PREFACE


1.0   AIMS
      To inform port users about waste handling facilities available to them.

      To fulfil Aberdeen Harbour’s statutory duties with regard to the management of waste.

      To consult with harbour users on developing the management of waste passing through the port.

      To assist in ensuring that all wastes are disposed so as to minimise any detrimental effect to the
      environment.

1.1   CONSULTATION

      Aberdeen Harbour’s first plan was printed in June 1997 and distributed to all ships in port and to
      local shipping agencies for distribution to ships under their control.

      Copies of this original plan were given to the local MCA and SEPA Offices in May
      1997

      In compiling the Board’s Waste Management Plan for 1998 the previous year’s version was used as
      a basis for consultation with the organisations listed in Annex D. This list was deemed to represent
      both regular and occasional users of the port together with Local Government and Regulatory
      Organisations. Local licensed waste companies are also included.

      Consultation took the form of a letter (Annex D) referring to our 1997 Plan inviting both comments
      and where appropriate updates to the data provided. This was backed up by telephone calls to
      prompt those who had not responded. This information is held on file at the Harbour Office.
      In order to update the Plan a further letter was sent (Annex G) to companies.

      The returns suggested no major changes to the earlier document other than updating previous data.

      On a day to day basis waste landed in the harbour is continuously monitored and the Board’s
      Operations Staff are in regular contact with both harbour users and waste removal companies.

      On 17th September 1998 a letter was sent to all local waste contractors requesting details of their
      services. This letter also contained two pro formas to be completed and returned to the Harbour
      Office.
      The first form is a quarterly return of all wastes collected from ships in the harbour.
      The second form, to be completed annually, requests such details as costs of facilities etc. (Letter
      and forms – Annex - E)

      This information has been incorporated into this plan.

      In all cases experience has shown that the contractors have sufficient plant and capacity to dispose
      of any and all waste from ships using the Port.
1.2   ASSESSMENT OF QUANTITIES OF PRESCRIBED WASTES

      Except for general ship’s garbage deposited in the quayside skips, private waste companies are used
      for the collection of all other wastes.

      In 2001 an attempt was made to collate annual figures by consulting the relevant waste companies.
      Some figures were obtained for garbage and waste oil but in many cases figure were not obtainable.

      Table 1 shows the 2000 figures:

1.3   EVALUATION OF WASTE RECEPTION FACILITIES

      Having considered the reception facilities already available together with the type and quantity of
      shipping using the port it was decided several years ago that we would arrange for the collection of
      ships garbage by strategically siting 8 m skips around the harbour. The skips used are Front End
      Loaders (F.E.L.’s) which means they can be emptied on site. Inspection of these skips is done daily
      with them being emptied as necessary. Arrangements are in place for additional skips to be sited if
      required. This provision is free at point of use to port users.

      For oil, oily water and other noxious substances there are several established licensed waste
      recovery companies available locally. This waste is taken from the ships by road tankers and
      removed from the harbour. This system has evolved at the port over many years with no reported
      problems. A charge is made, by the contractor, for this service to the Ship, Agent or Base Operator.

1.4   COST OF USING WASTE RECEPTION FACILITIES (Year 2000)

      There is no direct charge for the use of the covered skips at the 19 signposted locations around the
      harbour.

      Should a ship or agent require to hire a skip directly then the approximate breakdown of the charge
      incurred is listed below:

      Generally 24 hours notice is required for hiring skips direct.

      For all liquid wastes removed from the ship by road tanker the following figures are a good guide
      to the costs that will be incurred.

                      Hire of Road Tanker      -                 £ 29 . 00 per hour
                      Plus £25 . 00 per cubic metre

      The charge for Sewage removal is £80 per load.
      Preferably 24 hours notice is required for hire of road tanker but at times can be available with 2
      hours notice.

      It is not anticipated that the number and types of vessels will change significantly over the next few
      years.


1.6   MONITORING

      The reception facilities are being continuously monitored by Aberdeen Harbour Board staff to
      ensure that they are correctly used. Skips are checked daily and emptied on site when necessary. A
      daily record of the status of the skips is held in the operations room at the harbour office.

      Procedures are being put in place for the collection and recording of data which will improve the
      accuracy of future figures.



1.7   WASTE MANAGEMENT PLAN - REVIEW AND REPORT

      Aberdeen Harbour Board will review this Port Waste Management Plan every second year and an
      updated copy of the Plan will be sent to the local M.C.A. office for approval.

2.0   INTRODUCTION

      Aberdeen Harbour Board have 19 closed skips placed strategically around the harbour on common
      user quays for the reception of ships garbage (See Annex A). These skips are identified by the
      notice displayed “Ships Garbage Only”, are checked daily and emptied as required by Biffa Waste
      Management Ltd.

      On non common user quays skips are provided by the berth operator, see Section 4.

      Skips and Dry Waste collection may also be arranged by contacting any of the licensed waste
      removal companies listed below.

      All skips used to contain Foodstuffs and Galley Waste must be covered or netted.
      There are special arrangements for vessels using the Pontoon Dock. Details are available from the
      Harbour Office or Pontoon Engineer.

3.0   SPECIAL WASTE REGULATIONS 1996

      All vessels in the harbour must comply fully with the Special Waste Regulations 1996. Special
      Waste shall not be removed from a ship in port without the completed Consignment Note.

      The Enforcement Authority under the above Regulations is the Scottish Environment Protection

3.1   USEFUL INFORMATION SUPPLIED BY SEPA ON THE UNLOADING OF SPECIAL WASTE’S

      COMPLETION OF CONSIGNMENT NOTE

      In the case of wastes generated onboard a ship or waste transferred from one ship to another for
      landing, the Special Waste Regulations apply from the point where the waste is unloaded in the
      harbour.

      In cases where special waste is generated onboard the ship bringing the waste into the harbour,
      Parts A,B and D of the Special Waste Consignment Note should be completed and signed by the
      Ship’s Master.

      Where waste is generated on another ship (e.g. an oil rig) SEPA will accept Parts A,B and D of the
      Consignment Note being completed by the producer of the waste or his shore agent provided Part D
      is amended to include an additional certificate signed by the Ships Master. This should state:-

3.2   TRANSFER TO FACILITIES AT OR OUTSIDE THE HARBOUR

      1.   The transfer of special waste from a vessel to a reception facility within the harbour area
           need not be pre-notified and no fee is payable. This special waste must still be consigned
           under Regulation 9.

      2.   The transfer of special waste from a vessel to a facility outwith the harbour area or by a
           pipeline to a facility outwith the harbour need not be pre-notified and no fee is payable. It
           must still be consigned.

      3.   Further movements from the reception facility whether outside or inside the harbour area
           must normally be notified (unless covered by Regulations 6 (1) ) with appropriate fee being
           payable.

      4.   SEPA will not treat waste that is safely contained as being delivered to a reception facility,
           where it is held in an area of the harbour which is not specifically designed as a reception
           area for waste, providing the waste is kept securely. i.e. all reasonable precautions are
           taken to ensure that the waste cannot escape and the public cannot gain access to it and that
           the waste is not kept in such an area for more than 48 hours.

                           be prosecuted and will be held to account for
                           all costs incurred in its removal

      For items which do not fit into regular skips and other waste products including Special Wastes as
      defined in Special Waste Regulations 1996.

      Skips are on hire from Shanks and are emptied on an “as required” basis, requests for use
      being actioned by the on site Logistics Team.

                        Eurolink Berth (when occupied by Northlink Vessels)

      Ships waste disposal is contracted to John W Hannay & Co Ltd who supply covered skips
      as required to both the Terminal Area and the Eurolink Berth.

      A system is in place for segregating domestic waste, paper, wood and metal scrap.

      Animal waste from the livestock lairages is kept in a holding tank and removed by road
      tanker supplied by Taylors Industrial Services Ltd

5.3   Seaforth Maritime

      Altens Operations Base, Minto Avenue, Aberdeen AB12 3JZ

      Berths operated and managed by Seaforth Maritime at Seabase, Waterloo Quay.

      Shanks and McEwan are contracted by Seaforth Maritime to provide skips at Seabase for
      the collection of ships garbage. These skips are emptied and returned on a daily basis.

5.4   Shell UK Exploration and Production

             1 Altens Farm Road, Nigg, Aberdeen, AB12 3FY

             Seaforth Maritime Ltd operate and manage Torry Base at Sinclair Road Aberdeen.

             Management of all Shell Expro’s onshore waste disposal including the day to day
             supervision of waste handling at the Base is vested in a single Waste Management Section
             located on site (UESL / 3).

             The base is licensed as a Waste Transfer Station.

             There are designated areas for the intermediate transit storage of wastes including a bund
             for drummed liquid wastes and separate secure units for small waste items.

             For general mixed solid waste Shanks and McEwan are used for the collection and
             emptying of skips.

             For bulk chemicals ( Dry Powder ) road tankers under contract from Enviroco or Taylors
             Industrial Services are used.

             Waste Oil is also handled by Enviroco or Taylors Industrial Services.

             Ships Tanks Washing. The cleaning operation and subsequent removal of waste by road
             tanker is carried out by either Enviroco or Taylors Industrial Cleaners.

      5.5    Total / Fina / Elf Exploration UK plc

             Total Base, Torry, Aberdeen, AB11 9PR

             Berth operated and managed by Total / Fina / Elf Exploration UK plc

             Total / Fina / Elf Exploration UK have a contract with Total Waste Management for the
             disposal of all non-hazardous waste from the Base.

             BIFFA Waste provide a skip on Torry Quay which is used both by ad hoc vessels at the
             Base and the quay office. It is emptied weekly or earlier if necessary.

             Vessels on long term charter to Total are provided with a skip on board which is replaced
             as required. This skip is taken to BIFFA Waste’s premises for emptying.

      5.6    SBS

             SBS have a contract with Taylors Industrial Services to provide a waste skip on the berth
             for use by their vessels. It is emptied as required.

WASTE MANAGEMENT PLAN

Aberdeen Harbour Board issued their first Waste Management Plan during the Summer of 1997. This plan is
now due to be updated and I would be obliged to receive any comments or suggestions for consideration prior to
compiling the new edition. On common user quays Aberdeen Harbour currently provide skips for the collection
of ships garbage and this service will continue in the future. The owners of oily substances and special wastes
however, are responsible for their removal in an appropriate manner. Included in the Waste Management Plan are
details of contractors licensed to remove such wastes e.g. oil and chemical drums.

All suggestions should be returned by the end of May 1998 in order for the new plan to be released during this
summer.

Where your company is involved in landing any waste generated onboard vessels visiting Aberdeen could you
please provide a copy of your instructions to crews for its safe disposal.

Dear Sir

In order to comply with the Merchant Shipping (Port Waste Reception Facilities) Regulations 1997 Aberdeen
Harbour is required to submit annually, to the Maritime and Coastguard Agency, a report containing quantities of
all waste material landed at the port along with information on the costs incurred by ships using the port.

As discussed in our recent telephone conversation we require from all the waste companies listed in our Waste
Management Plan a quarterly return on the enclosed form of all the wastes collected from ships in the harbour -
(Annex D). To enable us to complete this years Annual Return three copies of the form are included this time to
cover the first three quarters of 1998.

The Maritime and Coastguard Agency have also requested that we provide them with a cost per tonne / vehicle
charged for each commodity removed by the waste collection companies.
Also enclosed is another form (Annex E) which is to be completed annually giving information on facilities,
methods of collection, costs etc.

I would be grateful if the forms could be completed and returned to me as soon as possible so that I may be able
to collate all the information before forwarding it to the Maritime and Coastguard Agency.
