Friends of Georgia Foundation (SVVG, the
Netherlands) and Stitching Queen Tamar Foun-
dation (the Netherlands).
The project activities were complex and in-
cluded several components: Selection of rural
women, potential participants of the project in
Samegrelo-Svaneti and Imereti regions; intensive trainings for rural women in
Zugdidi and Kutaisi; consulting services for women in setting up their own busi-
nesses and linkage them with micro finance institutions “Lazika Capital” and
“Crystal”; evaluation and monitoring; and project presentation.
Total number of trained women in both regions is 46 (from Samegrelo-Svaneti
region – 27, from Kutaisi – 19). The program evaluation showed that 21 women
started their own businesses (Zugdidi – 16 women, Kutaisi – 5 women; 46% of
trained women), among them, 10 business plans were funded within the frames
of the program, and the rest 11 business plans were funded through other sourc-
es independently accessed by the applicants. Besides, program participants be-
came encouraged, empowered and capable of make autonomous decisions. They
gained managerial and business skills, as well as self-confidence; Women gained
access to resources to start their own micro businesses in the target regions and,
finally, the project assured us that such model can be successfully implemented
in Shida Kartli and Kakheti regions as well.

Women’s emPoWermenT In The conflIcT zone of GeorGIa
In 2008 WFG implemented a project Women’s Empowerment in the Conflict
Zone of Georgia aimed at technical assistance and awareness-raising of women’s
groups by support of the Black See Trust. The project was focused on empower-
ment of women in the conflict zone of Georgia, South Ossetia, and the bordering
region Shida Kartli for raising women’s agency and challenging unequal distri-
bution of power between genders, increasing capabilities of women’s groups,
encouraging cooperation, participation and recognition of women’s commitment
within their communities, enabling women to have access to information, knowl-
edge and resources and become actors in the conflict resolution directly concern-
ing them.
Within the project framework, community meetings have been held by WFG
in the villages Eredvi, Ksusi, Pkhvenisi with local women of the Shida Kart-
li region; 60 women both Georgian and Ossetian have been trained in gender/
women’s rights, civic activism, organizational development issues; and technical
assistance has been provided to two women’s groups located in IDP settlement
Tserovani and village Nikozi (Shida Kartli) as resource centers aimed to serve
local communities.
The groups that received technical assistance as a Women’s Resource Center
are:
•    Women’s Community Union – Nikozi: its members have been displaced to
     Tbilisi and now managed to return to the village Nikozi. The group is active
     member of the Coalition for IDP Rights monitoring the aid and assistance
     provided to IDPs.
•    Women’s Resource Center of the “Akhalgori Business Supporting Center”
     was located in Akhalgori and currently is based in the IDP settlements Tse-
     rovani. The groups is also a member of the Coalition for IDP rights.
Both of the centers are open for membership and will serve local communities,
any interested parties, women as well as men.

GeorGIan, osseTIan and abkhaz leaders’ (Goal) neTWork for
Women
Before the armed conflict of August 2008 in Georgia, Women’s Fund in Georgia
started implementation Georgian, Ossetian, and Abkhaz Leaders’ (GOAL) Net-
work for Women program as a main partner together of the Institute for Sustain-
able Communities by support of USAID to sustain women leaders from Georgia
and its separatist regions to forge strong, trusting, and sustainable partnerships by
confronting their shared challenges and developing shared solutions. The experi-
ence of working together to achieve positive change in their communities was
aimed to enable existing and emerging women leaders from the separatist regions
of Abkhazia and South Ossetia, and the Samegrelo, Shida Kartli, and Tbilisi re-
gions of Georgia, to build lasting, productive partnerships and develop a vision
for a common future.
WFG and ISC jointly managed to conduct preparatory work for implementation
of the GOAL program; however, due to the August events, engagement of the
main actors of the project from Abkhazia and Tskhinvali or cooperation of Geor-
gian, Ossetian and Abkhaz women became impossible and, unfortunately, the
project activities have been cancelled.

During the armed conflict in August 2008 on the territory of Georgia, Women’s
Fund in Georgia has provided humanitarian assistance to 5 temporary IDP settle-
ments in Tbilisi:
1.   Kindergarten #153, Mukhiani, district 4; contact person: Nana Melanash-
     vili and Lia Shatakishvili. 120 women and 20 children – items for everyday
     use (detergents, etc.), hygienic items and hygienic pads, toys for children,
     underwear for women.
2.   Music School #3, Varketili 3, district 4; contact person: Shorena Gogiash-
     vili; 140 people, among them 80 women – nutrition, hygienic pads and
     underwear for women.
3.   Secondary school #153, Gldani district; contact person: Tsiala Nadiradze.
     40 women – hygienic pads and underwear for women.
4.   Former Military Hospital,
     Isani district, building #3;
     contact person: Ushangi
     Batsikadze. 1500 people –
     sanitary and hygienic items,
     gas ovens and frying pans,
     hygienic pads for women.
5.   Former        Trans-Caucasian
     Military Department, Tama-
     rashvili str.; contact person:
     Irina Putkaradze. Sanitary
     and hygienic items, hygienic
     pads for women.
Apart from the goods bought for the residents of these settlements, WFG has
served as a venue where humanitarian aid was collected and distributed. WFG
managed to collect second-hand bed linen, clothes and shoes for the settlement at
the sport-complex “Manege” (95a, Tsereteli Ave. Tbilisi).

The Reverend of the North Northfield Methodist Church - Lois McCullen Parr
expressed willingness to support Women’s Fund in Georgia. She has spent a year
in Georgia together with her husband and was interested in supporting a Geor-
gian women’s group working with local women. Therefore, on her 50th birth-
day on May 25 2008 at the church in Northbrook (Illinois, USA) Rev. Lois Parr
organized a special fundraising event to support WFG – a benefit concert with
Georgian songs and information about WFG. Two groups performed at the event:
“Alioni” performing Georgian sacred and folk songs, and the “L Chorus,” Ohio
women’s chorus founded by Rev. Lois herself. WFG cordially congratulates Rev.
Lois Parr with her birthday and is deeply grateful for her generous support.
