                                      CHAIRMAN
                         Person Specification & Job Description

THE ROLE OF THE CHAIRMAN
The Chairman is pivotal in creating the conditions for overall board and individual director
effectiveness, both inside and outside the boardroom. Specifically, it is the responsibility of
the Chairman to:
Leadership
To promote and direct the MPAGB in its role to meet its primary objects.

To chair meetings of the Board, ensuring that discussions are held in a fair and effective
manner, and that the decisions reached are democratic and are in the best interests of the
MPAGB.

Strategy
To define and develop policy.

To bring forward and lead consideration of policy proposals put before the board. taking
account of the advice of the Board's committees and sub-committees, and its Chief
Executive/General Secretary and other staff, as to the practical and financial implications.

Operations
To oversee and monitor the work of the MPAGB.

Communications
To ensure effective communications both within the organisation and in its dealings with
the outside world.

To Chair or attend meetings with senior staff.

Represent the Board in key national and, where appropriate, international fora and other
high level meetings and events.

Management
To liaise closely with the Chief Executive to ensure the best use of professional and
managerial skills within the organisation, maintaining a high level of staff morale,
commitment and motivation.

To oversee the setting of top level management objectives, targets and their delivery.

Finance and Accountability
In liaison with the Chief Executive and Treasurer to ensure the finances of the
organisation are properly spent and safeguarded, and that at all times the organisation
operates economically, efficiently and effectively.

To ensure that the organisation follows the guidance on propriety laid down in the Staff
Handbook and ensures that these documents are regularly updated.

In particular the Chairman should:
            1. Ensure that the MPAGB complies with its governing documents and
                relevant legislation and regulations.

          2. Ensure that the MPAGB pursues its objects as defined in its governing
             documents.
          3. Highlight potential or actual conflicts of interest and give a lead in their
             recognition and resolution.
          4. Give firm strategic direction to the organisation in the matters of setting
             overall policy, defining targets and monitoring performance.


The Chairman:
         1. Upholds the highest standards of integrity and probity.
          2. Sets the agenda, style and tone of board discussions to promote effective
             decision-making and constructive debate.
          3. Promotes effective relationships and open communication, both inside and
             outside the boardroom, between non-executive directors and executive
             team.
          4. Builds an effective and complementary board, initiating change and
             planning succession in board appointments, subject to board and
             shareholders’ approval.
          5. Promotes the highest standards of corporate governance.
          6. Ensures clear structure for and the effective running of board committees.
          7. Ensures effective implementation of board decisions.
          8. Establishes a close relationship of trust with the chief executive, providing
             support and advice while respecting executive responsibility.
          9. Provides coherent leadership of the company, including representing the
             company and understanding the views of members.

Essential Experience
          1. Knowledge of, and enthusiasm for, Modern Pentathlon, sport and
             recreation, including the way it is organised and run.
          2. Substantial board experience, ideally at Chairman or other senior level in
             the public, private or voluntary sector, or substantial board experience as a
             member of a National Governing Body of Sport or similar organisation.
          3. Experience of representing a governing body of sport to senior figures at
             national and international level.
          4. Experience of an organisation responsible for handling, managing and
             making decisions of significant income and expenditure.
          5. Substantial experience of work/commitment to Modern Pentathlon.

Essential Skills
          1. A person who can quickly command confidence and respect, and exercise
              influence in the field of sport.
          2. Excellent communication skills, including the ability to communicate the
             Board's policies to others, but also to listen to the concerns of its
             membership and reflect them back accurately to the Board.
          3. Ability to get on well with a wide range of people.
          4. Skills in strategic leadership, Chairmanship and negotiation.
