					PROVISION OF FLEET MANAGEMENT AND
       ASSOCIATED SERVICES




 PRE-QUALIFICATION QUESTIONNAIRE




             JANUARY 2011
1.    Introduction
1.1. The Agriculture and Horticulture Development Board ("AHDB") intends to procure a
     contract for fleet management and associated services covering a range of core and
     additional services, for a period of four years (the "Services"). The procurement is
     being carried out in accordance with the Public Contracts Regulations using the
     restricted procedure. Interested parties are invited to submit a response to this Pre-
     Qualification Questionnaire (“PQQ”) to enable AHDB to determine a short list of
     potential suppliers. The organisations selected for the short list will then be issued
     with a specification providing details of the Services (and accompanying
     documentation) and be invited to submit a tender.
1.2. The purpose of this questionnaire is to enable bidders (including bidding consortia) to
     provide sufficient information for AHDB to assess your organisation’s capability and
     suitability to be invited to tender for the Services.
1.3. You should note that details of our requirements are subject to confirmation and are
     not intended to imply a definite requirement by AHDB.
1.4. Tenderers are not permitted to canvas any Officer of AHDB.


2.    About AHDB
2.1. AHDB is a Non-Departmental Public Body created in April 2008 from predecessor
     bodies. It undertakes statutory functions under the Agriculture and Horticulture
     Development Board Order 2008. That Order indicates the scope of AHDB’s
     activities. AHDB is structured as a core and six divisions, plus subsidiary companies.
2.2. AHDB operates throughout the United Kingdom in relation to cereals and oilseeds;
     throughout Great Britain in relation to dairy, horticulture and potatoes; and in England
     only in relation to cattle, sheep and pigs. It has international interests in relation to
     operators in those parts of the United Kingdom.
2.3. AHDB operates through a number of divisions, covering the following sectors:
               Cattle and sheep
               Cereals and oilseeds
               Dairy
               Horticulture
               Pigs
               Potatoes
2.4. For further details of AHDB’s operations and strategy, please refer to its website,
     www.ahdb.org.uk, which includes links to its divisional websites.


3.    Fleet Management and Associated Services Contract
3.1. AHDB intends to procure a fleet management and associated services contract in
     accordance with the Public Contracts Regulations 2006 (the 'Regulations').

3.2. The contract will cover a number of core and additional services including, but not
     limited to:
      3.2.1.     Acquisition of lease vehicles
      3.2.2.     Adoption of existing leases
      3.2.3.     Provision of demonstration vehicles
      3.2.4.     Repairs and maintenance
      3.2.5.     Breakdown Cover
      3.2.6.     Vehicle Excise Duty
      3.2.7.     Accidents and Claims
      3.2.8.     Management Reporting
      3.2.9.     Driver licence checking and verification
      3.2.10. Driver training
      3.2.11. Vehicle Hire
3.3. AHDB will reserve the right in its sole discretion to procure the additional services
     from outside the contract should it deem this necessary.
3.4. AHDB is procuring the contract on its own behalf and also on behalf of its subsidiary
     sector companies. The contract arrangements will therefore be made available to
     each of the sector companies on the same terms as to AHDB itself. The sector
     companies may choose utilise the contract or to procure services otherwise in
     accordance with AHDB’s Standing Instructions and the principles underlying the
     Public Contracts Regulations.
3.5. It is anticipated that the contract will commence on 1 August 2011 for a period of 4
     years.
3.6. While applicants may have their principal place(s) of business in any country, the
     services will be carried out in the United Kingdom. AHDB intends that the majority of
     its meetings with successful bidders will take place in a conveniently located office of
     the relevant bidder or in AHDB’s principal office in Warwickshire (England) or
     elsewhere in the UK where appropriate. AHDB will not ordinarily pay domestic
     travelling costs incurred by bidders for meetings within the UK.
3.7. For the avoidance of doubt:
3.7.1.    To be eligible to be invited to tender, your response to the PQQ must demonstrate
          the expertise, resources and commitment necessary to satisfy AHDB’s needs in
          relation to the contract.
3.7.2.    The fact that you may have previously provided fleet management or associated
          services to the AHDB or one of its predecessor organisations or associated
          companies of any of these will neither advantage nor disadvantage you.

4.    Core and Additional Services
4.1. The framework will be divided into core and additional services. Applicants are
     invited to apply for the contract as a whole and may not bid for the additional services
     alone.


5.    Notes for completion of the PQQ
5.1. AHDB requires all information requested in this questionnaire to be provided as fully
     as possible. Failure to do so may prevent AHDB from inviting your organisation to
     tender.
5.2. The applicant is the organisation which proposes to enter into a formal contract with
     AHDB to provide the Services if successful in being awarded a contract to do so. In
     the case of any consortium not having legal personality, each and every member of
     the consortium is an applicant and every member of any successful consortium will
     become a party to such a contract.
5.3. If the submission is from a single organisation then that organisation must complete
     all sections of the questionnaire.
5.4. If two or more organisations acting together as a consortium wish to express an
     interest in tendering for the contract, all members of the consortium must complete all
     sections of the questionnaire, subject to the following:
5.4.1.    No member of a consortium applicant for a tender may also apply as a single
          applicant or be a member of another consortium in relation to that tender. For the
          avoidance of doubt, such a member may apply as a single applicant or as a
          member of another consortium in relation to a different tender.
5.4.2.    A consortium must nominate a lead firm to participate in the tender process and
          act as the consortium’s communication channel. All information supplied to the
          lead firm will be deemed to have been provided to all the members of the
          consortium.
5.4.3.    In the event that a change is proposed in the membership of a consortium
          following the submission of the PQQ, the lead firm must communicate this and the
          reasons for the change in writing to AHDB as soon as possible, enclosing a
          completed response to this PQQ in relation to any new member to allow AHDB to
          undertake an assessment of the new member’s eligibility, financial and economic
          standing, and technical and professional ability. All other members shall be
          deemed to have consented to the change. AHDB reserves the right to refuse to
          consider or consent to changes in the consortium.
5.5. AHDB wishes to encourage the participation of SMEs in the tender process. It will
     not necessarily be the case that AHDB selects only the largest suppliers with the
     most extensive track record. The PQQ is designed to ensure that SMEs and other
     bidders have an equal chance of passing the pre-qualification stage of the process.
     In particular in relation to SMEs, AHDB will consider SME consortia on an equal
     basis with other bidders, whether or not the consortium has legal personality.
5.6. When insufficient space has been provided for your response to any questions,
     please append any additional pages.

5.7. Please answer, in the correct order, the questions in the Pre-Qualification
     Questionnaire below as fully as possible, when necessary continuing on separate
     sheets. Each such sheet and all supporting documents must be clearly marked with
     the name of the applicant, the numbers of the sections and the questions to which
     they relate. Also please complete the Undertaking at the end of the PQQ.
5.8. The provision of false or misleading information could result in your organisation’s
     exclusion from the bidding process.
5.9. In this PQQ the terms “applicant” and “organisation" refer to the sole proprietor,
     partnership, chambers, firm, incorporated company, co-operative etc. as appropriate.
5.10. Please note that the boxes provided for your responses can be expanded in size or
      shortened as appropriate.
5.11. If there are any significant changes to the information supplied in this questionnaire
      after it has been submitted you must let AHDB know as soon as reasonably practical.
      You should also note that financial evaluations will be based on the information and
      records submitted to AHDB. You will not be invited to tender if your response has
      not been provided by the return date stated in 6.1 below.
5.12. AHDB will not reimburse any expenses incurred by any organisation in preparing
      their responses to this questionnaire or any subsequent submission as part of this
      tender process.
5.13. AHDB reserves the right to discontinue the tendering process at any time and/or not
      to award a contract for any or all of the Services.


6.    Return of questionnaires
6.1. Completed questionnaires with accompanying documents must be received no later
     than 1400 hours GMT on 15 February 2011 at:

6.2. All pre-qualification questionnaires must be submitted using the label provided at
     Appendix 2 and the package must bear no external markings which would allow
     identification of the sender.
6.3. Applicants must provide three hard copies of the completed questionnaire with
     supporting documents in loose-leaf format. No testimonials should be included.
6.4. Consortia may provide confidential information on individual members in sealed
     envelopes within an outer envelope.

7.    Queries
7.1. All questions and requests for clarification or further information concerning the PQQ
     must be sent by e-mail using the question/query template at Appendix 1 to
     Alison.churchill@ahdb.org.uk . No other means of communication is available.
7.2. AHDB will only respond to questions that are received at the e-mail address above
     not later than 1300 hours GMT on Tuesday 8 February 2011.
7.3. AHDB is committed to maintaining a competitive procurement process by ensuring
     that information is equally available to all interested firms. Responses to enquiries
     will be published on the Procurement page on AHDB internet site at
     http://www.ahdb.org.uk/about/Procurement.aspx AHDB aims to respond within five
     working days of receiving the request. AHDB will not respond to questions that are
     vexatious or unduly complicated or lengthy. Anonymity will be preserved in so far as
     it is practicable to do so.
7.4. The response to any enquiry will be given in good faith, but should not be regarded
     as constituting acceptance of any proposal of the enquirer.


8.    Evaluation
8.1. A full response must be provided to each question in the PQQ. If a full response is
     not provided then it will be deemed that you do not meet the pre-qualification criteria
     and the questionnaire will not be evaluated.
8.2. If any of the circumstances set out in Regulation 23(1) of the Regulations apply to
     your organisation (see Section 2.1 of the PQQ) then it will be deemed that you do not
     meet the pre-qualification criteria and the questionnaire will not be marked.
8.3. If any of the circumstances set out in Regulation 23(4) of those Regulations apply to
     your organisation (see Section 2.2 of the PQQ), AHDB may decide that you do not
     meet the pre-qualification criteria, in which case the questionnaire will not be marked.
     However, AHDB reserves the right to exercise its discretion.
8.4. Marks will be awarded for your response to Sections 3 (Economic and financial
     capacity) and 4 (Technical capacity) of the PQQ. The evaluation criteria and
     weightings to be used are:

8.5. The organisations ranked 1 to 6 will be shortlisted to tender and issued the Invitation
     to Tender documentation.

     lowest scoring organisations invited to take part in the tender process.
