					                                T. Mabry Carlton, Jr. Memorial Reserve 2000-2010
                          10 Year Summary of Volunteerism with Ranger Rick Storsberg

      September 2010 marks the end of a decade of service by Rick Storsberg to the T.
Mabry Carlton, Jr. Memorial Reserve (Carlton Reserve) as recreational ranger. Here is a
summary of what “Ranger Rick,” along with volunteers and Friends of the Carlton Reserve,
have accomplished in the decade of his service. It totals over 16,000 hours of donated labor--
2671 hours in 2010 alone, valued at $339,918* (since 1998) and $55,690* (for 2010).
*The bureau of labor statistics calculates the 2009 value of volunteer time at $20.85 per hour.

                                Legal Commitment to Recreation: “Highest Priority”
         In 1982, before the sensitive land program existed, the Board of County Commissioners formalized a
commitment to manage the tract “in an environmentally sensitive manner” Resolution No. 82--200 (complete
document attached). That ordinance was incorporated in a voter approved referendum which mandates that
“Public use of the Ringling-MacArthur (Carlton Reserve) Tract in County ownership will be limited to water
consumption, open space and recreation, with recreational activities receiving highest priority, being
characterized as non-consumptive, ecologically benign and resource based.”
         In the late 1990‟s, with 24565 acres, the Carlton Reserve was opened for passive recreational use.
Technically not a park, the Carlton Reserve is protected on 4 levels: by referendum, by County ordinances 90.33,
by an adopted comprehensive land use plan mandated in the referendum, and by state legislation Ord. 2008-002
designating and protecting the Myakka River‟s as “Wild and Scenic.”
                                                      Stewardship
         As early as 1998, when John McCarthy and Nancy Edmondson staffed the Reserve, volunteers began
measuring, mapping and hand clearing trails. In November, 2004, the volunteers affiliated themselves with the
newly formed Friends of Sarasota County Parks (FOSCP) so that Friends of the Carlton Reserve (FOCR) and
other donors could claim 501(c)3 tax deductions.
         Currently the Carlton has 60 registered volunteers. The volunteers and Friends group have always served
as a public, not for profit, community support organization without paid staff. Every dollar donated by them or to
them directly supports the Reserve. Attached is a summary of 10 years of service by volunteers, mostly during
Rick Storsberg‟s stewardship. Available on the FOCR website is a detailed account of annual tasks, hours,
events, and donations. The Friends and volunteers of the Carlton become even more vital as the County juggles
limited resources to steward all of its public lands.
                                                    Baptism by Fire
         In his first few months on the job in May 2000, Rick was baptized by fire-- a 5000+ acre wildfire set by
lightning burned through the public area, spared the picnic pavilion and restroom but destroyed much of the oak
canopy. Again in April 2001, a 550 acre “controlled” burn turned into a 6000+ acre inferno. With volunteers who
had already been mapping and placing trail markers, Rick „s first task was to fill in rain flooded plow lines left by
bulldozers, replace burned trail markers, chainsaw dead trees from trails and the picnic area.
                                                       Log Cabin
         Public recreation began in earnest with the completion of a visitor center. A historic log cabin near Pine
Shores in Sarasota was donated by the Merrill family, dismantled, stored, transported and reconstructed in the
Carlton. Volunteers were enlisted to answer the phone, distribute maps and materials, maintain the bulletin board
with events calendar, provide a clipboard for wildlife sightings, and maintain the cabin: sweep, wash windows,
change the AC filter, water seal the exterior, re-chink the logs, weed the Lisa Carlton Memorial, sweep the
walkway, rake gravel, empty the trash and rain gauge.
                                                  History of Donation
         Appreciation for the wilderness experience which the Reserve preserves has encouraged individual and
business donations to support visitor amenities, events and projects. Besides the cabin itself, the community and
volunteers have provided rocking chairs, computers, printers, ink cartridges, a DVD player and TV for wildlife
slideshows, binoculars and GPS units for checkout, bird and bat houses, a sales rack, wildlife oriented stationery
and jewelry, a cash box, 10 wildlife monitoring cameras, locking cables, memory cards, $15/month for camera
batteries, gifts and prizes for special events, a wagon for hayrides, etc.
                                                    Visitor Services
         Volunteers maintain an array of services for visitors in the cabin and at kiosks constructed with help from
Eagle Scouts and the Friends organization. Visitors can find wildlife brochures, maps of the self-guiding and
backcountry trails, favorite bike rides and hikes of various durations, wildlife photographs, newsletters, wildlife and
wildflower slideshows, T-shirts, displays with casts of wildlife tracks, historical artifacts, framed photographs of

Carlton history. An ongoing volunteer project is to record and transcribe interviews of local residents who have
personal anecdotes from the Carlton and preserve this living history on CD.

          The public can prepare for a visit to the Carlton by visiting a website paid for and maintained by
volunteers: (http://web.me.com/FOCR). The site has averaged 300 hits per month in its first year and is updated
at least weekly. It has directions to the Reserve, current weather conditions, trail notes, galleries of wildflowers
and wildlife, downloadable hiking and biking maps, volunteer applications, newsletters, archived records, latest
bird counts, media stories relating to the Carlton, information on equestrian use, geo-caching, the kayak launch
and links to outdoor resources. Visitors to the website can make inquiries, become volunteers or link to the
County‟s regular e-mail list of special walks. Pictures from the website galleries have been used by County
agencies to promote other lands and the 2004 sensitive land bond issue.
                                                  Recreational Facilities
          During Rick Storsberg‟s tenure as recreational ranger, a variety of facilities have been added to enhance
public recreation. Besides the dedication of the visitor cabin, Rick was instrumental in obtaining permission to
provide a kayak/canoe launch on the Myakka River near the Border Rd. bridge. Volunteer crews assisted in
cutting a path through thick palmetto, spreading mulch on the path, laying down and securing the nylon mat,
spreading filtered shell on the access drive, removing limestone rocks from the parking area, pulling concrete
debris from the river, placing signage and barricades.
          A horse trailer parking lot was constructed with step-over access to the red marked equestrian trail.
Volunteers assisted with the informational kiosk, clearing and blazing the trail, marking the trail as it connects with
the Myakka Island Trail to Myakka River State Park.
          The historic Windy Sawgrass Cowboy Camp dipping station is the site where Rick and his crew of
volunteers spent more than three years restoring historic buildings and establishing new recreational
opportunities. Tasks completed include GPS mapping, photographing, measuring all historic buildings; locating
and marking both wells and dip tank; hauling away decades of accumulated natural and human trash;
constructing a 12 stall pole barn using Carlton timber, a portable sawmill. Next Rick and the volunteers took on
the task of rebuilding the cook shack, bunkhouse and small stable to historic standards after they were destroyed
by age and the storms of 2004.
          Volunteer bicyclists laid out, cleared and blazed a Wilderness Bike Trail which had to be abandoned
after a lightning wildfire. It is recovering and may be rebuilt.
          Many benches and picnic tables have been positioned throughout the Reserve to serve backcountry
visitors--at the turpentine camp, Tucker‟s camp, and randomly placed along popular trails. A table with memorial
plaque was placed at the historic Rocky Ford site. Several tables floated away during flood season and were
relocated by volunteers. Eagle Scouts built a fire pit and volunteers secured two picnic tables to serve as a Youth
Camp on the river.
          To promote and make hiking safe, all intersections of trails have routed, numbered markers that were
either placed or replaced by volunteers. Volunteers used software to draw the hiking map. It is updated regularly
with donated computers, printers, ink, and paper, and distributed from donated watertight boxes at 3 kiosks and
the cabin. The trail network requires constant maintenance, especially the red, blue, green, orange, yellow, and
pink self-guiding trails that require painting and attention due to fire, damage, and age. Volunteers scouted other
trails to the Pinelands Reserve and the old Vicar‟s Head Trail but these have not been developed.
          To promote geo-caching Rick offered to coordinate the placement of geo-caches in the Carlton.
Volunteers have helped make the Carlton a primary destination for geo-cache enthusiasts by placing and helping
maintain sites as well as by holding training sessions and special events.
                                                     Special Events
          Under Rick‟s leadership volunteers conducted and assisted at special events both in the Carlton and at
other venues. These included
Paddling:
--Greenland Style rowing kayak festival at South Lido Beach, 2005
--Kayak Race and Festival S. Lido Beach, 2007
--assisted on guided paddle for special interest group: Suncoast Reef Rovers, 2006.
Equestrian:
--Equestrian Poker Run to the Cowboy camp
--“Cracker” dinner and overnight at the Cowboy camp, via horseback or hayride;
Bicycling:
--36 hour Adventure Race with 40 teams of 2-4 persons biking, running, paddling, orienteering;
--Border Road Race, county sponsored, Carlton volunteers assisted;
 --24 hour triathlon/adventure race in the Carlton, 2008

practices, exotic invasive plants, bluegrass music, pony ride, butterfly walk, “leave no trace camping,” history of
the Carlton, Sierra Club, Legacy Trail, Sheriff‟s bike safety.
                                   Routine Maintenance and County Budget Woes
          With the local economy in crises mode in 2009-10, Sarasota County Parks and Recreation has drastically
concentrated staff to service the most heavily used beach, neighborhood and sports parks. With over 80 miles of
trails, the Carlton Reserve is larger than most Florida state parks. After Ranger Rick Storsberg‟s September
retirement, this public asset is moving into an uncertain future, without a full-time, on-site, recreational ranger or
full time, on-site, maintenance employee.
          In previous years when maintenance employees were assigned permanently to the Reserve, volunteers
routinely assisted so that recreational needs in the Carlton‟s almost 40 square miles could be managed by one full
time ranger and 2 part time employees. In 2009-10, all permanent Parks and Recreation personnel were removed
from the Carlton as a cost-cutting measure except for scheduled trash pick-up and restroom cleaning. Trained
volunteers have assumed much of the responsibility for maintenance so that the public recreation can.
                                           Tasks performed by volunteers
--Chipping and removing fallen trees, mud and debris along the paver-block entrance.
--Weeding, mulching, and landscaping the entrance with indigenous plants from the Reserve (grant from Friends
of Legacy Trail)
--Hand-removing litter from Parkway, power line, canoe launch, entrance/exit roads, trails and picnic areas.
--Tractor hauling illegally dumped engine block, newspaper box, truck tires, tree trimmings, etc.
--Using blowers to clear picnic area, restroom, paver-block trail, parking lot, cabin perimeter, and picnic pavilion.
--Weed-eating markers, tables, benches, canoe launch, parking area, walkthroughs at all gates throughout the
Reserve.
-- Inspecting, washing, resetting, repairing, repainting, rerouting, rebuilding missing/damaged posts, signage and
fencing
--Raking gravel (hog damage) on trails and picnic areas.
--Hand clearing yellow, blue, pink, orange, red and green trails
--Using chainsaws to trim overhead and clear deadfalls for batwing mower on all trails.
--Moving and raking mulch and fill dirt to improve trail north of cabin
--Listing, organizing all tools, equipment, signs, and supplies and performing routine maintenance
--Mowing parking lots, canoe launch, public areas and self-guiding trails with tractor.
                                                        Security
           In the early years of public ownership, with one ranger and not much recreational use, vigilance of
volunteers helped keep the Carlton secure. As recreational use of the Reserve has increased, there have been
fewer instances of vandalism, poaching, dumping, illegal campfires and campsites. Volunteers have assisted by
--Reporting a private hunting stand inside the Carlton that was monitored and dismantled by deputies.
--Hauling litter and debris from campsites along the river.
--Reporting fishing violations along the protected river.
--Reporting fence breaches and ATV entry.
--Photographing discharge into the river and wetlands.
--Leading FWC and MRSP rangers to campsites, campfires, dumping and tree cutting on protected property.
--Reporting evidence of alligator, cow, hog and deer poaching.
--Repairing and monitoring the perimeter of the public use area to prevent vehicular access to the backcountry.
--Routinely checking operation of entrance and perimeter gates, fences and security cameras.

--Forwarding photos of suspicious activities that appear in wildlife cameras.
--Reporting the dumping of animals, firearm use and other ordinance violations.
                                                    Natural Resources
          Carlton volunteers regularly assist the Natural Resources land manager in carrying out land management
practices both in the Carlton and at other venues like Sleeping Turtles, Manasota Scrub, Jelks, Lemon Bay, etc.
The Friends group contributed $500 to the fencing of the water treatment plant roof to protect least tern
hatchlings. In 2001 after a panther was confirmed in the Carlton, volunteers began assisting the Florida Wildlife
Commission and SC Natural Resources in a project to monitor wildlife. The project now includes a database of
over 2700 photo records and 6 working digital cameras deployed at several semi-permanent sites. Friends and
volunteers have donated more than $2000 for this ongoing effort.
          When the Carlton Land Use Plan was submitted for review by ESLOC (Environmentally Sensitive Lands
Oversight Committee) and by the Parks and Recreation Advisory Board, volunteers assisted the land manager for
Natural Resources. When Natural Resources proposed a cattle lease plan, FOCR volunteers heard and
discussed the plan before it was presented to the Board of County Commissioners.
          In the Carlton and elsewhere volunteers
--Remove fire load from cowboy camp building roofs and transport fire load away from the public area.
--Mark invasive plant locations with GPS, pull out pepper and melaleuca trees with vehicle.
--Gathered orange plastic caps left by restoration project in Doe Hammock.
--Set transects to census and monitor tortoise burrows.
--Remove invasive melaleuca, rosary pea, pepper tree, carrotwood, sesbania, cogon grass, etc. at many venues.
--Trained and took part in scrub jay monitoring.
--Assisted in replanting native plants.
--Helped survey proposed sensitive land acquisition by land and by kayak
--Researched history of various sensitive lands and transcribed handwritten surveyor notes from the 1840‟s
--Reviewed drafts of sensitive land management plans.
                                                     Public Education
          Rick and the volunteers regularly help inform the public about the wilderness they have preserved as well
as help train the next generation of stewards of the land. Civics 101 regularly convenes in the Carlton to be led
on an educational hike either by Ranger Rick or a volunteer. Rick has visited public schools to prepare students
for fieldtrips to the Carlton and led a variety of civic and student groups on outings. Recent visits by 5th and first
graders and a planned visit by 100+ 7th graders are being used to develop FCAT curriculum for future
educational programs. Students from local colleges have used the Carlton for creative writing and wetlands
research. A State College of Florida environmental studies professor and his students met with Carlton volunteers
for orientation and suggestions on environmental projects.
                                                  Community Outreach
          The Carlton, Sarasota County‟s largest public land holding, is well represented outside the Reserve itself.
In addition to the Friends of the Carlton website, the Carlton‟s resources and volunteers are frequently sought.
          News Media
--SNN Channel 6 interviewed Rick and volunteers in a special segment on volunteerism, 2005.
--WFLA , SNN and the Herald Tribune have interviewed volunteers 3 times regarding cameras and panthers,
2002, 2008, and 2010.
--St. Pete Times and Charlotte Harbor Happenings published news of the Carlton panther and volunteers.
-- Carlton volunteers were invited to a national press conference at the Hyatt regarding panther protection, Feb.
2010.
--FOCR was recognized as Club of the Month by Share the Road Magazine.

BOND REFERENDUM, OFFICIAL BALLOT: PURCHASE OF RINGLING-MACARTHUR TRACT
NOVEMBER 2, 1982 SARASOTA COUNTY, FLORIDA

Shall Sarasota County, Florida, issue not exceeding $30,000,000 principal amount of general obligation
bonds, bearing interest at not exceeding the maximum legal rate at the time of sale of the bonds,
maturing not later than thirty (30) years from the date of issuance thereof, payable from up to 50% of the
revenues derived from the County’s portion of the additional one cent sales tax pursuant to chapter 82-
154, Laws of Florida (1982) and from whatever state and federal grants that are received to assist in the
acquisition of said property or any portion thereof and, in the event of a deficiency in such revenues, from
ad valorem taxes levied on all taxable property in the County without limit as to rate or amount, for the
purpose of financing the cost of the acquisition of certain land within the County known as the “Ringling-
MacArthur Tract” as a potable water supply source and additionally for recreation and open space
purposes, as more specifically described and provided in the Ordinance of the Board of County

County Commissioners.

RE: STATEMENT OF ENVIRONMENTAL COMMITMENT FOR THE MANAGEMENT OF THE RINGLING-MACARTHUR
TRACT

WHEREAS, the Board of County Commissioners has been requested to formally indicate its commitment to manage the
Ringling~ MacArthur Tract in an environmentally sensitive manner; and
WHEREAS, broad-based support has been demonstrated by environmental and civic groups for the acquisition of the
RinglingMacArthur Tract; and
WHEREAS, the Ringling-MacArthur Tract is an area of paramount ecological and hydrologic significance, with functional ties
with the Myakka River, Deer Prairie Slough, Big Slough and the adjacent Myakka River State Park;
and WHEREAS, the Ringling-MacArthur Tract contains a unique assemblage of habitats important to wildlife species
considered endangered; and
WHEREAS, the Myakka River flows into Charlotte Harbor, an area being considered under Chapter 380 as an Area of Critical
state Concern, and the conservation of the Ringling-MacArthur Tract will protect four and one-half miles of Myakka River
shoreline and the runoff that flows into that river; and
WHEREAS, the Ringling-MacArthur Tract represents a logical extension of the Myakka River State Park due to its eleven plus
miles of common boundary and its similar ecological characteristics; and
WHEREAS, the Ringling-MaCArthur Tract is a potential site for a future water supply and the County has an opportunity to
protect the tract and obtain water in an environmentally-acceptable manner; and
WHEREAS, concern has been expressed that the availability of water might stimulate growth.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF SARASOTA COUNTY,
FLORIDA, in public meeting assembled that:

1. The public acquisition of the Ringling-MacArthur Tract is necessary and important to present and future citizens of Sarasota
County and the State of Florida.
2. Except under emergency conditions, water taken from the Ringling-MaCArthur Tract will not be exported out of the County
and will be available solely to the citizens of Sarasota County and the municipalities therein.

3. In keeping with the goals and objectives of the County's Comprehensive Plan, water will not be developed on the Ringling -
MacArthur Tract, or anywhere else within the purview of the Board, in such a manner that it encourages growth.

4. An active County Water Conservation Program will be continued and demands for additional water will be met, whenever
more cost-effective, by increased water conservation activities.

5. Water consumptive use plans, both as to quantity and mechanism for withdrawal will be adopted only after the appropriate
environmental, archaeological and historical sensitivity studies have been carried out to determine the areas requiring greatest
protection.

6. Water withdrawal performance standards, i.e., quantitative limitations on the ecological impacts of water withdrawal, will be
developed as part of the above environmental studies and a long-term program of proper monitoring for said impacts on the
integrity of the existing Ringling-MacArthur Tract ecosystem, will be carried out.

7. Based on technical, scientific, cultural and public input, a Comprehensive Management Plan for the entire Ringling-
MacArthur Tract will be developed, which will address impacts and interactions of proposed uses..

8. Wetlands and associated flora and fauna, found in such unique abundance on the Ringling-MacArthur Tract, will be
protected with a significant percentage of the total placed in a preservation category.

9. Public use of the Ringling-MacArthur Tract in County ownership will be limited to water consumption, open space and
recreation, with recreational activities receiving highest priority being characterized as non-consumptive, ecologically benign
and resource-based. Special consideration will be given to environmental education and research, especially environmental
management, ecology, agriculture and related sciences.

10. Site planning and management of the Ringling-MacArthur Tract will be such that activities will be compatible with Myakka
River State ParK and possible impacts prevented, e.g., by providing an adequate buffer zone which would be of a use and
management at least as protective as the adjoining park areas.

11. Copies of this Resolution shall be transmitted immediately to the Conservation and Recreation Lands (CARL) Selection
Committee, Governor Bob Graham and all members of the Florida Cabinet, ECOSWF. (The Environmental Confederation of
Southwest Florida) and, upon request, to all other interested parties.
