Ultimately, when implemented, the goals of the
Saint Louis County Pandemic Influenza
Preparedness plan are to:
– Prevent morbidity and mortality
– Limit the spread of pandemic influenza
– Minimize social disruption and prevent social collapse
– Preserve the functional capacity of the Saint Louis
  County Department of Health
– Minimize economic disruption
– Assist in the maintenance of St. Louis County residents’
  everyday lives where possible

Article XIII , Section 14 (c) states that ―whenever
  any malignant, infectious, or contagious disease
 is threatened or is prevalent in the city…with the
      approval of the mayor and the director of
  health…the health commissioner may take such
   steps [isolation or quarantine]…as she deems
   necessary to avoid, suppress, or mitigate such
     disease until the mayor proclaims the need
                  therefore ended…‖
