Discussion Item   Single Reading Ordinance Authorizing Contract for Replacement Skid Steer Loader
Background        The City first purchased a skid steer in 1996. The equipment was scheduled for
                  replacement in FY09 and was included in the City Manager’s proposed budget that
                  was submitted to the City Council in April 2008.

                  Due to the heavy use and age of the equipment, the 1996 skid steer recently become
                  inoperable. This piece of machinery is an essential tool for the Public Works
                  Department and, if it is not replaced, funds will need to be expended to rent similar
                  equipment until a replacement can be purchased.

                  The 1996 skid steer was scheduled in the Equipment Replacement Reserve (ERR)
                  for replacement in FY09. Funds are available in the ERR to purchase this
                  equipment in FY08, and its purchase in the current fiscal year was authorized by the
                  third amendment to the FY08 budget, which was scheduled to be approved by the
                  City Council on May 12, 2008.

                  The State of Maryland has awarded a contract to the Bobcat Company for the
                  purchase of this item. The City of Takoma Park is entitled to participate on this
                  contract. This would be considered a cooperative purchase and exempt from the
                  City’s procurement regulations.

                  approve all expenditures of $5,000.00 or more for professional services and all
                  expenditures of $10,000.00 or more for any other single purchase of goods or
                  services other than professional services; …

Fiscal Impact     The net cost for the skid steer, including trade-in, is $20,835.

                  PURCHASE OF A REPLACMENT SKID STEER LOADER
                      FOR THE PUBLIC WORKS DEPARTMENT


WHEREAS, the Public Works Department’s current skid steer was purchased in 1996 and was
         scheduled for replacement in FY09; and,

WHEREAS, due to the heavy use of the skid steer and its age, it recently become inoperable; and,

WHEREAS, the skid steer is an essential tool for the Public Works Department and, if it is not
         replaced, funds will need to be expended to rent similar equipment; and,

WHEREAS, in order to limit costs for equipment rental, the Public Works Department recommends
         replacing the skid steer as soon as possible; and,

WHEREAS, the State of Maryland has awarded a contract to Bobcat Company for the purchase of a
         skid steer on which the City can participate; and,

WHEREAS, funding is available in the FY08 budget for the purchase of a skid steer.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF TAKOMA PARK,
MARYLAND, THAT

SECTION 1. The purchase of a skid steer from Bobcat Company in the amount of TWENTY
           THOUSAND EIGHT HUNDRED AND THIRTY FIVE DOLLARS ($20,835) is
           approved.

SECTION 2. This ordinance shall be effective immediately.
