To avoid unnecessary repetition, reference has been made herein to DGS order no: 2 of 2007 (Guidelines for
the conduct of Pre-Sea Training courses for Merchant Navy) wherever appropriate.

                         FREEFALL LIFEBOAT (FFLB) TRAINING COURSE

1.          BASIC DETAILS OF THE COURSE
1.1.      Aims:
This course aims to provide the training for candidates to launch and take charge of a freefall lifeboat in
emergency situations, as required in element/s related to Freefall Lifeboat in STCW 1995 Section A – VI / 2
Table A – VI / 2-1, section 5.4 of the IMO Model Course 1.23 and STCW.6 / Circ 10 (amendment to part B
of STCW).

1.2.    Objectives:
The course syllabus covers the competencies as required in element/s related to Freefall Lifeboat in STCW
1995 Section A – VI / 2 Table A – VI / 2-1, section 5.4 of the IMO Model Course 1.23 and STCW.6 / Circ 10
(amendment to part B of STCW). Trainees who successfully complete this course shall be able to undertake
tasks, duties and responsibilities related to launch and recovery of a Freefall Lifeboat and take charge of a
boat as a Coxswain and for other related duties as Designated Persons. The trainees will also overcome a
mental block/fear which is usually associated with the launch operation of a freefall lifeboat.

1.3.      Application:

       These guidelines shall be applicable from the date of issue of this guidelines.


2.      QUALIFICATION & ELIGIBILITY OF STUDENTS
2.1.    Entry standards:

       This course is open to all those seafarers who are holders of a valid certificate of training in Personal
       Survival Techniques (PST) Course.
       Trainees shall be medically fit for physical training as per ILO requirement (Valid medical certificate
       from DGS approved doctor).


2.2.   Required attendance:

        100% attendance is required for successful completion of the course

2.3.   Course intake limitations:

        Maximum number of participants should not exceed Sixteen (16).

3.     INFRASTRUCTURE REQUIREMENT

       Physical requirement for classrooms, black/white boards, overhead projector, screen, notice board,
       study environment and teaching equipment are to be provided as per DGS order 2 of 2007. Library
       books and equipment to include items contained in Annexure I.

4.     COURSE DETAILS
4.1.    Course duration: 2 days (16 hrs)

5.      HOLIDAYS
        Sundays shall be holidays.
        Gandhi Jayanti (2nd October), Independence Day (15th August) and Republic Day (26th January) shall
        be compulsory holidays.
        Students shall normally enjoy the holidays observed by the Govt. of the State in which the institute is
        located.
6.      FACULTY REQUIREMENT
6.1.    Qualifications and experience of course in charge:
        Certificate of Competency as Master (FG), issued or recognised by the Government of India,
               and
       At least 5 years service on Merchant ships out of which at least 1 year as Master,
               and
       Sailing experience on vessels fitted with Freefall Lifeboat or have attended at least one training
       course on FFLB.
6.2.   Qualifications and experience of faculty members:
       At least 5 years service on Merchant ships of which at least one year should have been at
       management level,
               and
       have attended at least one training course on FFLB.
6.3.   Qualification and experience of instructors
       Petty Officer Ex Indian Navy / Merchant Navy with service experience of at least 5 years
               and

       Trainer’s experience of at least 3 years,

               and

       Boat handling/seamanship experience.

6.4.   Training of Trainers & Assessors Course:

        As per DGS order no: 2 of 2007.

6.5    Age limit for regular faculty members:

       As per DGS Order no: 2 of 2007.

7.     FACULTY STRENGTH

7.1      Two Master Mariners (including the course in-charge) and one Chief Engineer.
7.2.     Three Instructors.




8.     COURSE DURATION

       Total 16 hours (adequate balance of classroom lectures and practical training exercises) e.g 6 hour of
       classroom + 10 hours of practicals.

9.     ASSESSMENT

       An On-line assessment would be carried out during the practical exercises in each course.

       A written test would be carried out at the end of each course.

10     QUALITY STANDARDS

       As per DGS Order no: 2 of 2007.

11.    INSPECTIONS

       As per DGS Order no: 2 of 2007.

12.    COST OF INSPECTIONS

       As per DGS Order no: 2 of 2007.

13.    FEES TO GOVT.

                   FREEFALL LIFEBOAT TRAINING COURSE - TEACHING AIDS

Equipment

Classroom lectures: Standard teaching aids such as whiteboards, projector screen, Multi-media / overhead
projector, etc.

Practical exercise: Requires access to a lake or the sea, where launching and manoeuvring of FFLB could be
conducted. Depth of the water body to be as per boat manufacturer’s recommendations and maintained up to a
distance of minimum 3 times the length of the boat from the launch site.

Following items of equipment are required:
One Freefall Lifeboat along with the ramp structure from which the boat is launched. Boat is to be fully
equipped with all the standard lifeboat equipment/gear as mentioned in SOLAS and specially designed woith
sufficient strengthen for repeated training purposes.

Davit assembly to recover and house the freefall lifeboat.

One additional boat/ dinghy, which could be utilized for transferring personnel, in case of an emergency.

Inflatable Lifejackets: one for each candidate and faculty/instructor

First aid and rescue equipments, such as resuscitator, lifebuoys, stretcher.

Audio visual:

A video of freefall lifeboat launch

A training video of freefall lifeboat launching procedures and precautions

PPTs of teaching material providing detailed training on the safe operation and maintenance of the FFLB.
