NOTIFICATION
1. Government of Goa has mandate to improve the efficiency and productivity of
operations of all departments in addition to being citizen centric and desires to create a
mechanism to deliver public services by leveraging the common infrastructure like Goa
BroadBand Network (GBBN), State Data Centre (SDC), Common Service Centres
(CSCs)/ Lok Seva Kendras (LSKs) and State Portal (SP) through the project “e-Services/
State Portal (SP), State Service Delivery Gateway (SSDG) & Electronic Forms”. Under
this project, the concerned Department has mandate to develop the applications and
infrastructure required for deployment of e-Services for the State which will enable
citizens to download forms and submit their applications electronically through a
common gateway along with scanned copies of supporting documents.
2. Through this mechanism, the Citizen will be enabled to access various online services
through State Portal (SP), Common Service Centres (CSCs) / Lok Seva Kendras (LSKs)
and submit the e-Forms electronically to the concerned Departments/ offices. The
submitted e-form will be routed to the respective officer/ field office/ staff of the
concerned department responsible for providing that particular service.
In due consideration of the vulnerability of scanned copies to alterations, the
departments/ officers/ field officers/ staff are hereby mandated to accept e-forms along
with scanned copies of supporting documents so that the e-Form can be processed to
the verification stage. At verification stage, the applicant may be called via email or SMS
to verify the scanned copies against the physical supporting documents, thereby,
expediting the processing of forms, helping in creation of a database for future
use/reference and reducing the number of visits of citizen to the Government
Department/ offices. The services shall be delivered to the citizen in respective office,
subjected to the fulfillment of request of that particular service.
3. Therefore, it is hereby notified that public services which are mentioned in the
Annexure-A / B would be delivered to the citizens through Common Service Centres
(CSCs) / Lok Seva Kendras (LSKs) and State Portal (SP), as and when the services are
made available to the citizen.

4. The service/transaction charges for the category of services to be availed through the
project shall be as follows:

5. To give effect to the aforesaid directions, the Departments are directed to issue a
suitable notification, indicating the Departmental Services and their corresponding
Service charges to deliver citizen-centric services on an end-to-end basis, along with the
number of documents required for each service.
6. This is issued with the approval of Hon’ble Chief Minister vide UO no.34876 dated 6th
November 2010 and Finance Department’s concurrence vide UO no. 35100 dated 23rd
November 2010.
