                                 Employment and Training Administration
                                                                          ETA
                                              DEPARTMENT OF LABOR
Steps
• Assess which Recovery Act funded
hours should be included in the
  calculation
• Record the cumulative RA funded hours
  worked (the numerator)
• Represent the full time schedule in
  cumulative hours (the denominator)
• Apply the formula

                          Employment and Training Administration
                                                                   ETA
                                       DEPARTMENT OF LABOR
Step 1
• Review staffing
• Determine which hours funded by
  ARRA
• Hours worked in each quarter by each
  job
  – By title or individual
• Does not relate to positions but actual
  hours worked

                             Employment and Training Administration
                                                                      ETA
                                          DEPARTMENT OF LABOR
Step 2
• Record the cumulative hours
• Add all hours for each quarter for hours
  identified in Step 1
• Tally of all hours becomes the
  ―numerator‖

                            Employment and Training Administration
                                                                     ETA
                                         DEPARTMENT OF LABOR
Step 3
• Total of hours available for work in each
  quarter
  – Hours per quarter = 520
  – Partial quarter for ETA = 248
• Cumulative hours available for work
  becomes the ―denominator‖
• If not including partial quarter—all
  quarters are full quarters ONLY

                                                                         ETA
                                             DEPARTMENT OF LABOR
Step 4
• Apply the formula
• Include only the cumulative hours
  identified in Steps 2 & 3

   1300 cumulative hours worked
                                       = 2.5 FTE
   1040 cumulative hours in schedule
