but as the building warms, the CHWST & RT rise, but the chiller leaving temp
doesn't. They need to be replaced with ones in thermal wells, preferably at the

MtAC3 warm-up and cool-down sequences currently allow the fans to run anytime
after 3:00AM when the building is unoccupied and other conditions permit. This

heating PID loop is not programmed as specified. 11/21/04 QA to check results of
updated program. QA 11/22/04: Cooling fan does not run during warm-up but
spaces do not come up to temp fast enough as hot air flow falls off. Cooling air-flow
comes on at occupancy even without a request for cooling. Cool air from bypass
damper cools hot air supply. Cont.'s programmer is in the process of fixing. QA
12/3/04: Looks correct. Final approved sequence needs to be put into the as-built

10/20/04 programming for all confusion over which unit is MtAC1 and MtAC5. When the Cont. 11/1/04 QA
Current Facilities Requirements doc was being developed Joe indicated to me that
MtAC5 provided conditioned air 24/7 to Mt109, where the SEM is located and Mt
108, the small room next door. MtAC1 provided conditioned air 6-6 M-F to the Met
lab in Room Mt106 and the darkroom adjacent to it in room Mt107. This later went
into the spec. Once the installation of DDC hardware was completed, Cont. techs
noted that this was backwards and programming and documentation was changed
accordingly, which includes my recent mark-up of the spec. Unfortunately, I believe
this may now be incorrect. Saturday, the Met color graphic indicated that the unit
supporting Mt106 was on not Mt109. A test of the zone overrides seemed to verify
this to be the case. This needs to be cleared up once and for all. Appropriate
changes, if necessary, will need to be made on graphic pages, point names,
schedules, equipment labels if need be, and in the CFR and Spec. 11/2/04:

The immersion well sets of sensors are for the Onicon meter and for the York control
panel. If either of these can be communicated with they should be used. The
preference is to use the Onicon meter and avoid primary control of the chiller though

We had been loosing data in the trends from time to time. Controls Mfg. said
that it could be a network configuration issue. Cont. to meet with IT to resolve.
We need to verify this condition does not return once the server is move to the
basement comm room. (4, 5) QA
MnAC3: once VAVs are operational and stat is installed, stat can be
programmed for 2hr override increments; note max time for this equipment is
224 minutes. Program update my be forthcoming from Controls Mfg. in
November to change this to 8 hours. Cont. Service Tech2 to notify us when it
is available. We may get this under warranty. QA 12/15/04: Installed ; need to
test. (4, 5)
MnAC4: Are we going to reset the Nortec based on outside %RH? Is reset
necessary? Eng.: Not unless dry winter conditions indicate that it is necessary.
QA 11/21/04: It appear we are over dehumidifying in winter. Consider resetting
coil leaving air temp based on hot water and humidifier PID > 25%. QA
11/29/04: Tried this wihtout much success as chiller operation impacts zone
temp stability. Need chiller with greater turndown. (3, 4, 5)
MnAC4 Chiller Setpoint is 45 deg.F. How is this physically set? It does not
always provide low enough chilled water to meet %RH setpoint; see 5/21/04
data. The chiller setpint is internal to the chiller. It is set at 38 deg.F leaving
water temp. Air handler may not have enough capacity. (3, 4, 5)
MnAC4 Chiller Comp 1 & 2 Alarms do not appear functional. Are these analog
or digital points? Per Cont. tech MnAC4Chiller Alarm outputs do not work (3, 4, 5)
MnAC7: Why does the SA temperature on cooling run so high? Does not get
below 58oF. This appears to be a mechanical issue. (3, 4 ,5)
Wining noise coming from VAV box 1-19 in Room 134 Main building. After 4
hours the noise went away and has not come back sense. 10/25/04: This may
be a warranty issue, but Owner's staff needs to help diagnose problem if it
happens again. Noise comes from a loose duct access cover. Operator2
installed a piece of cardboard to quiet it. (5) QA
York Gateway to be used to reset chiller leaving water temperature instead of
hard wire. 10/1/04 - Chilled water reset is being sent to and being received by
the York chiller but it does not appear to be functioning. Understand from York
that the control board in the chiller needs updating. (3, 4, 5)
House chiller chilled water pump currently cycles on/off under low load
conditions (currently after ~3 hours). Consider disabling the house chiller
based on cooling request and all ChWVlvs at 0%. QA 12/15/04: Control
program enables the chiller start sequence to run, which then turns on the
chilled water pump. The chilled water pump should stay on as long as the start
sequence is enabled. It is disabled once the all ChWValves are at 0%. Why
the pump has been staying on for an extended period of time beyond this
needs to be investigated. It also needs to be tested when MnAC4 on the house
chiller. (3, 4, 5)
MtAC3: CoSAT gets down to 38oF. This is too cold. Airflow may be difficient. (3, 4, 5)
MtAC2: 1st stage of heating does not appear to be functioning properly. SA
Temp is not warm up until 2nd stage operates. (3, 4, 5)
Main building heating hot water loop may need balancing. This could the
source of MnVAV2-6 and 2-7 capacity problems. Cont. has confirmed that the
newly installed valves were correct. HVAC.Maint.Cont. is scheduled to check
all strainers. (3, 4, 5)
