The purpose of this presentation is to describe the Missouri State Emergency Management Agency’s process for targeting training for identified areas needing improvement.

Missouri Learning Management System (LMS-base system)
• SEMA currently uses a computerized Learning Management System (LMS) that contains: • Listing of all courses available Assigned to one or more pillars of EMA • When and where the courses will be taught • On-line enrollment • Automatic certificate generation • Student transcripts • Fiscal tracking

Training Needs Assessment Objectives
• Identify statewide training needs for emergency response personnel. • Identify any training deficiencies (needs) by responder discipline related to the key competency areas described by the Homeland Security TCL. • Establish a training baseline that can be used to identify future trends. • Develop a recommended curricula for emergency management disciplines to meet the jurisdictions identified training needs.

• Web-based survey is completed by the participants via the Internet. • SEMA Area/Troop/Region • Size of Jurisdiction – population over 3,000 • Response Discipline Position Classification (Elected or Appt., Mgr., or Supv.)

• The following actions occur March-June annually: 1. Survey Sent to Regional Representative
a. Regional Rep passes URL/password to 11 regional discipline representatives
b. Discipline representative passes URL/password to local discipline representatives (population over 3,000)
2. Survey (49 questions) completed by disciplines

3. Survey is analyzed and tabulated by SEMA 4. Top Ten Needs Sent to Region
