                       Informal - non-certified system (Eco-mapping, Eco-

                        profit or just a waste management system in the
                        company)

                       Formal - correspond and be certified/verified
                        according to the international standards such as ISO
                        14001 or EU EMAS regulation (so-called standardised
                        EMS)

                   BS 7750 – historically the first EMS standard
                    developed in Britain (1992) and superceded by ISO
                    14001 in March 1997

                Why EMAS - the problem

                   20 million enterprises in Europe, most of them
                    SMEs with large collective environmental impact
                    un-tackled
                   The environment is still getting worse

                       some industrial point source pollutants were
                        phased out, but
                       new pollutants emerge, health effects of 30.000
                        chemicals are not known
                       diffuse sources aren’t yet tackled sufficiently
                       economic growth and technological progress
                        outnumber dematerialisation
                   Globalisation and EU integration demand increased
                    efficiency to stay competitive
                   The regulatory measures are not sufficient to
                    control and minimise the impact of the industry

                   Background: create voluntary instrument to provide
                    alternative to traditional command and control legislation

                   Objective:
                        Encourage organisations in EU to improve environmental
                         performances, in a more flexible, tailor-made way
                        Create tope-end benchmark voluntary instrument in the
                         market (more robust and credible)

                   Role: provide tool to:
                        Assess, self-manage and improve significant aspects of
                         activities, services and products
                        Communicate in a credible way on environmental performance
                What is EMAS?




                   The European Union Eco-Management and Audit

                    Scheme (EMAS) is an European Commission regulation.

                   The Regulation is binding on Member States but voluntary
                    on organisations.
                Development of EMAS

                   EMAS Regulation (1836/93/ EEC) was first introduced in
                    July 1993. The scheme was open for voluntary participation
                    by organisations from April 1995 and originally the scheme
                    was open to the industrial industry and utilities only.

                   EMAS was revised in 2001 (761/2001/EC). Since then
                    EMAS has been open to all economic sectors including
                    public and private services . In addition, EMAS was
                    strengthened by the integration of EN/ISO 14001 as the
                    environmental management system required by EMAS as
                    well by adopting an attractive EMAS logo to signal EMAS
                    registration to the outside world.
                EMAS objectives

                   The objective of EMAS is to promote continual
                    improvements in the environmental performance of
                    organisations by:

                         environmental management system
                    2.   the systematic, objective and periodic evaluation of the
                         management system
                    3.   the provision of information on environmental
                         performance and an open dialogue with the public and
                         other interested parties
                    4.   the active involvement of employees in the organisation,
                         including appropriate training to make active involvement
                         possible.

                   All private & public sector organisations with
                    environmental impacts

                   The main elements of EMAS are:
                       Investigating an organisation's interactions with the
                        environment in an environmental review

                EMAS requirements – EMAS Regulation

                   EMAS regulation consists of 18 Articles and 8
                    Annexes
                   Unlike other management systems standards the
                    annexes form part of the regulation – they are not

                 There is a difference between ISO 14001 and EMAS.
                 In EMAS compliance with environmental legislation is
                 explicitly required when ISO 14001 only states that there
                 must be a commitment to comply with relevant
                 legal and other requirements
                European Commission attitude


                    Commission is responsible to promote EMAS at Community
                     level and to disseminate best practice
                    The EMAS Regulation calls for Member States to promote

                 At Member States level:

                        Art 10: « Member States should consider how…EMAS…may
                         be taken into account in the implementation and enforcement
                         of environmental legislation in order to avoid unnecessary
                         duplication of effort by both organisations and competent
                         authorities »
